ISIS and HHS grants in Dakota County, MN, Hmmm…. (@March 2013)

with 4 comments

I thought I’d check up on the HHS grants to a certain Minnesota County (Dakota), after reading about more apparently AFCC style custody drama up there, on a Carver County, MN blog. What else is new: Children are being tossed around like a sack of flour, by court order. Have already identified at least one parental alienation promoting personality in the case, complete with the force-ordered “Reunification Therapy” policy (what else is such an experienced forensic psychologist to do but evaluate whether someone is sexually pathological enough to be committed, or helped to co-parent better, or not?

And of course a GAL is on the scene to stir things up some. Dr. Reitman assures viewers he’s neutral, while presenting to a Minnesota Conference of Judges about wrongful sexual abuse allegations, and training up other doctoral students in the proper way to handle them. (What else is new? in the true Richard Gardner, Ralph Underwager, Joan B. Kelly, etc. tradition vein? (see footnotes?)…

I don’t even know that this was an issue in the particular case… I think the real issue was that the courts realized there was some family money — “now HOW to get at it??”

I like to be helpful, and in the process of simply looking for the usual type of grant to this county, found something “amiss” and am now sounding the alarm. You won’t “get it” in full without running a few TAGGS database charts and looking at them, I believe.

Just Sounding Another HHS Alert

So my page here has nothing to do with PAS and Custody — but with “WHAT the HECK? is happening here?” at the grants level…

So, I was trying to make some sense of it, which led to looking at HHS and finding his, ah, “unusual” situation of federal HHS funding to this county.

About Us
Dakota County is 593 square miles in area and has a population of approximately 400,000. Situated in the southeast corner of the Twin Cities Metropolitan area, it is the third most populous county in the state of Minnesota.

Dakota County maintains a land use mixture of 1/3 urban, 1/3 suburban, and 1/3 rural. This combination of land use and the confluence of two major rivers (the Mississippi and Minnesota) that form the county’s northern and eastern borders makes Dakota County a unique geographic area.

Founded in 1849, Dakota County was one of the original nine counties created by the Minnesota Territory Legislature. Thus, it was established before Minnesota was considered a state. The County seat moved to Hastings in 1857, where it has remained.

Between 1990 and 2000, Dakota County’s population grew by nearly 30 percent. In recent years, second and third ring communities in Dakota County (Burnsville, Eagan, Inver Grove Heights, Apple Valley, Farmington, Lakeville and Rosemount) have dramatically increased in population as development continues to move outwards from the urban core of Minneapolis and St. Paul, into suburban municipalities.

County as basically administrative arm of the state, nevertheless, expressed on the county site:

Role of County Government

The traditional role of county governments is to serve as the administrative arm of the state government.

In this model, the county is responsible for performing state mandated activities. This includes maintenance of records (vital statistics and property), property assessment, maintenance of rural roads, administration of electoral functions, and the administration of judicial functions.

The County is essentially a creature of the state. This means that it fills roles that the state gives to it. The basic language governing the relationship between local and state government can be found in Article XII of Minnesota’s Constitution.

Minnesota is unique in that it is one of the few states that maintains a county-administered program delivery system. This model means that the county becomes the access point to state and federal programs. It also means that the county government has a much larger role in the provision and creation of services.

Ideally, this would’ve shown some child support, welfare or fatherhood money and perhaps shed some additional light on why the courts are out of control in the area.

Dakota is the third most populous county in MN.

Throughout this post, access in another open window to http://TAGGS.HHS.GOV will help display charts more clearly. I started this page when I saw those charts. Anyone concerned with the family courts should become familiar with that database anyhow; it’s a way to look up grants; and the fact that it’s consistently inaccurate in certain kinds of ways (that look less than accidental) is also significant.

Imagine my suprise to find that the largest recipient was an International organization dedicated to global species list for animal preservation:

(do search for clearer view). What’s happening — see that the largest recipient is ISIS? (under two different “recipients”) It looks as though “Dakota County Human Services” is only awarded $1,600,000 (that’s ALL years, not just one year). This represents only two grants, both of them homeless youth transitional living center.

In fact, HHS-type grants are going instead to this giant [relative to the other grants in the county] ISIS, a corporation which has an entirely different focus than one might expect in delivering health services to human beings.

So, What’s in a Name, besides the Name Itself?

In HHS la-la-land, the acronym ISIS has two forms, although one of them doesn’t show up incorporated in Minnesota, or as a nonprofit anywhere else:

International Species INFORMATION system,** and
International Species INVENTORY system.

**that link was to the Wikipedia definitions (please scan)…
The correct corporation name is “INFORMATION.” But the bulk of the HHS grants to this county under ISIS are under the fake corporate name (and associated DUNS#) “INVENTORY” …. Let’s find out why? Is it $25 million here, how much elsewhere, then?

