“Where’s Mom?” Or, “Virtually Invisible in Public Policy Agenda” — The Amazing, Disappearing Word, “Mother”!

If Momma ain’t happy, ain’t nobody happy.  

I revisited WhiteHouse.Gov/Issues/Families (again) to check my memory or whether the Change we are to hold in our national imagination, did not include — almost at all — the concept of MOTHER in association with the word FAMILY.  

I was right, and will demonstrate this for you today:

Despite public proclamations that we are suffering from “father-absence,” in fact, our country’s going to hell fast unless we declare war on fatherlessness (source of society’s ills), I am here to tell you, to the contrary, public policy actually is suffering — and has been for some years now — from “MOTHER-ABSENCE.”

I mean, I went looking and the word is just about Not There!  Below (skip down to the color-coded section if you are short on time) I am going to take you by the hand (so to speak) and show you this, from “whitehouse.gov.”  If time and fate allow, on another day, I will show you the almost identical phenomenon on the “Family Violence Prevention Fund” website. Possibly this relates to the respectable, and long-established nonprofit having taken its funding from certain government departments (like HHS), or perhaps it relates to its Board of Directors (I did look); it seems to be a sea-change.  We’ve gone so Ga-ga over Dada that it has become necessary, supposedly, to eradicate the mere mention of “Mama” from the vocabulary.

I have picked up a similar trend, possibly, in even the National Organization for Women, which I declare HAS helped me considerably in family law matters (no, I am not a member), but which appears in some respects to have dropped the ball.  It seems that no one can really picture a world with the word “mother” in it, but instead daycare is in order — only.  LGBT rights and Pro-Choice candidates (that means, choice to abort) are the word of the day.  The fantastic background, for example, that I see on the California NOW Family Law Page, seems to have languished since about 2005.  More on that later.  Yet feminism, motherhood, and choice to stay home with one’s own, ARE women’s issues.  That topic, I have not fully looked at yet — I am too upset by the current topic.

Women are allowed to exist, just not for the most part, “mothers.”  I don’t think this is accidental.

How are we supposed to fulfill our maternal obligations in any personally responsible manner if someone one at the Top Doesn’t Remind us of it (and promise to Reward us for it, too, you know, the carrot and stick routine of behavioral modification?  That is, FYI, what our government is doing these days to Fathers.  It’s stroking their — egos — verbally, talking them, it hopes, into an upright, erect, and functional position within their families.

 

Which, apparently, do not include mothers.  I mean, can YOU Find it on these pages?

I went looking again, and if you can tolerate my bad taste, off-color sarcasm (which makes me — and I’m a Momma with a bad hair day in progress — a little happier).  If you can’t change it, mock it.  But I mean, how come this type of talk is being taken seriously?  Is our public education system, nationally speaking, worse off than I even imagined?  I mean– is it that no one is LOOKING?  Or is it that this is now normal talk?

You can either scroll right down past the opening (long) dialogue (again, which makes me feel a little better for having said it) to the portion where I start color-coding a page of the white house web page (I think this is called profiling, but I don’t think it’s illegal) to illustrate just how many times the word “mother” appears on a full blown description of “Families.” and the Obama Administration’s agenda for us.

I know someone who runs a blog called “Mothers of Lost Children.”  (wordpress.com in case you were curious).  However, this pages talks plenty about “children,” but seems to have lost a grip on the fact that before you get a single child, ANY child, somehow, somewhere, sthere has to be a delivery.  And she can be cutt open, conscious or unconscious, she can push it out, with or without help, but THE second that baby comes, alive, out of her womb, SHE becomes technically speaking, a MOTHER.  So IO just feel that as a good proportion of the population, and as mother of ALL of the US population, wherever we presently are, the word MOTHER should be statistically a little better represented than it currently is.  Below.

Of course the reason I myself am actually LOOKING at these sites, is that I want answers for why my mothering wasn’t good enough for this court system; behaviorally, I committed no crime, obeyed the law, and shared my kids with Dad.  I also worked, taught, and educated those girls.  I speculate (below, top rant — not summary rant) on what the cardinal sin was.  You may not be interested, but I bet the color coded guide to the Family page might be relevant to these discussions.  Perhaps — this will show why I got all hot and bothered when a group from Australia surfaced, talking about the issues of domestic violence and poverty, and could actually SAY the word “mothers” in a non-negative sense.  (NCSMC).

I know I have been picking on “President Obama” in this blog.  

 

 

Well, He’s not my Daddy, and he’s not the Nation’s Daddy, He’s not the Father of all the Head Start Children, and He’s not my Webster’s Dictionary or Roget’s Thesaurus.  Neither He, nor the Executive Branch of the United States, nor all 3 branches together, not one entity is my Messiah either.

 

You can’t tell this by reading what the White House has been saying, or taking a good look at some of the HHS budget.  We are in Designer-Family mode (designer-nation mode?)  Have we ALL forgotten the words, republic?  Legislature?  etc.?  Just because some people have fancier, faster, and more interlaced internet connections (i’ve had to FIGHT even to keep mine on, post-divorce), that shouldn’t eradicate our form of government (of, by for the people, right?)  How many people, specifically?

 

 

I’m a domestic violence survivor, and a vocal/choral person.  My BUSINESS has been paying attention to words, for performance, and for survival.  They are indicators, they are signposts, and they can incite people to different activities, including sometimes wars, or genocides.  And I have studied some of these, and just as there ARE parallels between PTSD after domestic violence and PTSD after war, there are also parallels between the talk PRECEDING such things as the Holocaust and Rwanda.  Hate-talk, broad sweeping declarations, and scapegoating.  

 

I can’t figure out what’s behind scapegoating motherhood as a whole, unless someone really HAS produced an artificial womb, and we will not longer be even needed for the first 9 months or so.  Whatever’s behind it, I say, wake up!

 

 

Back to our President.  He’s NOT my kids, or the nation’s kids, “Daddy.”

 

He’s the Elected (and not by a landslide, either) President, and sworn-to-uphold the Constitution Man on the Job.  I think too many Americans (perhaps we may point to our school systems?) have forgotten that document, along with the Bill of Rights, and have possibly lost our moorings among the designers of the titanic (pun intended) ship of state.

 

LINGUISTICALLY, I can say that language doesn’t even match biology on many of the white house sites, evidence-based practice or no “evidence-based practice.”  

 

 

Upholding the Constitution and performing the office of President — and not designing and restructuring families, linguistically or any other way — IS the job description, among other things — detailed in the U.S. Constitution.

 

ANECDOTAL TESTIMONY 

I’m a mother.  I’m no longer kicking out babies to shortly thereafter kick out of my house (to go to Head Start, Early Head Start, or offer their poor little selves for a 0 to 5 program evaluation of “how children learn” or “the effect of paternal involvement on school readiness” or such.

