Let's Get Honest! Absolutely Uncommon Analysis of Family & Conciliation Courts' Operations, Practices, & History

I thought I’d check up on the HHS grants to a certain Minnesota County (Dakota), after reading about more apparently AFCC style custody drama up there, on a Carver County, MN blog. What else is new: Children are being tossed around like a sack of flour, by court order. Have already identified at least one parental alienation promoting personality in the case, complete with the force-ordered “Reunification Therapy” policy (what else is such an experienced forensic psychologist to do but evaluate whether someone is sexually pathological enough to be committed, or helped to co-parent better, or not?

And of course a GAL is on the scene to stir things up some. Dr. Reitman assures viewers he’s neutral, while presenting to a Minnesota Conference of Judges about wrongful sexual abuse allegations, and training up other doctoral students in the proper way to handle them. (What else is new? in the true Richard Gardner, Ralph Underwager, Joan B. Kelly, etc. tradition vein? (see footnotes?)…

I don’t even know that this was an issue in the particular case… I think the real issue was that the courts realized there was some family money — “now HOW to get at it??”

I like to be helpful, and in the process of simply looking for the usual type of grant to this county, found something “amiss” and am now sounding the alarm. You won’t “get it” in full without running a few TAGGS database charts and looking at them, I believe.

Just Sounding Another HHS Alert

So my page here has nothing to do with PAS and Custody — but with “WHAT the HECK? is happening here?” at the grants level…

So, I was trying to make some sense of it, which led to looking at HHS and finding his, ah, “unusual” situation of federal HHS funding to this county.

Ideally, this would’ve shown some child support, welfare or fatherhood money and perhaps shed some additional light on why the courts are out of control in the area.

Dakota is the third most populous county in MN.

Throughout this post, access in another open window to http://TAGGS.HHS.GOV will help display charts more clearly. I started this page when I saw those charts. Anyone concerned with the family courts should become familiar with that database anyhow; it’s a way to look up grants; and the fact that it’s consistently inaccurate in certain kinds of ways (that look less than accidental) is also significant.

Imagine my suprise to find that the largest recipient was an International organization dedicated to global species list for animal preservation:

(do search for clearer view). What’s happening — see that the largest recipient is ISIS? (under two different “recipients”) It looks as though “Dakota County Human Services” is only awarded $1,600,000 (that’s ALL years, not just one year). This represents only two grants, both of them homeless youth transitional living center.

In fact, HHS-type grants are going instead to this giant [relative to the other grants in the county] ISIS, a corporation which has an entirely different focus than one might expect in delivering health services to human beings.

So, What’s in a Name, besides the Name Itself?

In HHS la-la-land, the acronym ISIS has two forms, although one of them doesn’t show up incorporated in Minnesota, or as a nonprofit anywhere else:

International Species INFORMATION system,** and
International Species INVENTORY system.

The correct corporation name is “INFORMATION.” But the bulk of the HHS grants to this county under ISIS are under the fake corporate name (and associated DUNS#) “INVENTORY” …. Let’s find out why? Is it $25 million here, how much elsewhere, then?

The 990finder resource [where to look up some tax returns] shows the term “INVENTORY” is a misnomer. The active link is to the most recent tax return on that site:

Using the “TAGGS” database and searching just by this EIN#, I can find only the small amount ($2+million) of grants, and to click on it, one will not see any of the ones that would normally be under “human services” — just ones regarding non-human animals, i.e., Chimps, etc.

This sounds like the genuine corporation — DUNS# and EIN#..I notice it’s listed in EAGAN, not in “Apple Valley”..

OK, so I took the DUNS# with the largest grants here (804887321, $23,618,894 reported) over to USASPENDING.gov (for what it’s worth) and put in ONLY the DUNS#, Prime Award, and nothing else. The default sort is by dollar amount, which shows we are now over $1 billion of money under this particular number (scan results). Then I sorted by date, and as of 2010 backwards, the “fake name” ISIS was getting grants of all sorts. Try it — keeping in mind that this database goes back to only about the year 2000 (not 1995), and start asking questions. “Puh-leez!”

I can see some overlap between animal species and epidemiological (disease) control. I just think there ought to be more people paying attention. We already know that one DUNS# can apply to more than one entity (corporation). However, some of these are definitely to the “International Species INVENTORY System” and I’m wondering what this zoo-quarium database has to do with things like SNAP, lead abatement, or other things.. And what that money wouldn’t have gone to the local county instead, pro rated for what the local county was actually going to use.