The 990finder resource [where to look up some tax returns] shows the term “INVENTORY” is a misnomer. The active link is to the most recent tax return on that site:

Using the “TAGGS” database and searching just by this EIN#, I can find only the small amount ($2+million) of grants, and to click on it, one will not see any of the ones that would normally be under “human services” — just ones regarding non-human animals, i.e., Chimps, etc.

This sounds like the genuine corporation — DUNS# and EIN#..I notice it’s listed in EAGAN, not in “Apple Valley”..

Recipient Name City State ZIP Code County DUNS Number Sum of Awards
INTERNATIONAL SPECIES INFORMATION SYSTEM
EAGAN  MN  55121-1167  DAKOTA  837746841  $ 2,443,156

Smelling (in short, “a rat,” no offence to rats meant), I searched on “Recipient Name” and only typed in the first two words (international species) allowing for the misnomer, and here’s quite a bit more money (and in a different city) under three different “DUNS#.” Welcome to the Shell Game of “Where’s Waldo” in HHS grants…. Game #1 — report it under the wrong company name. Who’s to know?)

OK, so I took the DUNS# with the largest grants here (804887321, $23,618,894 reported) over to USASPENDING.gov (for what it’s worth) and put in ONLY the DUNS#, Prime Award, and nothing else. The default sort is by dollar amount, which shows we are now over $1 billion of money under this particular number (scan results). Then I sorted by date, and as of 2010 backwards, the “fake name” ISIS was getting grants of all sorts. Try it — keeping in mind that this database goes back to only about the year 2000 (not 1995), and start asking questions. “Puh-leez!”

I can see some overlap between animal species and epidemiological (disease) control. I just think there ought to be more people paying attention. We already know that one DUNS# can apply to more than one entity (corporation). However, some of these are definitely to the “International Species INVENTORY System” and I’m wondering what this zoo-quarium database has to do with things like SNAP, lead abatement, or other things.. And what that money wouldn’t have gone to the local county instead, pro rated for what the local county was actually going to use.

I see about 5 grants to the ISIS name (“inventory,” not “Information”), several to the Minnesota Veterans (under the same DUNS#), including some small, odd amounts under “Manufactured Home Dispute Resolution.” One of the founder of ISIS, Ulysses Seal, IV, was also active in MN Veterans, his obituary (below) says.

If I were local to this area, I’d probably know about this zoo, and its famous founder. On the other hand, I’m NOT from Minnesota, but I pay some attention to HHS grants…..

From the Star-Tribune, developer of ISIS, obituary:

Obituary: Ulysses Seal III, who helped zoos worldwide participate in animal conservation, dies at 73

By Trudi Hahn, Star Tribune
March 20, 2003

With a love of animals, a boundless curiosity and commanding charm, Ulysses Seal III helped persuade zoos worldwide to participate in animal conservation.

Seal also helped found the Minnesota Zoo, created “computer dating” for zoo animals to help save endangered species, and spread a conservation organization worldwide starting with only a box of letterhead stationery. He died of cancer Wednesday at home in Bloomington. He was 73.

He carried his childhood love of animals into his own children’s lives, said his daughter Pamela Sebesta of Minnesota. When he studied white-tail deer and wolves, he taught the kids to take animal measurements. They also cleaned up messes.

Seal’s academic training was in psychology and biochemistry. Though he held adjunct professorships at the University of Minnesota, the bulk of his career was as a scientist researching the human endocrine system and its influence on prostate cancer at what is now the Minneapolis Veterans Medical Center in Minneapolis.

“His grants never got turned down,” said Dr. Michael Levitt, director of research at the center. . . .

Still — reserve judgment — why are HHS grants with human study topics going to ISIS?

The product “ZIMS” (Zoological Inventory Management System) below was supported, it says, by these Government Sponsors
Contributors.aspx

Corporations, foundations and government sponsors
United States Congress
United States Institute of Museum & Library Services (IMLS) National Leadership Grant
United States National Science Foundation
The Boeing Company
Disney Corporation
Metcalf Federal Relations

ZIMS is only a project of ISIS, but I notice not agency is listed as supporting ZIMS — just ‘US Congress.’ THis means, US taxpayers. Congress votes appropriations, but it’s not their “personal” money.

Dakota County is not one of the largest, so I think over $25 million of health and HUMAN services grants dedicated to an organization itself dedicated to monitoring the populations of species in Zoos and Aquariums (internationally) might be handled by, say, an organization specializing in the human species.