 

I didnt become a Mom

undereducated, 

poor(relatively speaking), or 

unacquainted with responsible MOTHERhood, 

 

Like many of my cohorts, I got more than a bachleor’s degree — and professional experience — before hooking up and settling down, I wasn’t clueless on how life works or how to have a healthy baby.

 

I also didn’t become a Mom even outside wedlock, which happened mostly to be simply part of my belief system, both common sense and faith.

 

I also didn’t become a Mom in my teens (or pre-teens), or even 20s, but late 30s, in fact I was 40 for one child.  Nor am I at all alone in this statistical profile.

 

I had not been taught how instinctively to tell when wedlock might turn into a “headlock” which mine did, physically speaking.  Maybe a more promiscuous lifestyle, or prostitution for that matter, MIGHT have taught me to judge men better, but I doubt it.

 

Now I have a rhetorical question, for Father Obama:  I realize you are recently a President (although as a Senator — and in 2007, the 10th richest in the US, according to one study I read), you did not START the Fatherhood thing, and we now have a pretty good idea who.  (“WE” meaning women who’ve been through what I have.  Note.  Most of us wouldn’t qualify for spitting out more kids for the 0 to 5 program.  One thing I have recently Re-qualified for is Food Stamps.)  Actually, I have two questions:

 

QUESTION 1:

(1) Where’s the Change in the fatherhood propanda?  Aren’t we done yet?  If not, why not?  You are talking just like Bush & Clinton in this regard.  The talk matches the budget — you don’t want the kids with Mama, and you consider OUR kids YOUR (communal) property, i.e., the “Property of the State.”  While this may be appropriate for a prison uniform (only) or a courthouse, it is NOT appropriate for boys, girls, and adult mothers, or, for that matter, law-abiding fathers.  

 

When about half the US is female, and a GOOD portion of those are OVER 21 years AND mothers, one time or another, Where’s the Representation of this word in the White House Style Sheets?  Because I’ve looked, and I see “women” (though not filed, for the most part, under “families”) but I don’t see “MOTHER.”  

 

So rhetorical question one is, that aint’ change — where’s the change in this talk, action, and budgeting?

 

QUESTION 2:

(2) Since you have now proved how a single MOTHER can get a son into the U.S.Presidency (and married to a Harvard grad), and since 

I have now proved how a single MOTHER can get get one intact (female) child into the UC Berkeley, and graduating in the top 3% of her class, despite hell she went through from 2-8 (when I filed TRO with kickout) and MORE hell and abuse (including parental kidnapping — unchecked, unreported, and uncorrected), and I also proved how to get my entire household OFF food stamps and within plain view of solvent — withOUT taking up some of the $XX,000 of state (or is it federal?) public education funds to do so — how come YOU can’t keep YOUR administration out of MY family’s pants, purse, and pursuit of excellence, let alone happiness?

 

How come you can’t say the word “MOTHER” on the site “FAMILIES” in “WHITE HOUSE.GOV”

 

I’m now back on a Food Stamps leash (no nonfoods, no cat food, no vitamins, no fish oil, and only certain– higher -riced — stores are acceptable).  

 

While I”m on the topic, we have recently learned that the head of “Office of Child Support Enforcement” (Nicholas Soppa) and “Project Save Our Children” is himself a deadbeat Dad in the employ of — get this – the largest federal department, you guessed it, HHS.  Last I heard, he spends his weekends in jail rather than pay that money-grubbing bitch (MOTHER of his children).  I doubt it’s that he can’t, or needs job training.  He is himself a deadbeat Dad.  And how come the HHS refuses to garnish his wages?

 

 

 

 

Why has “competent single mother” become an unpronounce-able concept?  Why have women like myself become a social pariah?  Because I might show someone else where certain policies are full of holes

 

 

Now, I had myself off that, and my household too, until Family Law had a better program design, a seamless, womb to tomb, morning to night, hospital to hospital (birth/death), nationalized everything plan.  I didn’t want to sign up for the educational portion of this, which REALLY, I guess put a monkey wrench in the works — a solvent single mother not on food stamps and off the radar.  “Help, help, get her back!” Was the sense I had.

 

And I was within range of getting off that child support safety (?) net too.  I ALMOST made it. I called this behavior “Life, Liberty and the Pursuit of Happiness,” which didn’t take $100K a year for me,  IN fact, I have since learned, I was making somewhere around what it costs to incarcerate an adult male in my state, for a year.

 

But I had just not done my patriotic and Personal Responsiblity to JOIN the welfare state.  I wasn’t earning enough money to fund a foundation, or REALLOY kick in some tax revenues, NOR was my family, really on welfare and as such providing fodder for the Ph.D. programs’ federal grants to study.

 

(NOTE:  this may sound irrational.  Don’t judge until you’ve followed more of the links, posts, and data I have, many of them on this site. I was stunned, too.  I felt fiscally clobbered at first, finding out how, why, and pretty much by whom my household — FAMILY – had gotten legally clobbered.)

 

Anyhow, back to then, me as single mother, daring to pursue happiness without enough government guidance.  This HAD to be stopped.  I would like to note here, that the guidance counselor (unsolicited), self-appointed, for the job, and just graduated from a government (actually, state) certification program, at which time it became clear that, as wet as (he, coincidentally, not “she” at this point) was under the ears in this category, this was no deterrent.  Full of age, gender, pride, and presumption, he jumped, full-immersion style, into my personal business and continued to attempt to run it against my will, even after I (politely) put him out of my house and closed the door afterwards.  And said, No thank you.

 

In fact, it was in this person’s subsequent (again, unsolicited) essays to me, about my sins (what else?), including dire prophecies and psychological armchair insights, (and a medical diagnosis or two of me, or my children thrown in for good measure), that I noticed this linguistic tricks, and perspective-switching talk, such as calling something “dysfunctional” which had already been called “violent” and mentally erasing about 20 hears of my life history, addressing me as if I was a little ignorant child, and a wayward one at that. 

 

Anyhow, several years ago< i was caught in the act of being Personally Responsible AND a Mother, and without a man in the house.  I forgot to add, our daughters were seeing Daddy regularly, in fact weekly (unless he skipped by choice).  Even though a DV restraining order was in place.  We were healing, recovering, and prospering.  Horrors!   !!!

 

Enter “Family Law” venue, the reversal of the income growth chart, and back go Food Stamps, eventually.  It took a little while, because I fought back.  Oh yes, that’s not a responsible motherhood behavior either.  No, no.