I see about 5 grants to the ISIS name (“inventory,” not “Information”), several to the Minnesota Veterans (under the same DUNS#), including some small, odd amounts under “Manufactured Home Dispute Resolution.” One of the founder of ISIS, Ulysses Seal, IV, was also active in MN Veterans, his obituary (below) says.

If I were local to this area, I’d probably know about this zoo, and its famous founder. On the other hand, I’m NOT from Minnesota, but I pay some attention to HHS grants…..

Seal also helped found the Minnesota Zoo, created “computer dating” for zoo animals to help save endangered species, and spread a conservation organization worldwide starting with only a box of letterhead stationery. He died of cancer Wednesday at home in Bloomington. He was 73.

He carried his childhood love of animals into his own children’s lives, said his daughter Pamela Sebesta of Minnesota. When he studied white-tail deer and wolves, he taught the kids to take animal measurements. They also cleaned up messes.

Seal’s academic training was in psychology and biochemistry. Though he held adjunct professorships at the University of Minnesota, the bulk of his career was as a scientist researching the human endocrine system and its influence on prostate cancer at what is now the Minneapolis Veterans Medical Center in Minneapolis.

“His grants never got turned down,” said Dr. Michael Levitt, director of research at the center. . . .

Still — reserve judgment — why are HHS grants with human study topics going to ISIS?

ZIMS is only a project of ISIS, but I notice not agency is listed as supporting ZIMS — just ‘US Congress.’ THis means, US taxpayers. Congress votes appropriations, but it’s not their “personal” money.

Dakota County is not one of the largest, so I think over $25 million of health and HUMAN services grants dedicated to an organization itself dedicated to monitoring the populations of species in Zoos and Aquariums (internationally) might be handled by, say, an organization specializing in the human species.

ISIS board of trustees and purpose clearly shows this is about animal populations

ISIS — the International Species Information System — was founded in 1974 when Drs. Ulysses Seal and Dale Makey proposed the idea of an international database to help zoos and aquariums accomplish long-term conservation management goals. At that time, about 50 zoos in North America and Europe responded to the invitation to participate in this network.
 
The Association of Zoos and Aquariums (AZA), the American Association of Zoo Veterinarians (AAZV) and other zoological associations provided grants and endorsements for ISIS. In addition, the doctors raised development funding from private foundations and the United States Department of Interior. The Minnesota Zoological Garden hosted the program for 15 years.
 
Today, ISIS provides world-standard zoological data collection and sharing software to more than 800 member zoos, aquariums and related organizations in almost 80 countries. The ISIS global database for the zoological community contains information on 2.6 million animals — 10,000 species — and is constantly growing.
ISIS members use this information to:

• manage their inventory
• control the genetic and demographic makeup of their animal collections
• find appropriate unrelated new animals
• identify institutions seeking animals
• discover facilities with experience in breeding and raising certain offspring
• create reports for governments and other official accrediting bodies

These are only a few of the business-critical tasks that ISIS software delivers to members.​​​

Apparently so, judging from what’s granted by HHS to ISIS up in Minnesota…

If you printed out all the specimen records in the ISIS global database, it would take about 11,000 reams of paper — and the pile of papers would equal an 18-story building.

All this sounds fantastic (website looks great, too), and if I weren’t just more than a little concerned about whether this is either (a) going to be applied to “humans” as another member of the world zoo, internationally, for controlling the genetics and reproduction of our species, and us as members of this international database, and/or (b) simply a money-laundering operation latched under ISIS under the radar for stressed-out US taxpayers — I’d probably (after family court helped drive me out of an existing profession by “transferring” the young of my household, without due process, or legal or factual basis, or for in fact anything stated on the record as a valid cause of action, etc. I might want to start dealing more with animals than narcissistic and devious human beings also. People are messy and just too plain dishonest! Alternating with, not curious enough about their “handlers.”