ISIS board of trustees and purpose clearly shows this is about animal populations

ISIS — the International Species Information System — was founded in 1974 when Drs. Ulysses Seal and Dale Makey proposed the idea of an international database to help zoos and aquariums accomplish long-term conservation management goals. At that time, about 50 zoos in North America and Europe responded to the invitation to participate in this network.

The Association of Zoos and Aquariums (AZA), the American Association of Zoo Veterinarians (AAZV) and other zoological associations provided grants and endorsements for ISIS. In addition, the doctors raised development funding from private foundations and the United States Department of Interior. The Minnesota Zoological Garden hosted the program for 15 years.

Today, ISIS provides world-standard zoological data collection and sharing software to more than 800 member zoos, aquariums and related organizations in almost 80 countries. The ISIS global database for the zoological community contains information on 2.6 million animals — 10,000 species — and is constantly growing.
ISIS members use this information to:

  • manage their inventory
  • control the genetic and demographic makeup of their animal collections
  • find appropriate unrelated new animals
  • identify institutions seeking animals
  • discover facilities with experience in breeding and raising certain offspring
  • create reports for governments and other official accrediting bodies

These are only a few of the business-critical tasks that ISIS software delivers to members.

Apparently so, judging from what’s granted by HHS to ISIS up in Minnesota…

If you printed out all the specimen records in the ISIS global database, it would take about 11,000 reams of paper — and the pile of papers would equal an 18-story building.

there’s an amazing software application for tracking the world’s species and sharing the information, first envisoned in the year 2000:

ZIMS Software created by ISIS

The ZIMS application was first imagined – a real-time Web-based institutional and pooled animal and veterinary knowledgebase – in the year 2000. Hundreds of zoo and aquarium professionals contributed ideas for the ZIMS software.

The ZIMS application represents a quantum leap forward in information management for more than 800 ISIS member institutions in more than 80 countries. The ZIMS database will be a unified, global repository of knowledge on animal health and well-being – the first such database in the world. ZIMS will provide a resource of pooled, uniform, consistent and comprehensive information to more than 20,000 zoological professional worldwide each day.

All this sounds fantastic (website looks great, too), and if I weren’t just more than a little concerned about whether this is either (a) going to be applied to “humans” as another member of the world zoo, internationally, for controlling the genetics and reproduction of our species, and us as members of this international database, and/or (b) simply a money-laundering operation latched under ISIS under the radar for stressed-out US taxpayers — I’d probably (after family court helped drive me out of an existing profession by “transferring” the young of my household, without due process, or legal or factual basis, or for in fact anything stated on the record as a valid cause of action, etc. I might want to start dealing more with animals than narcissistic and devious human beings also. People are messy and just too plain dishonest! Alternating with, not curious enough about their “handlers.”

After looking at the latest posted tax return on the (legitimate) ISIS (“information”) and looking up “Roger Stonecipher” (new CEO), I am beginning to wonder whether this “ISIS” is related to the Isis Innovations associated with Oxford University, and keeping some control over the investments and profits from this technology (as I understand it, see “spin-out companies, hover cursor” Spin out companies seem to include plenty of Pharmaceutical emphasis, including PowderJect Pharmaceuticals in 1993, bought by Chiron, which was later bought by Novartis. It’s a post on my ColdHardFacts blog, FYI) Anyhow….Next section comes from a press-release on a blog about ‘ZIMS’ — the software application:

[ZIMSblog.isis.org]
Eagan, Minnesota, USA (November  6, 2012) – Today, more than 400 zoos and aquariums across the globe are using an integrated, web-based application to assure the health and well-being of their animal collections. The ISIS Zoological Information Management System (ZIMS) application allows members of the International Species Information System (ISIS) to contribute to – and learn from – the largest online global database of zoological information ever assembled.

[[COMMENT: tax return shows the organization’s main income [$3.9 million that year, $7-something the prior year) is from its ‘Program services” Dues & Assessments [membership fees probably]; grants show as minimal. The over $1 million of salaries are deductible, as are various expensesm, including deployment of ZIMS software, payroll taxes for employees, travel, occupancy, etc. I also noticed “deferred revenue.” What I’m saying is, even the “legit” nonprofit here, is using typical nonprofit management for its status. I’m infavor of supporting zoos and sharing global information about all this. But we are going to have to look at how this has been utilized (or exploited) by the Minnesota Department of Human Services under a slightly different corporate name… ]]

Built over the last 40 years, the vast ZIMS knowledgebase will be used by the zoological community, researchers and others to ensure the survival of numerous species that are threatened with extinction. Zoos and aquariums have already become leaders in the effort to breed endangered animals, and to educate an estimated 700 million visitors each year about the magnificent and fragile interrelationships between humans, wildlife and environments.