 

 

ANYHOW:

 

 

Virtually Invisible in Public Agenda

 

 

This should be not taken personally, although I am having a bit of hard time, on behalf of the many, many mothers who became noncustodial as what now seems to be an overdosage of federal fatherhood funding f–ing (excuse me..) “duking it out with” due process in the family law arena.

 

I have noticed this before.  I thought I would visually and statistically SHOW how ODD it is that the word “mother” just went underground, in favor of “father.”

 

Hey, if cars are going off the road and hitting pedestrians (see my last “can we call it a Day on these “Days”? post), which they are (some of them kids, many of them women), one might look at mechanical system (laws, rules of court).  One might look at the gas in the tank (VERY few do this, some do, Liz Richards of NAFCJ.net in the D.C. area being one, also people in StopFamilyViolence.now and some others have finally begun looking at the FUNDING) (see randijames.com also).  FINALLY.  

 

How many are also looking, perhaps at the carburetor?  It adjusts the mix of gas and air in the inflow right?  (I’m obviously no mechanic).  How rich is the fuel?  Is there oxygen?  

 

Well, the “atmosphere” of the “inflow” (of gas — cf. $$) is the rarefied vocabulary of the tops, decisionmaking intake funnels of these places.

 

Today, we look at usage.  WORDS.

 

 

WHERE’S MOM?  WHERE ARE MOTHERS?

what did we do, to deserve to disappear?

 

I have some friends who belong to N.O.W. (I don’t) and we commented on the need to return

this issues of mothers and the courts to the dialogue.  The public has a short attention, but it takes a good 18 years at least to raise a responsible father or a safe mother, or (tap on wood) perhaps both genders might make it to 21 without starting a family yet.  

 

I personally feel that keeping the public education system both relevant and engaging MIGHT help in this matter, but that’s my private opinion.

Ten days after taking office, the President established a White House Task Force on Middle Class Working Families, led by Vice President Biden. The Task Force is focused on raising the living standards of middle-class, working families across America.

The President’s American Recovery and Reinvestment Act provided needed support to families enduring difficult times.

  • The Act protects health coverage for 7 million Americans who lose their jobs through a 65 percent COBRA subsidy to make coverage affordable.
  • The Act also boosts family incomes by expanding the Child Tax Credit to cover an additional 10 million children in working families and creating a new Make Work Pay tax credit.
  • To help working mothers and fathers obtain quality child care, the Act includes an additional $2 billion for the Child Care and Development Block Grant, $1 billion for Head Start, and $1.1 billion for Early Head Start.
  • To fight hunger, the Act includes a $20 billion increase for the Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, as well as funding for food banks and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
  • The Act increases the Weatherization Assistance Program by $5 billion to help low income families save on their energy bills by making their homes more energy efficient.
  • The Act increases job training funds for those who need them most, with $3.95 billion in additional funding for the Workforce Investment system, which will support green job training, summer jobs for young people, and other opportunities.
  • The Act provides increased income support, including an increase of $25 per week for Unemployment Insurance recipients and incentives for states to expand unemployment insurance eligibility, as well as an extra $250 payment to Social Security and Supplemental Security Income beneficiaries and new resources for the Temporary Assistance for Needy Families (TANF) program.

Guiding Principles

Support Working Families

Reform Health Care

President Obama is committed to working with Congress to pass comprehensive health reform in his first year in order to control rising health care costs, guarantee choice of doctors, and assure high-quality, affordable health care for all Americans.

President Obama is committed to providing every child access to a complete and competitive education, from cradle through career. First, the President supports a seamless and comprehensive set of services and support for our youngest children, from birth through age 5. President Obama believes we need flexible work policies, such as paid sick leave, so that working women and men do not have to choose between their jobs and meeting the needs of their families.

Strengthen Families

President Obama was raised by a single parent **  and knows the difficulties that young people face when their fathers are absent. He is committed to responsible fatherhood, by supporting fathers who stand by their families and encouraging young men to work towards good jobs in promising career pathways. The President has also proposed an historic investment in providing home visits to low-income, first-time parents by trained professionals. The President and First Lady are also committed to ensuring that children have nutritious meals to eat at home and at school, so that they grow up healthy and strong.

MY COMMENTARY:

Hey, I had a choice of candidates, and he got my vote, for many reasonsONE of which was, I felt that perhaps, having been raised by a single MOTHER (translated below into the wordparent”), he might acknowledge, along with me, a single mother who, absent government interference through this family law forum, and despite domestic violence, was shouldering myPersonal Responsibilitywithout complaining about it, hesitating, or dodging it, eitherIm not antiworkI also loved my childrenIn fact, when someone was interfering with me doing this, I actually sought help so I could continue to carry my share of work, and I already was of parentingWhen their education was inferior, I also returned to the former, superior brand of it, innocently enough and reasonably so.

 

MORALNEVER, if possible get on one more than 3 governmentally organized radars simultaneously.

 

 

Little did then I know what demonstration projects had been projected upon our populace in this geographic area, and how deeply this would trickle down to the courtroom.

 

WHY did I not know?  

Well, if your car aint running, would you think of looking at the atmosphereor its mechanical operationAnd how many people would go look at a federal agency (and its history) as well as a host of related credentialing and certifying organizations, and a child support agency, to figure out why this car keeps running off the side of the road (of evidence, facts, and fairness) into pedestriansANd yet, so extensive is the operating system these days, that this is about HOW ponderous, how networked, and how invasive and pervasive some very, very basic human processes are.

When I did certain kinds of music, for years, I lived, breathed, talked and walked certain melodies, harmonies, vocabularies.  Even in some of my mental down time (including going to, from and sometimes during school, as I took buses), and on weekends, and among my friends, this was what and who we were, enthusiastically so.  We knew the jargon, and used it and could discern varieties of practice within it.

 

WELL, the Family Experts live, breathe, talk, and walk certain jargon with each other too.  When Federal talks to Nonprofit talks to University talks to Court, guess what?  that’s common air inhaled.

 

And where’s Mom?  Where did she go?  Is she hiding under “Women’s Issues?”  Maybe. . . . I’ll have to go look (again) Where is the positive, federally promoted ACT of MOTHERING or being a MOTHER?

 

Even God, and an apostle or two, compared himself in some aspects to a nursing mother, a tender nurse cherishing.  Jesus Christ compared himself one time (in grief) to a mother hen.  One of his hallmarks (hey– it’s my blog!  Did  I say no religion?  My Government hasn’t said that  — they have a national religion (see last few posts) and faith-based advisories too.  So, deal with it!)  was that he actually NOTICED women that his disciples and others ignored:  widows, women caught in adultery, (Where was the man), a broke widow casting in her last mite (for the cause), and old woman stooped over, a woman with a fever, and so forth.  The reason I have noticed this is the stark contrast with many buildings, and locations, I’ve been in using the word “God,” and they not only didn’t notice women (except when their services were needed), they didn’t notice when one of the men was beating on one of his women.  Or, living with him, they lacked, when he didn’t — same household.  Basics.