After looking at the latest posted tax return on the (legitimate) ISIS (“information”) and looking up “Roger Stonecipher” (new CEO), I am beginning to wonder whether this “ISIS” is related to the Isis Innovations associated with Oxford University, and keeping some control over the investments and profits from this technology (as I understand it, see “spin-out companies, hover cursor” Spin out companies seem to include plenty of Pharmaceutical emphasis, including PowderJect Pharmaceuticals in 1993, bought by Chiron, which was later bought by Novartis. It’s a post on my ColdHardFacts blog, FYI) Anyhow….Next section comes from a press-release on a blog about ‘ZIMS’ — the software application:

Under HHS, this institution (wrong name) there are over 80 grants showing under three different DUNS#, and one of those DUNS# particularly either has a lot of nepotism (same last name, different first name principal investigators), or as I think I’ve noted before, some very “unusual” data entry practices.

According to this, at first glance, some Meyers, some Holtzes and a few other last names suddenly gain a new first name principal investigator after the first year of the grant. Then there were the years where no first name was entered. OR, where no last name was entered.

It’s full of, ah, “anomalies”

Under the GRANTEE (top of page) “ISIS”, there was a single “CCB” grant; the name of the grant (not ‘Grantee institution’) here fore year 1 of that grant (90YE0010) is Minnesota Child Care Policy Research Partnership.

Click on it, and the other two years show up as this Child Care Policy Research as the Grantee Institution, and “ISIS” as the name of the grant, for a total of $700K in grants.

Apart from when someone in charge of an overpopulated, understaffed preschool classroom possibly feeling he/she has been entrusted with a “zoo,” I am very concerned about the crossover partnership. As a parent, even on most challenging days, I did not consider my kids “little animals,” and wouldn’t want them in the care of any organization which did.

Or even more clear, sort by YEAR and see what got switched around, when (changes to: Grantee Institution & City, DUNS#, and finally, Principal Investigator. Notice two entries at the top, 12/3/2004 — $157K removed from Ms. Swenson-Klatt – -and 10 days later, the same amount put towards a “David Hanson” (Different grant#, and that’s the only award under that grant #!).

Why would an early child-care grant have been started out of a zoological organization (or a bastardized name version of the same?). Possibly to avoid detection?

Sometimes when I catch one “anamoly” (such as switching from Deb Swenson-Klatt and DUNS#804887321 Grant 90YE0010 to — under the same GRANT TITLE (Minnesota Child Care Policy Researh Partnership), I’ll do a quick search on similar grant#s (not just within the state) to get a sense of what that series is about. This one appears to be about CHILD CARE RESEARCH SCHOLARS” and in the overall, I can see that the big awards were going to UNC, Columbia, and (the Universities) to study how better to keep our population at work, and the little ones in good, well-baby-producing child care situations. You can see this at a glance.

However, here’s from MN, 2005 only: It kept the investigator, switched the DUNS#. Then it switched the Investigator AND DUNS# AND Grant #, i.e. moved money to another grant in the same series, but who is “David Hanson” and who cares enough to notice and find out? And why was the FIRST year of this partnership started under a fake corporation name in the database? After all, that was “only” $157K….

I looked this organization up. It DID register in Minnesota as a nonprofit — in 1988 (not 1974), shows Roger Stonecipher, and is currently “INACTIVE” — Involuntarily dissolved as of 2013! The database is hardly inactive, so the corporate registration either doesn’t exist, or has skipped the state. you should look it up. By the way, there is NO organization filed as ISISI (International Species INVENTORY System) showing in MN, so I presume the error was intentional and to enable the non-tracking (or make it harder to track) the over $25 million of public (that’s FEDERAL HHS) grants into the system, under in part a DUNS# that has over $1.053 Billion to its name. I hope someone decides to follow up on this….

ANYHOW, from TAGGS.hhs.gov, report run:

I sorted the column below by Program Office (one level lower than “OpDiv” Operating Division, in HHS terms). ALL of these are from an advanced search (all years, specified fields) on a single entity ISIS “International Species Inventory System” which is described on the web as dealing primarily with populations of animal species to protect them from extinction. All were from Dakota County, MN. I think the species about to become extinct are alert homo sapiens — to where their government is stowing its riches obtained originally from them.

ALSO interesting, apart from that ISIS is the name of a god, is that Oxford University also has an ISIS Innovations which helps transform technological advances into business enterprises. I reported on that over at From Oxford to Harvard to D.C. — Fueling, Feeding (and Vaccinating) the World.