Through zoos and aquariums the European bison (Bison bonasus), Arabian oryx (Oryx leucoryx) and Przewalski’s wild horse (Equus przewalski) have been rescued from extinction, and there are programs in place to help many more vulnerable species. See success stories…

“ISIS represents an unprecedented effort to unite the global wildlife conservation community,” said David Field, Zoological Director of the Zoological Society of London and ISIS Board Chair. “Brought together by common goals and needs, many ISIS members are among the world’s leaders in protecting and nurturing animals in human care, and in our natural environment.”

ISIS is a technology-based, conservation-focused organization that leverages available technology to help zoological organizations achieve sustainability and preservation goals. Today, more than 800 institutions in 83 countries are a part of ISIS. And the network is constantly growing.

“ISIS is one of the few non-profits in the world that develops software. We have chosen to do it for one simple reason: it’s the best tool we could create to help our members preserve endangered and threatened animal species worldwide,” said Roger Stonecipher, ISIS CEO.  “For almost 40 years, ISIS systems have evolved through the direct input of our members.”

Under HHS, this institution (wrong name) there are over 80 grants showing under three different DUNS#, and one of those DUNS# particularly either has a lot of nepotism (same last name, different first name principal investigators), or as I think I’ve noted before, some very “unusual” data entry practices.

According to this, at first glance, some Meyers, some Holtzes and a few other last names suddenly gain a new first name principal investigator after the first year of the grant. Then there were the years where no first name was entered. OR, where no last name was entered.

It’s full of, ah, “anomalies”

Under the GRANTEE (top of page) “ISIS”, there was a single “CCB” grant; the name of the grant (not ‘Grantee institution’) here fore year 1 of that grant (90YE0010) is Minnesota Child Care Policy Research Partnership.

CCB  90YE0010 MINNESOTA CHILD CARE POLICY RESEARCH PARTNERSHIP  1  09/13/2000  93647  Social Services Research and Demonstration  NEW  DEB SWENSON-KLATT  804887321  $ 300,000

Click on it, and the other two years show up as this Child Care Policy Research as the Grantee Institution, and “ISIS” as the name of the grant, for a total of $700K in grants.

Apart from when someone in charge of an overpopulated, understaffed preschool classroom possibly feeling he/she has been entrusted with a “zoo,” I am very concerned about the crossover partnership. As a parent, even on most challenging days, I did not consider my kids “little animals,” and wouldn’t want them in the care of any organization which did.

I click on grant 90YE0010 to see this: (for better visuals, run the report and click yourself):

Why would an early child-care grant have been started out of a zoological organization (or a bastardized name version of the same?). Possibly to avoid detection?

Sometimes when I catch one “anamoly” (such as switching from Deb Swenson-Klatt and DUNS#804887321 Grant 90YE0010 to — under the same GRANT TITLE (Minnesota Child Care Policy Researh Partnership), I’ll do a quick search on similar grant#s (not just within the state) to get a sense of what that series is about. This one appears to be about CHILD CARE RESEARCH SCHOLARS” and in the overall, I can see that the big awards were going to UNC, Columbia, and (the Universities) to study how better to keep our population at work, and the little ones in good, well-baby-producing child care situations. You can see this at a glance.

However, here’s from MN, 2005 only: It kept the investigator, switched the DUNS#. Then it switched the Investigator AND DUNS# AND Grant #, i.e. moved money to another grant in the same series, but who is “David Hanson” and who cares enough to notice and find out? And why was the FIRST year of this partnership started under a fake corporation name in the database? After all, that was “only” $157K….

There are also a number of helpful websites about nonprofits and their activities maintained by the Attorney General, the Minnesota Council of Nonprofits, the Minnesota Council of Foundations, and the Management Assistance Program for Nonprofits.

An annual renewal is required once each calendar year.  There is no charge for filing the renewal.

I looked this organization up. It DID register in Minnesota as a nonprofit — in 1988 (not 1974), shows Roger Stonecipher, and is currently “INACTIVE” — Involuntarily dissolved as of 2013! The database is hardly inactive, so the corporate registration either doesn’t exist, or has skipped the state. you should look it up. By the way, there is NO organization filed as ISISI (International Species INVENTORY System) showing in MN, so I presume the error was intentional and to enable the non-tracking (or make it harder to track) the over $25 million of public (that’s FEDERAL HHS) grants into the system, under in part a DUNS# that has over $1.053 Billion to its name. I hope someone decides to follow up on this….

ANYHOW, from TAGGS.hhs.gov, report run:

I sorted the column below by Program Office (one level lower than “OpDiv” Operating Division, in HHS terms). ALL of these are from an advanced search (all years, specified fields) on a single entity ISIS “International Species Inventory System” which is described on the web as dealing primarily with populations of animal species to protect them from extinction. All were from Dakota County, MN. I think the species about to become extinct are alert homo sapiens — to where their government is stowing its riches obtained originally from them.