 

Where did the concept of Motherhood go?

 

I gather, it is not wanted.  We are to go to work, no matter what the wages and what the future, or hand over our children to a federal program.  Alternately, we could seek to enforce child support, in which case, sooner or later, it’s quite likely that any “dude” who woudln’t willingly pay it may protest, and go grab his kids back, in which case she is STILL handing over them kids.

 

WHOSE CHILDREN ARE THEY?

Look above:  they are “our” children.

 

 

I want to know why the word “mother” is in disfavor, and whose policy was it to eliminate the usage.  As a copyeditor, I know that there are “style sheets” and that these differ with different publishing houses.

 

As an educator, I read “The Language Police” (about the text publishing industry, telling how self-censorship affects even the proposal level of textbooks, for political correctness.  I also know that, as in courts, California leads the way, along with Texas, in this arena).

 

So, HOW COME a private nonprofit (well-funded) dedicated to prevention of violence against families, including WOMEN, has now gone all gaga over fathers?  And how come this reminded me of the whitehouse site as well?

 

How many people here noticed that the incoming “change.gov” did not have a hyperlink for (correct me if I was wrong), “women.”

 

How dare anyone talk so much about families, which requires 9 months (usually) of gestation, followed by labor for even one baby, to come to suck air, and sometimes this even can occur outside a hospital or without a doctor, and the child survive, or thrive, yet not say the word “mother?”

Keep Uncle Sam Away from Toddlers: 

The Case Against Government Funding for Preschool

Executive Summary 


The President has suggested that greater federal 

government support for early childhood education is an 

important component of improving educational 

opportunities in the United States and would be an 

investment in our human capital.  Yet there is little 

evidence to support the case for greater federal 

involvement in preschool. 


While policymakers assume that an investment in public 

preschool will lead to improved student outcomes, the 

research on the effects of preschool is far from 

conclusive.  Some studies have linked preschool 

attendance with short-term gains in student test scores 

and other education-related outcomes, but those 

improvements fade over time.  Additionally, most studies 

that have found significant gains associated with 

preschool have focused on lower-income or at-risk 

student populations.  There is no reason to think that such gains would also occur among the general 

student population, which is the target of most “universal” preschool proposals.  Still, other studies 

have linked increased time in preschool with negative social behavior, which would suggest that

encouraging greater use of preschool could contribute to as many problems as it solves

However, as a reminder:

 

The words School, Education, and Learning are not synonymous, if you think about them.  

 

The attempt of the present (and past) administrations to equate the U.S. Public School Educational system with either Education, or Public, is linguistically and financially ridiculous.  

 

Language is not math.  For example, anyone declaring, openly, that

 

10+10 =/= 20

 

would probably not become President, Governor, or a U.S. Senator or Assemblyperson.  It lacks a certain credibility.  It creates a certain cognitive dissonance, until the missing data shows up,  such as, perhaps:

EVEN a US public school 4th grader PROBABLY (wish I could say this for sure) would recognize that something was amiss with that equation.  If they knew the symbol “=/=,” which is unlikely, come to think of it.  It is simply my intent — in this blog — to show some of the missing math behind the Linguistic Cognitive Dissonance of Government Proclamations that are getting people killed, or raped, or keeping them artificially on welfare.  This is NOT rocket science, it simply takes — like the best most effective kind of learning will — being highly motivated to know, and being willing to remove a few blinders and sunglasses that have made the glaring facts a little less difficult to handle.

 

Unfortunately, we have had Presidents (plural), and U.S. Senators AND Representatives (I haven’t checked all the “governors” yet) pronouncing a similar epidemic and supposed problem without substantial questioning of it — from the general public.  Now, that simply lacks credibility.  I posted, after Mother’s Day, the data that “fatherhood” was NOT woefully, federally underfunded in 2009, 2008, or at any identifiable time since about 1995.

 

 

 

There’s perhaps more than one reason it’s sad that “religion” (supposedly) was deleted from the public school system.  Now, as a person who has taken some serious hits — literally — under the guise of “wives submit” as from the Bible, I have seen its underbelly.  But there are SOME upsides to some of the wisdom in some of these holy writs of the major religions.  For example, how sad that all women about to engage in a sexual — let alone marital — relationship, didn’t understand this simplicity:

Now, when nearly an entire nation is this gullible, on one of the FIRST places I would look is at the educational system.

There ARE few areas more full of strife, confusion, and “evil works” that the family law system, as testified to by the family annihilations of people in it, or about to go into it.  Unless NAMBLA is your cup of tea.  Now, the US is not just the Western hemisphere’s, but the WORLD’s largest (per capita) jailor.  The jails are so full that domestic violence offenders and sexual offenders are getting released to re-offend, and sometimes kill, too.  Every now and then, we throw an honest professional protesting the corruption in jail, too, just for good measure.  (Google “Richard Fine”) or disbarr them (Google Barry Goldstein).  Women, sometimes with their children, are fleeing to other countries for their children’s safety.  Others are not so lucky.  

So, a logical question would be, “what’s the strife  ABOUT” and the envy?
As a domestic violence survivor, I will clearly tell you, it was about CONTROL, and there were three primary tools and techniques (let alone the many subsidiary, supplemental ones):  1.  MONEY   2.  PHYSICAL FORCE (good initially to establish who’s the boss) 3. TIME (wasting mine).  The FIRST arena of control was to break down my infrastructure — credit, then bank account.  Oh, and transportation.
The physical assaults began when I was already somewhat dependent because of the care of one toddler and one inside me.  Parts of my body that were attacked included neck (most frequent), leg (to pull me off the chair), and face/mouth (covering mine, but also nipple, and right after nursing.  What KIND of person would do that?  I had the bone-chilling experience of hearing/reading the child that was assaulted in the womb later, much later, declare that she remembered being in it.  There are few things, short of foolishly getting myself killed (and leaving them without the protection, or a later reference for truth, when they are older and hungry for answers, of “what happened in our family line?”) that I would not do to protect, advocate for, and remove from danger these daughters.  
Any male, or gang of males that would institutionalize a policy stating that fathers — all fathers, with basically little discrimination — are important, and all female-headed households are the source of our nation’s woes, is forgetting or deliberately covering up this type of behavior, which I already witnessed, was justified itself on THAT type of talk.  