My input device these days doesn’t allow for proper showing of charts and logos, at least not efficiently. I am filing this VERY strange printout on a separate Page on the blog for lack of a better place to stow it. Again, if you know what this is about (or can find out what this is about), assuming it’s real, bonafide projects and not just some very serious moneylaundering — or switching the original purpose of an established grant (in 1995 it was actually about Chimpanzees, then it moved to Refugees, and next thing you know, they’re into, you name it — but focusing on young children in particular. Preserving the young of the (human) species in case of future disasters, or what???

The search sorts automatically by left-most field. So these are sorted within Program OFFICE: ASH/OMH, BHP (?), CCB (Child Care Board), CMSH, and then one I hadn’t noticed before, but seems substantial, “CMSORD” — ORD standing for “Office of Research and Development.”

Keeping in mind that this database only goes back to 1995, and the grant series clearly goes back further, in 1995 it was still about Chimpanzees:

Someone “oughter” check this out further, assuming we don’t think of ourselves and our children as members of a global databse (that we don’t have access to) of the details on our own lives, and geneaologies. Let’s not kid ourselves there are already enough people in power who think in these terms of those they are supposed to represent, politically.

Are those 80 grants all real grants, real programs, and investigated by real people? Or was the money transferred real, but the labeling, just a little “off”? And why can’t TAGGS HHS train the HHS agency employees how to enter first and last names? With ALL the wealth of the leader of the free world, one of their largest agencies can’t afford a First Name // Last Name // Title breakdown within their giant database of who’s being GIVEN federal fundings for public welfare-related grants??

Any office staff or clerk could be taught this in a day — so why can’t HHS set a standard, or doesn’t it want to, because how many of the public ever look at the database anyhow?

Think about it — why would anyone intentionally fudge the name field search on million-dollar grants?

Sorry about the visual appearance. Again, running a report isn’t rocket science — go to the site (http://TAGGS.hhs.gov) and familiarize yourself with choosing a SEARCH (several options), and eventually — to get more types of fields into play (more detailed information), choose ADVANCED SEARCH. Choose a year, years, or all years, and select on some criteria (I selected on the Grantee name, ISIS (written out)) and at the bottom, many checkable little boxes allow you to pick fields. Pick some fields, more than the default. If the printout doesn’t look or sort as you want, pick different ones. The fields I chose are in top row (bold, blue font). THe $$ amount will always show to the right, as “Sum of Actions.” Depending on how many fields are run, usually some of the results will also be active links (typically grant# or grantee). In this one, to cut down on fields (width), I omitted Institution name, although I sorted on it, and left column of geographic fields (as they were all in one MN County anyhow).

several in a row show me that in one of them, a grant number was minus a digit, his middle initial was changed, the order of FN/LN was changed, and along with that, the company name was changed: (grant# links would be active in a real-time search):

To re=iterate: This isn’t my project to follow-up. I’m posting it as a “favor” to Minnesota Residents who, it would look to me, are probably getting scammed somewhere in the usage of a fake corporation name as a front for far to many grants which ought to be searchable –and FOUND — under the HHS agencies responsible for providing those service. When an amount gets that far up (and apparently hasn’t been confronted yet), it’s time to go get some contracts, and find evidence of actual services provided, and start matching the real Principal Investigator Names to real people, whiel weeding out any fake ones. Does HHS actually WANT us to know — and be afraid — of the power to lose federal funding? If the money collected from the Feds didn’t actually go to real programs — then the next obvious question is, where DID it go? To kickbacks, or just for some extra fun and games?

I WANT TO MAKE IT CLEAR — that an organization’s name can be used improperly without its knowledge. My page here doesn’t implicate the real International Species INFORMATION System — although if I were getting federal help, I’d like to at least check back over at the database and see how it was being reported (and such a check would’ve shown this up). It shouldn’t be a stray, nosy, blogger Mom who runs across this size of information.

When this takes place, the name for it is typically “fraud.” If there is another explanation for what I’ve pointed out here, there’s a comments field, and here’s a POLL for anyone to give me a better explanation:

The alternate is that citizens (MN residents) get serious about getting themselves educated to read the CAFRs, after locating each level of government that puts out one (school districts, water districts, utility districts, enterprise authorities, etc. in addition to regular government) and start connecting the dots. And where too many of the dots don’t connect, then demand the missing money — that it be found!