ALSO interesting, apart from that ISIS is the name of a god, is that Oxford University also has an ISIS Innovations which helps transform technological advances into business enterprises. I reported on that over at From Oxford to Harvard to D.C. — Fueling, Feeding (and Vaccinating) the World.

My input device these days doesn’t allow for proper showing of charts and logos, at least not efficiently. I am filing this VERY strange printout on a separate Page on the blog for lack of a better place to stow it. Again, if you know what this is about (or can find out what this is about), assuming it’s real, bonafide projects and not just some very serious moneylaundering — or switching the original purpose of an established grant (in 1995 it was actually about Chimpanzees, then it moved to Refugees, and next thing you know, they’re into, you name it — but focusing on young children in particular. Preserving the young of the (human) species in case of future disasters, or what???

To run the report (for better on-line viewing), go to http://TAGGS.HHS.GOV and Advanced search on the institution, all years, pick some fields at the bottom (making SURE to include grant #, CFDA#, Principal Investigator, and DUNS#, plus whatever other fields you feel relevant.

Or, do a regular location search first on just Dakota County, by recipient, and see if you, also, come up with only one “recipient” — this one:

The search sorts automatically by left-most field. So these are sorted within Program OFFICE: ASH/OMH, BHP (?), CCB (Child Care Board), CMSH, and then one I hadn’t noticed before, but seems substantial, “CMSORD” — ORD standing for “Office of Research and Development.”

Again, this posting is an alert, and not edited for viewing. Do your own search and then browse the columns carefully. Maybe try a few different sorts….

Keeping in mind that this database only goes back to 1995, and the grant series clearly goes back further, in 1995 it was still about Chimpanzees:

NCRR  R24RR03576 MONITORING CHIMPANZEE RESEARCH USE  10  09/28/1995  93306  Comparative Medicine  NON-COMPETING CONTINUATION  FLESNESS, NATHAN S  804887321  $ 102,444

Someone “oughter” check this out further, assuming we don’t think of ourselves and our children as members of a global databse (that we don’t have access to) of the details on our own lives, and geneaologies. Let’s not kid ourselves there are already enough people in power who think in these terms of those they are supposed to represent, politically.

Are those 80 grants all real grants, real programs, and investigated by real people? Or was the money transferred real, but the labeling, just a little “off”? And why can’t TAGGS HHS train the HHS agency employees how to enter first and last names? With ALL the wealth of the leader of the free world, one of their largest agencies can’t afford a First Name // Last Name // Title breakdown within their giant database of who’s being GIVEN federal fundings for public welfare-related grants??

Any office staff or clerk could be taught this in a day — so why can’t HHS set a standard, or doesn’t it want to, because how many of the public ever look at the database anyhow?

Think about it — why would anyone intentionally fudge the name field search on million-dollar grants?

Sorry about the visual appearance. Again, running a report isn’t rocket science — go to the site (http://TAGGS.hhs.gov) and familiarize yourself with choosing a SEARCH (several options), and eventually — to get more types of fields into play (more detailed information), choose ADVANCED SEARCH. Choose a year, years, or all years, and select on some criteria (I selected on the Grantee name, ISIS (written out)) and at the bottom, many checkable little boxes allow you to pick fields. Pick some fields, more than the default. If the printout doesn’t look or sort as you want, pick different ones. The fields I chose are in top row (bold, blue font). THe $$ amount will always show to the right, as “Sum of Actions.” Depending on how many fields are run, usually some of the results will also be active links (typically grant# or grantee). In this one, to cut down on fields (width), I omitted Institution name, although I sorted on it, and left column of geographic fields (as they were all in one MN County anyhow).

For example, taking just a segment of the information below, I searched on the Generic (two-words only: “International Species”) and got the following regarding who we know is a legitimate PI, Nathan Flessness.

This is a description & Abstract of what looks like a legitimate grant from 2005, to the legitimate institution, and how it relates to human health:

Award Title: ISIS ZOOLOGICAL INFORMATION MANAGEMENT SYSTEM DEVELOPMENT
OPDIV: CENTERS FOR DISEASE CONTROL AND PREVENTION (CDC)
Organization: NATIONAL CENTER FOR INFECTIOUS DISEASES (NCID)
Award Class: DISCRETIONARY

Award Abstract
Title ISIS Zoological Information Management System Development
Project Start/End 01-AUG-2005 / 31-JUL-2006