Look:  go up in public and try to categorize an ethnic group in the same terms, and see who elects you.  
Just as my ex, intent that his side of reality prevail, took my kids (illegally) and cut off all contact, lying before, during and after the process (this is documented, and not slander, I have the signed under penalty of perjury documents) and then continued to break every court order since, with brazen impunity, it seems very “odd” that our fatherhood friendly administration is so intent on getting these little children OUT of their parent’s homes and INTO hatcheries overseen (shall we expect the same level of competence?) by this same government.
There is also a reason that the family courts are continuing the process.  I think that therefore, addressing the issues of pre-school, zero to five, head start, and child care, are NOT really tangential to the issue of family court.   Continuing with another forgotten proverb:

In this blog, I link to search tools, challenge public proclamations about the state of affairs, and have all but begged people to “follow the money.”  I just showed you which:  Branch/Department, Operating Division of THAT department, and programs UNDER that department, some of this money is housed in.  I have posted charts and tables, slowing down the page-load speed, in an attempt to show you the Federal Parentheses transferring money from one group of people (producing RED ink) to another group of people, producing professional, publishing careers.   ~ ~ ~10(-15+5)+10=/=20 ~ ~
 
In this field, WHO — out of HOW MANY domestic violence prevention programs, even the most prominent ones, are actually “following the money?”  I learned – the hard way — to look at who is funding THOSE programs, as well as who is on their boards and management teams, and to notice linguistic changes over time.  Pronounce after me:  

“misogyny”

As to “every evil work,” if you don’t think raping, kidnapping, or killing little boys and girls –whether in school, or in the care of a recently parentally-educated father on a weekend visitation — or shortly after his wife attempted to leave him –is an “evil” work, then, well, I guess you should check out some other blogs that, in an “adult” manner, blame the entire CLASS (gender) of women for the world’s ills, while still taking advantages of their services in bed, in child care, and in the office, and possibly as household domestics.  
Or just go back to sleep mentally, and fork over your dollars to the IRS trusting that it will be well-used, and that if you duck YOUR family won’t be affected.  Note:  the sleep thing can be done at work, sometimes, school (trust me, I did, and still came out in top 3% of my (public school) class), and in a variety of faith-based institutions, MANY of which are driving government policy.
We are approximately half the world’s population; common sense says, there is some variety in each gender.  This is not true in Congress, though.  
What I’m CONCERNED about is that there may not be much more variety given the trend, in educational options for the up and coming generations.  They will not know how to have a stable bond with EITHER parent at this rate, and I have to ask why.  The real “gap” will not be gender but haves versus have-nots.  MY experience that the ONLY way to level the playing field, was homeschooling, and figuring out a more efficient way (we’re talking simple math:  + +  – – ) to make a living.  
It has been a VERY long time since I equated the monolithic public school system with anything approaching education, as opposed to indoctrination.  

What motivated me to find out WHY Family Court AND the child support system uniformly didn’t do their assigned and proclaimed jobs was being slapped in the face (while minding my own business) when they didn’t.  It bounced me out of work and back onto dependence. The LAST thing I wanted after leaving domestic violence, and the last lesson I wanted my smart children to absorb:  Sell your soul to the highest bidder, and cast your lot with whichever parent is NOT under prolonger, personal fire.  

 

Language is NOT math, yet it does have a FEW logical rules attached, for example as a thesaurus would show, NOT all nouns are synomymous.  

When the same President (and Administration) that tells us, an epidemic of fatherlessness just rained down from heaven, and female-headed households are doomed for disaster (Say, what?  Are you or are you NOT President?) because struggle and hard times (or emotions) were involved, now says that:

Education = Public School Education only

Head Start actually helps long-term

(and this same President has virtually deleted the concept of ‘motherhood” and the word “mother” from public dialogue)

(and the concept of “educational choice” as allowing charter schools (which are also government-funded) ignoring that “homeschooling” DOES exist (and many times works better), and other such propaganda,

 

Then we have not only a linguistic, but also a financial crisis in credibility.  We have a cognitive crisis becoming a mental health crisis. NOW, I have a question:  Who stands to profit from an ongoing source of cognitive dissonance? (let alone “high-conflict” divorces).  WHO is profiting from the womb-to-tomb, paid for by the people involved in it (and even others without children) cognitively dissonant proclamation that “Big Brother Knows Best” when it comes to “education.”  The more correct word is mass-indoctrination.

Sound analysis of ANY problem comes from looking at the history of it, and linguistics are a GREAT clue.

 

And as it relates to family court matters — mine — as a single mother, I did not have time to waste, and as a mother (period), I didn’t appreciate having my daughters’ education slowed down while fighting my ex (who did not graduate from college, and at the time was not even working steadily, nor had he an exactly stellar track record as to lawful lifestyle — see prior domestic violence) and a member of my family with whom he’d had a male-bonding moment (who had not himself had children, nor taught extensively as I had, nor for that matter, bothered to report, refer, intervene, or acknowledge that when I filed that restraining order with kickout, there was a collection of weapons in the home, often used to intimidate me out of Independent Woman actions (such as participating in music events without ex present), and talk of suicidality.  Which, incidentally, didn’t go away with the piece of paper.  

 

On the pronouncement that I “couldn’t” do what I at the time both had been, and was, I was forced (by a family law judge) BACK into a lifestyle that had already been tried, and found VERY wanting, by my household — not the person driving the situation, which was not even a parent and had no legal standing to do so.  When reminded of the “no legal standing” in a firm manner, I was then harrassed by mail repeatedly, and (being busy) was on the verge of taking legal action on this (simultaneously with attempting to renew a restraining order, which that mail in fact was enabling the father to break), only to find myself suddenly in a full-blown custody suit by the person who had attempted to offer his own daughters’ visitation time to this particular couple.  

 

I thus believe that the basic problem in some of these discussions is simply that of common literacy.

NOW:  You are the parents of a beautiful child, or several children.  You have to work a job (not own a business, learn to handle investments, inherited wealth, were raised in a Senator’s household, are not an attorney as is at least one prominent father’s rights advocate, Mr. Leving (very cozy with President Obama, and hailing from the same state), and because your job doesn’t pay too well, you and/or the partner (spouse) living with you, are going to MISS the most formative years and hours of your beautiful children’s upbringing.  Every day, someone else is going to be their “prime-time” trainer and values assigner, and you will get the leftover of YOUR day and of THEIR day to remediate, inculcate, supplement, or HUG them — hopefully.  YOu have been taught that this is how life is, and always will be.  It isn’t for everyone, but right now, it is for you, and people you associate with you.  

 

In the above picture, would you want your child to grow up to be a little fish in a pack of fish at the bottom of the food chain (almost), or would you want to teach him to be a shark (given only those two options?), and at least swim free for a while, and have some teeth, and respect.  Heck, even have a blockbuster movie named after you ‘Jaws.”