Abstract Our research objectives are to: 1. Establish data standards for zoological data (particularly those relevant to detecting and monitoring zoonotic diseases, including new and emerging). 2. Identify best practices for zoological information management and associated work processes. 3. Development of an integrated comprehensive new information system (ISIS1 ZIMS) to support zoological work processes. 4. Development of a centralized data repository to support and facilitate research and the sharing of information among zoological institutions worldwide. The relevance to human health is that the ISIS network of zoological institutions closely monitor the health of thousands of species of wildlife located in urban centers worldwide. Linked in real-time through ZIMS, this network becomes a powerful bio-sentinel system, with unusual capacity to detect disease threats affecting zoo animals, wildlife nearby, and potentially humans as well (some 50% of new and emerging diseases are zoonotic, affecting humans as well as wildlife, such as West Nile Virus).

the company name is correct. Hi sname is listed Lastname (comma) First Name, Middle Initial “R.”

several in a row show me that in one of them, a grant number was minus a digit, his middle initial was changed, the order of FN/LN was changed, and along with that, the company name was changed: (grant# links would be active in a real-time search):

{{the bottom three have different: middle initial, DUNS#, and similar — but NOT identical — Grant number, and are for larger amounts. Clicking on the grant#, they have the (wrong) corporation name as well, representing (it says), years 10, 11 and 12 of this grant.

Above that, grant series almost (but not quite) identical # R24RR003576 are for: the more correct corporation name, DUNS# 8377461, but still differences in the middle initial. }}

Similar (weird) data entry goes for the whole rest of the search.

To re=iterate: This isn’t my project to follow-up. I’m posting it as a “favor” to Minnesota Residents who, it would look to me, are probably getting scammed somewhere in the usage of a fake corporation name as a front for far to many grants which ought to be searchable –and FOUND — under the HHS agencies responsible for providing those service. When an amount gets that far up (and apparently hasn’t been confronted yet), it’s time to go get some contracts, and find evidence of actual services provided, and start matching the real Principal Investigator Names to real people, whiel weeding out any fake ones. Does HHS actually WANT us to know — and be afraid — of the power to lose federal funding? If the money collected from the Feds didn’t actually go to real programs — then the next obvious question is, where DID it go? To kickbacks, or just for some extra fun and games?

I WANT TO MAKE IT CLEAR — that an organization’s name can be used improperly without its knowledge. My page here doesn’t implicate the real International Species INFORMATION System — although if I were getting federal help, I’d like to at least check back over at the database and see how it was being reported (and such a check would’ve shown this up). It shouldn’t be a stray, nosy, blogger Mom who runs across this size of information.

When this takes place, the name for it is typically “fraud.” If there is another explanation for what I’ve pointed out here, there’s a comments field, and here’s a POLL for anyone to give me a better explanation:

The alternate is that citizens (MN residents) get serious about getting themselves educated to read the CAFRs, after locating each level of government that puts out one (school districts, water districts, utility districts, enterprise authorities, etc. in addition to regular government) and start connecting the dots. And where too many of the dots don’t connect, then demand the missing money — that it be found!

  1. This ISIS (in both forms) is the only “SPONSORED ORGANIZATION” “Other HEALTH Organization” in Minnesota. Nationwide (per taggs) only these states (since it’s hard to read, I”ll list: North Carolina, Alabama, Michigan, Alaska, Maryland, Massachusettes, and Mississippi (MS) have orgs. of this sort.

I put more information up back at the Carver County Blog (see top of this post) on the same topic, after realizing that the OpDiv that was full of screwed-up principal investigator names (under the fake corporation name) was “CMSORD.” I then looked up some of the grantees who (for the record) may not be aware of fraud occurring under their names, or versions of their names…..) (for example, as with Nathan Flessness (R, or S middle initial?) we have a well-known name in MN, Mary Alice Mowry — under THIS grant system, showing up as Mary B. Mowry or just ‘Mowry.” Then a series of grants (speaking of MN other counties) with principle investigators named “Tim” or “James” or (other non-last name indicator). Made me feel “at home again,” just as was done with the healthy marriage, responsible fatherhood grantees as of about 2011 and never corrected yet.

Searched March 20, 2013. Taggs site is now closing me out of “Advanced Search,” I guess they’ve had enough of THAT for one day….

If I lived in any of the below states, I’d check out the organizations listed.

  2. EXAMPLE (again, look for yourself = better. Site: http://taggs.hhs.gov, choose “advanced search.”)
ALL these are to “ISIS” (the fake name, DUNS 8084887321, the largest one above under this name).
This is just one grant, # “91228” and I skipped some fields to show the time frame: Fiscal years 2001 (twice), 2002, 2003, 2004. Budget years labeled “1” “1” then “02” “03” and “04.” Money granted (a differentt monthy every year. After 2001, and $625K X 2 to “Robert Meyer,” then it’s under “Mary Meyer” (who is …???) and you can see the pattern). Over a four-year period, no one can think of anything other than “OTHER” to describe the Award Activity.” and of course use is “Discretionary.”

This is more fun “live” (with active links, on the site), but, I searched for example, another type of grant called “REAL CHOICE SYSTEMS CHANGE” (MINNESOTA ONLY) — all of them went to this (fake) org — but notice we got Both Robert & Mary Meyer, and Deb and Mary Holtz, plus (originally) a Glennace Gomez” on the same kinds of grants. SOmehow there were all “Budget Year 1” (or “01”) over a five-year period, and the grant number changed a few times (92537, first, then 91417, 2001ff, and 91547, 2003-2004). But all the same grant title and grantee institution

For a real “mind trip” remove the state designation and do the same (word search) on the grant title. You’ll see that ONLY two others got grants so high as $2.3 million here, that many went to the Governor’s Office, however some to school districts. I think the other $2.3 million was in New Hampshire, and South Carolina Governor’s office musta been a bad guy (or woman) because they got $2.3 million removed. There were a few “$2.0 millions dealt out, but the $1.385 million was being handed out like candy.

Many (many) of these grants, “amazingly” had people with the same last names but different first names on different years of the grant. This must be either some serious nepotism, or poor data entry (or something else).

Several for example, in California, had the “STATE” year missing, so I guess if you searched on “real choice systems change” grants by state, those might be missing. What fun and games are truly available on all this, showing what “fun and games” someone else is having with — real money– or at least the accounting for it!

I think ISIS must be somewhere up in county and fake name of choice, given that they had that $2.3 million amount doled out. This again, is not to discredit the individuals whose names MAY have been used in error, without their knowledge (or, then again, may not have) by HHS. I mean, at positions of this much responsibility, who’s checking back at the ranch for the information the public gets on these matters?

There has to be a better way than going nuts at TAGGS to figure these things out. As I have said frequently, it would seem that a “cadre” of committed and semi-literate (at a minimum) people to review their local CAFRs and identify fund names (REAL fund names) for various accounts — would be the best medicine for this type of madness. See Walter Burien, or CAFRman.com and simply go look it up.

I put more information back at the other blog, and hope someone picks up the lead and does more with it. I can’t, and that’s a fact!

  3. I just looked over the CMSORD “Real Choice Systems Change” grants, which are all of course “Discretionary” and no matter what year the grant was in, it was Budget Year #1 (or “01”) of the grant.

I think the prize for the most namechanges in a short time goes to Pennsylvania (although Kentucky is a runner-up):

    PA ST DEPARTMENT OF PUBLIC WELFARE PA  91402 01  01/09/2002  DEMONSTRATION  FEATHER O. TYRRELL  17  796567790  $ 0

And the most money ($5,000,000 plus a runner-up extra $100K just for good measure) goes to Wisconsin, Kenneth Landsness.

The strangest grant amount goes to Oregon, for $200,000,996 Julia Huddleston, a few years later, Bobby S. Huddleston.

In trying to find out whether poor Ms. Feather O. is an Eckley or a Tyrell, I found an indicator that possibly she is an amalgam between a very real Feather O. HOUSTOUN and a very real Pennsylvania DPW Director of Policy Marilyn ECKLEY. Which only leaves Mr. Charels Tyrell out in the cold (or someone, possibly him, if he’s real in receipt of $50,000 of public funds….). with the “$1.385 million” award going to the mysterious Feather O. Eckley.

Here’s Mr. Tyrell in a short piece showing he’s describing a certain kind of C-PASS grants
    http://www.cms.gov/Research-Statistics-Data-and-Systems/Statistics-Trends-and-Reports/ActiveProjectReports/Downloads/2006-APR-Theme-2-Booklet.pdf (2003).

    About Medicaid Buy-In services availability:
    http://www.uiowa.edu/~lhpdc/work/States/Pa/PA_Summ_MedicaidBuyIn.doc

As it turns, out — NEITHER. She’s Feather O. Houstoun, and pretty high up in the hierarchy — see the article here:
    http://www.philly.com/philly/blogs/school_files/Sources-Houstoun-a-lock-to-be-nominated-to-SRC-today.html
    *****
“Houstoun is 65.  In addition to serving as president of the William Penn Foundation, she was secretary of the Pennsylvania Department of Public Welfare under Gov. Tom Ridge.  She’s also worked as the chief financial officer for SEPTA, treasurer of the state of New Jersey and a senior official in the U.S. Department of Housing and Urban Development.