 

Would you want to toss the dice and hope the shark doesn’t get YOUR kid (or rely on prayer), but understand that part of the deal is, darting this way or that IF a shark comes near during school hours (and certain types of personalities ARE attracted to crowds of children, it’s true), while one of their classmates is eaten up instead?  

 

Would you want your child, for reasons of simple survival, to learn by example how to act like the shark and consider other human beings as part of his food chain (whereas, when it comes to humans, they ARE the same species, if not personalities).  

 

This shark was designed to use its teeth, and swim, act, and behave in certain manners.  PEOPLE do not have to.

 

Here’s another type of  No Child Left Behind behavior, named after a different animal:  Google (images for) “Goose-step.  Even the phrase “No Child Left Behind” indicates none are excelling (which is on many levels also a lie, as it only refers to this one system).  What a narcissistic mindset.  If the government doesn’t do it, it can’t be done, or doesn’t matter.  It doesn’t count.

 

FOLKS:

Depending on how programs are structured, government preschool programs could encourage parents 

to switch from private preschool providers to subsidized public programs.  The often dismal record of 

our public school system in providing children with a quality education in kindergarten through 12th 

grade should caution policymakers about the potential quality of public programs for three- and four- 

year-olds.  


It’s also worth noting that there is nothing in the Constitution that would suggest that providing early 

educational opportunities {{LetsGetHonest comment:  or any other education…}} is a proper use of federal power. 

The care and education of children, 

particularly children as young as three and four, should the responsibility of parents, not Uncle Sam.   


Introduction 

Among President Obama’s campaign promises was to 

increase the federal government’s commitment to early 

childhood education.  Specifically, on their campaign 

website, candidates Obama and Biden describe their 

“Zero to Five Plan,” which would emphasize not only 

expanding educational opportunities to three- and four 

year-olds, who are typically not yet eligible for public 

kindergarten, but “early care and education for infants.”  

Specifically, President Obama pledged to create “Early 

Learning Challenge Grants” that would be given to 

states to support their efforts providing educational 

opportunities for those under age five and to help move 

states toward “voluntary, universal preschool.”1 


The President and Democratic Congress have already begun to expand federal government support for early learning initiatives.  The $787 billion economic 

stimulus package (officially entitled the American Recovery and Reinvestment Act) included more than $1 billion over two years for the federal Head Start program, which supports educational opportunities for three- and four-year-olds from low-income families, and $1.1 billion over two years for the Early 

Head Start program, which supports initiatives for infants, toddlers, and pregnant women.  Other money included in the stimulus package for education programs (such as funding for the Individual with Disabilities Education Act and Title I) will also be used by states to bolster early learning 

programs.2   (footnotes below)


Individual states are also increasingly creating programs to subsidize or provide preschool opportunities 

for parents.  For example, Georgia, Oklahoma, and Florida already offer universal preschool, and 

numerous other states (Arizona, New Mexico, Washington, South Carolina, Virginia, and West 

Virginia) have all considered proposals that would move in that direction.3   

 

  



Supporters of these programs believe they will better prepare young children for school, improve 

student’s education, and lead to better life outcomes.  For example, during a speech to the Hispanic 

Chamber of Commerce, President Obama argued:  

Studies show that children in early childhood education programs are more likely to score 

higher in reading and math, more likely to graduate from high school and attend college, more 

likely to hold a job, and more likely to earn more in that job. For every dollar we invest in these 

programs, we get nearly $10 back in reduced welfare rolls, fewer health care costs, and less 

crime.4



Yet as this policy brief highlights, policymakers shouldn’t assume that such results will come expanded 

government support of preschool, especially as government’s support expands beyond the low-income 

or “at risk” student population.    

Does Preschool Improve Student Outcomes? 

Those supporting increased government provision of preschool typically suggest that the money 

invested in such programs pays off by creating much larger benefits for individuals and society at large.  

They claim that high quality preschool programs lead to improved student outcomes and ultimately a 

more educated, productive workforce and expanded tax base.  Yet a balanced look at the available 

research on the effects of preschool should give policymakers pause.   

Most evaluations of preschool programs which are cited as evidence of their great potential benefits  

have analyzed programs that serve low-income children and those considered at risk of failing to thrive 

in traditional public school.  And even when studies are focused on disadvantaged populations, the 

research is far from a slam dunk in proving preschools’ long-term efficacy.  As Darcy Olsen, an 

education analyst and president of the Goldwater Institute, writes:   

Taken as a whole, a review of the research shows that some early interventions have had 

meaningful short-term effects on disadvantaged students’ cognitive ability, grade-level retention, 

and special education placement.  However, most research also indicates that the effects of early 

interventions disappear after children leave the programs.5 

The program that is most frequently touted as evidence of the great potential benefits of universal 

preschool is the High/Scope Perry Preschool Project.  And indeed, this study, which began in the 

1960s and has followed an experimental and control group for 40 years, has found meaningful benefits 

enjoyed by those who participated in the program on a range of outcomes, including high-school 

graduation rates, adult crime, and earnings.  Yet researchers caution against assuming that the impact of 

this program would be replicated by a universal preschool program serving the general population.  As 

education analysts from the Lexington Institute explain: 

It’s important to note that there were only 58 preschoolers in the experimental group (and 123 

in all, including the control group), and all were not only disadvantaged but deemed at risk for 

“retarded intellectual functioning and eventual school failure.”  They received one or two years

of half-day preschool and home visitations.  This was certainly not a large or representative 

group, not even of the disadvantaged populations, and it is a real stretch to generalize results 

into a rationale for pouring billions of dollars into public pre-K for all, including the children of 

affluent families.6  

Evaluations done on Head Start, the federal program 

dedicated to providing preschool opportunities for low- 

income families, are also not encouraging.  Generally, 

studies show initial modest gains in terms of student 

abilities and outcomes, but those gains quickly dissipate.  