“Most of my career has been in programs for vulnerable populations,’’ Houston said in the release. “Working with committed professionals in affordable housing, transit, medical assistance, child welfare, and behavioral health and early childhood education has helped me to understand the challenges and complexity of Philadelphia’s families.”
    http://www.governing.com/authors/Feather-OConnor-Houstoun.html****

This segment is a little long — it’s talking about PA ADAPT and how they met with the new Governor; the plan is to help people with disabilities not have to be automatically stuck in nursing homes. There’s a case of a woman who was beatn, robbed, left to die, and the medical experts convinced her husband to take her off life support (how nice). She obstinately continued breathing anyhow, and was taken home. But he couldn’t handle her full-time and job, and kids (who could?) so stuck her back in a nursing home and eventually moved to Kansas, probably where he had more family support?

This tenacious (Victim of Crime — did any of that funding come her way?) managed to get her life together and move to Kansas to be closer to her children. Her husband sued for custody and won anyhow. Kansas is that state that I think it’s best for women to simply boycott (as in, vacate), given how they’re treating women. Apparently this woman didn’t know in advance, and so ended up there a noncustodial, but at least ALIVE, Mother. Hope she didn’t have to pay the creep child support and that she gets to see her kids!

Finally, what about the ‘ECKLEY” in between Feather O. Houstoun/Houston (I’ve seen both spellings), and Charles Tyrell? The Eckley does seem to come from Marilyn Eckley: Her bio is here (and I can’t copy it) but if you read, it shows she spent a decade at Pennsylvania’s DPW and was Deputy Secretary to the Office of Children, Youth and Families, overseeing a $2.5 billion budget, and has since gone into what looks like managing health care corporations — big ones, that no doubt appreciate access to the Medicaid Population.
    http://www.amerihealthmercy.com/corporate/senior-leaders.aspx

Regarding that $2.5 billion budget — we can apparently see from the above example where SOME of it is going!!!

I’ll be people could go through EVERY one of those CMSORD grants I just listed and find “weird” anomalies. But who will go any further to do anything else about it is another matter. Perhaps there is a better way to re-group and stop the rampant stealing (it sure looks like) of public funds under public policy labels we have grown so used to, and trained to just keep on funding….

I’m hoping that continuing to post ENOUGH of this baloney will wake some people up.

As the pasted article from the Harrisburg Patriot News states, PA ADAPT finally met with the Governor. Advocacy efforts for an Olmstead plan began under the gubernatorial leadership of Governor Tom Ridge.
However, the services of Governor Ridge were needed elsewhere and Lt. Governor Mark Schweiker stepped into that position on October 5th. PA ADAPT faxed a letter requesting a meeting with the new leadership at midnight so that it would be on his desk the very first day he held
office. Governor Schweiker’s office answered that request with a meeting
    scheduled for November 21, 2001.

Originally, the Governor’s office stated only three people could
attend, however, PA ADAPT pointed out that there are five areas of the
state requiring representation and the Governor’s office agreed. So, on
Wednesday, November 21, five members of PA ADAPT prepared to meet with the
Governor and Secretary Feather Houstoun. Upon arrival at the Department
of Public Welfare (DPW) conference room, no one stopped anyone from going
into the room so all 25 PA ADAPT members that had come to support the five
participants positioned themselves around the room.

In attendance from DPW were Secretary Feather Houston and Director of Policy Marilyn Eckley. The
Governor of course, arrived with several staff members and lots of security.
    ______________________
As Secretary Houstoun attempted to begin a discussion regarding some of the imitative the Department had already undertaken, PA ADAPT quickly returned to the agenda they had prepared. The five individuals began by informing the Governor that many of us had served in advisory capacities and on several committees convened by DPW and in all of those discussions, people were casually throwing around numbers, dates and processes that were happening.

What they were leaving out of the equation was the fact that this was really about human beings. Human beings who’s lives were being turned upside down and inside out because there is no way for the
system to serve them in the community. There in the group of five, was Sue Traeger, who was one of those people.

Sue Traeger of Philadelphia ADAPT told her story of how she was robbed, beaten and left to die. She did not die and was taken to a hospital where several days later, medical professionals convinced her
husband to remove her from life supports. Fortunately for Sue, she began breathing on her own. After a very short rehab, her husband tried to bring her home and care for her and her two young children. He was not able to keep up the job, the house, the kids and care for his wife and her
ongoing rehabilitation from the head injury. He placed her in a nursing home, and shortly thereafter, moved the two children to Kansas.
    ____________
Sue eventually heard about independent living on television and finally was able to get supports in place so she could return to the community. She saved her money and moved to Kansas to be with her children, only to finally lose all rights to them when her ex-husband sued for custody and
won. As she told her story tears streamed down her face and there was a notable difference in Governor Schweiker’s demeanor.