By early elementary school, researchers could find no 

differences between the test scores of those who had 

participated in Head Start and peers who hadn’t 

participated in a preschool program.7 

Even many proponents of preschool programs for those in the low-income or at risk population have 

cautioned against assuming that the benefits enjoyed by that population would translate into similar 

benefits for the general population.  James Heckman, a Nobel prize winning economist, makes the case 

for increased investment in early education programs for disadvantaged populations because of his 

belief in its potential for significant payoffs.  However, when asked about universal preschool 

programs, he reiterated the case for targeted programs, explaining “Functioning middle-class homes are 

producing healthy, productive kids.  …It is foolish to try to substitute for what the middle-class and 

upper-middle-class parents are already doing.”8  

And indeed, if more preschool was a surefire way to improve student outcomes among the general 

population, one would expect to find ample evidence of that dynamic already occurring.  Several states 

have implemented aggressive preschool programs and there is little to suggest that it is paying off in 

terms of improving the states’ overall education climate.  As education analysts from the Reason 

Foundation wrote in the Wall Street Journal: 

[T]he results from Oklahoma and Georgia—both of which implemented universal preschool a 

decade or more ago—paint an equally dismal picture.  A 2006 analysis by Education Week 

found the Oklahoma and Georgia were among the 10 states that had made the least progress on 

NAEP.  Oklahoma, in fact, lost ground after it embraced universal preschool:  In 1992 its 

fourth and eighth graders tested one point above the national average in math.  Now they are 

several points below.  Ditto for reading.  Georgia’s universal preschool program has made 

virtually no difference to its fourth-grade reading scores.9 

Rates of preschool attendance have soared during recent decades.  The Department of Education 

estimated that, in 1965, five percent of three-year-olds and 16 percent of four-year-olds attended 

preschool.  By the beginning of this decade, 42 percent of three-year-olds and 68 percent of four-year- 

olds were enrolled in preschool.10  Yet the data on important educational outcomes—from

performance on nationalized tests to graduation rates—has shown no significant gains during this 

period, and in some cases have declined.11  

There is also cause for concern that encouraging greater enrollment in preschool may not just fail to 

produce positive results, but it could lead to some adverse outcomes.  Some researchers have found 

evidence suggesting that increased enrollment in preschool programs could lead to problem behaviors.  

For example, one study conducted by researchers at Stanford 

University and University of California, Berkeley concluded 

kindergartners who had attended more than fifteen hours of 

preschool each week were more likely to exhibit aggressive 

behavior in class.12  

Negative behavioral effects would likely be particularly 

pronounced if the government moves in the direction of 

President Obama’s “Zero to 5” proposal to encourage the 

enrollment of babies and young toddlers.  There is significant 

evidence to suggest that there is a link between the amount of 

time young children spend outside of their parents’ care and 

behavioral problems.  The National Institute of Child Health and Human Development, for example, 

conducted a study of children in ten geographic sites who were followed from birth to kindergarten and 

found an association between greater amount of non-maternal care and behavioral problems: 

The more time children spend in any of a variety of non-maternal care arrangements across the 

first 4.5 years of life, the more externalizing problems and conflict with adults they manifest at 

54 months of age and in kindergarten, as reported by mothers, caregivers, and teachers…more 

time in care not only predicts problem behavior measured on a continuous scale but at-risk 

(though not clinical) levels of problem behavior, as well as assertiveness, disobedience, and 

aggression.  It should also be noted that these correctional finding also imply that lower levels 

of problems were associated with less time in child care.13 

In summary, the evidence simply does not support the claims of universal preschool proponents that 

an investment in early education will pay off in terms of improving the educational and life prospects of 

the general population.  

Crowding Out Private Preschool Providers 

Another reason for concern about the potential for greater government involvement in preschool is the 

potential that, as government expands its support for early learning opportunities, parents could end up 

having fewer options for their children’s education instead of more.  To the extent that the government 

creates specific center-based programs or focuses its support on programs provided through the public 

school system, policymakers would be putting private schools and early learning centers at a 

disadvantage.  Parents committed to enrolling their children in a preschool would face the choice of 

paying for private preschool or sending their children to a subsidized public option.  As a result, many

parents who currently pay for private early learning opportunities may switch to enrolling their child in 

a public school. This dynamic could result in the elimination of private options, and fewer choices for 

parents.  

The potential crowding out of private preschool providers in favor of government-run options should 

be of particular concern to those who see early education opportunities as critical not just for skill 

development, but for children’s socialization and moral development.  Given the reticence of so many 

advocates of increased educational funding to allow any dollars to reach any organization that isn’t fully 

secular (for example, through a voucher or other school choice program), it is likely that many states 

would exclude preschools with a religious affiliation from participating in any government supported 

preschool program.  This means that many parent who currently choose a facility in part to support 

their values and provide additional moral education will find themselves with a difficult choice of 

forgoing the subsidized service (supported with their tax dollars) or forgoing the moral environment 

they had hoped to provide to their children.  

Problems with Existing Government Run Schools 

Before lawmakers extend the responsibilities of the public 

education system to include three- and four–year-olds, it would 

be prudent to examine how it is performing its existing duties 

in serving students eligible for kindergarten through twelfth 

grade.   

President Obama himself has been critical of the performance 

of many public schools:   

And yet, despite resources that are unmatched 

anywhere in the world, we’ve let our grades slip, our 

schools crumble, our teacher quality fall short, and other nations outpace us. …The relative 

decline of American education is untenable for our economy, it’s unsustainable for our 

democracy, it’s unacceptable for our children — and we can’t afford to let it continue.14 

And indeed, a look at the statistics about our public school system’s performance is sobering.  The 

National Assessment of Educational Progress, a standardized test designed to assess the overall 

performance of American students, regularly shows that the system is failing too many of its students:  

in 2007, one third of 4th graders and one quarter of 8th graders scored “below basic” in reading, and 

nearly twenty percent of 4th graders and 30 percent of 8th graders scored “below basic” in math.  More 

than one-quarter of American children don’t graduate from high school. And, as President Obama 

noted, the United States often lags behind other developed nations on academic tests despite spending 

more on education.15  

The disheartening performance of the public school system should caution those who would believe 

that greater government involvement in the lives and education of our youngest children will necessary

improve their prospects.  Lawmakers would be better off focusing on identifying why the public school 

system regularly fails so many of its charges instead of expanding its mandate in education.   

There Are Better Ways to Support Parents with Young Children    

Government programs that support preschool also fail on the measure of fairness:  they support the 

choices made by some parents over others.  For example, many parents believe that they are their 

children’s best teacher and would prefer to keep a parent at home with their three- or four-year-old.  

And, even if preschool were generally associated with benefiting most four-year-olds, certainly there are 

some who would do better with another year at home.  Parents are 

best positioned to determine if preschool, and what kind of 

preschool, will benefit their children.  Government programs that 

subsidize specific services, instead of children, would discourage 

parents from making decisions based on their children’s unique 

needs.   

If the real goal is to support the educational development of young 

children, lawmakers would do better by providing a refundable tax 

credit to families with children of an eligible age, which could be 

used to pay for preschool, other educational services, educational 

materials, such as books and age-appropriate curriculum, or even to compensate for the reduced 

earnings enjoyed by families that opt to keep a parent at home.  Such a tax credit would give parents 

more latitude to make decisions based on their personal beliefs and situation, and would be superior to 

merely expanding government services to provide for a select group of children.  

Conclusion 

While lawmakers rarely seem concerned about the founders’ intentions, it is worth noting that there is 

nothing in the Constitution to suggest that using taxpayer money to support preschool programs in a 

proper role for the federal government.  Policymakers claim that using taxpayer money to fund more 

access to preschool enhances the greater good, but there is little evidence to suggest that this holds true 

for the general population.  There is also reason for concern that there would be unintended 

consequences to pushing greater enrollment in publicly-supported preschool programs, both for 

individual students and for the education system as a whole.   

Lawmakers would do better by focusing on improving the existing K-12 education system, instead of 

seeking to expand it, and to helping families provide for their children by reducing their tax burden.

The article from IWF talks about Head Start.  It’s at the VERY bottom.  Being me, I had to illustrate where “Head Start” and “Early Head” start lay, federally speaking.  Head Start is a huMONGOUS Federal Investment, almost as much as hauling Dads out of prisons and putting them back in touch with the kids, in exchange for lowered child support payments to make the welfare rolls look better.  If this results in a few familywipeouts, well, there are other government entitites to clean up, investigate (supposedly) and propose further incursions on the 2nd Amendment, and other civil rights, ONE of which is to be alienated from money you earned, or determining how to spend it, either — I suppose, to help protect us from ourselves in a bulletless manner.

Normally I am not on the same page as IWF Independent Women’s Forum.  Why?  I’d pinpoint it as this — they’re not on the same page as me when it comes to the importance of VAWA — I’m as independent as the best of ’em, but I’d like to speculate that if a number of these libertarian-style writers had actually been the target of abuse, or had children kidnapped or parentally-stolen, and were unable to get justice for their retrieval, I think the tune would go a little differently.  A close friend of mine, who witnessed much of what happened, and how it affected me, commented that the libertarians are great with the THEORIES, and are mostly theory too, no compassion.

 

Whether or not that’s so, I’ve had a busy few days, and will let this Policy Brief  “to the contrary” on the megalith of Head Start as being pushed by our current President, speak for me.  I do agree on this matter.

OK, let us now look at those 70 ACF programs:

Below, the # (93.###) is the “CFDA” Number used in the TAGGS database cataloguing usage of grants — down to who got them, and at least a nominal description, as well as, er, how much was allocated and when.  So those CFDA  #s are a research tool for the informed citizen.  Catalogue of Federal Domestic Assistance (CFDA, get it?)

I’ve colored, highlit, italicized, and bolded many of them.  How MANY of these programs overlap with each other, and are VERY much entwined with the topic of this blog — family court matters.  

For example, if child support were consistently enforced, PERHAPS more Moms could stay home with infants, saving money at Head Start centers.  However Motherhood is not in consonance with “promoting Fatherhood/”health marriages” policy of late, which means, bring Dads back, more access.  This means sometimes Moms then have to go out and replace that child support she just lost at custody-switch time, which then, if Dad also has full-time work and not a stay-at-home second wife, would necessitate possibly more child care, right?  See the merry go round?  

Of course, see also the article on the Boyhood project, and the commentary that the US is the world’s largest (by per capita) jailor, which is probably a factor in so many fatherless families, maybe even as much as them danged feminazi’s saying, stop hitting us! and letting women out of abusive situations.

I want us to see the incredible breadth and scope of activity under this department.  And to make a note of research tools, and to understand, the next time your local state, county, or city says they’re broke, that there may be some federal reasons why.  ALL of these are under the Executive Branch of government.  Responsible Citizenhood entails learning about them — before you become desperate for services from one or more of them!

Now — it took some time, but – when I want to know what is my government funding? I have a good idea where to look.  

For example, see blogroll to the right.  For example, in prior posts, I have introduced a link showing that the Federal Dept. called “Health and Human Services” is THE largest one, and recently accounted for over 50% of government outlays.

Under this are welfare, child support enforcement, Head Start (and “Early Head Start”) and the bulk of the Responsible Fatherhood and Healthy Marriage grant system.

I also showed in a recent post that the average ANNUAL cost for housing an adult male prisoner in the US, per a “postsecondary.org” newsletter of 2006, was (I believe in 2005) somewhere around the discretionary (not the majority, just the discretionary) grants level of the HHS — i.e., over $40 billion/one year.  

I also noted that in a certain year, allocation to Homeland Security virtually disappeared, and the same year, the HHS allotment jumped upwards by almost the same %.  Hmmm

So, if you are smart enough to remember 3 letters “HHS” and that the Government sites end in “.gov” and not “.com”, you could get to:

Funding Opportunities

This page seeks to connect faith-based and community organizations with current funding within HHS.  Additionally, it provides resources to assist faith-based and community organizations looking to partner with the Federal government.

 

***(Am I the only one around who questions what kind of mentality is behind the term “Human Services”?  As opposed to what — animal?  Yet, from what I can see, the mentality driving many of these programs is that humans ARE animals, to be trained, behaviorally — and measured, labeled, incentivized, educated (of course) and in general be induced by either punishments or rewards to behave in a certain, government-endorsed manner.  This is absolutely foreign to the founding principles of the United States, which views men as having Certain Unalienable Rights.  

I have been a teacher (one sort or another) most of my adult professional life.  In dealing with children, I found — uniformly — that the more I dealt with them as Individual Beings — with souls, spirit, if you will, needs, emotions, and wills — and less as a pack of animals:  in other words, the closer I got to mutual respect — the better the results, musically and otherwise.

The carrots and sticks approach is not ideal of adult human beings with enough vision and self-restraint to run their own lives.  I find, on closer inspection, that the Federal Government services many times infantilizes the entire populace in many ways.  Naturally, this meets with resistance.  It’s an insult to the soul.

The detachment in it is a little odd.  For example, if those being served are “humans,” who are those designing, and executing the services — “immortals”?  Or automated beings?  Language tells a story, and sends a message about the speakers.  I think that detachment is indeed the order of the day, at least organizationally.  This was also my perception on browsing a number of the professional / educational backgrounds on some o the principal (grants) investigators.  They started publishing, many of them, before the Ph.D. was added to the title.  It brings up the question, how can someone become an “expert” on ANYTHING straight out of 6-8 years of college?  Except theories one learned IN college?) 

Or, if you can in addition remember another 5-letter acronym, “Taggs” you could find out how woefully underfunded the fatherhood movement has been, which is why we need ANOTHER initiative to promote this concept nationally, at:

This is a database of over 500,000 grants, searchable by a number of categories.  I have been working with it quite a bit.  By search, click, google, read, think — many interconnections will show up.  Here’ s a casual search I just did, choosing which columns to display, not specifying years, and on the words “responsible fatherhood” only.  If I were you, I’d be curious about the ones that were over $1,000,000 each.  I came up with 231 results.

Of interest should be the words “demonstration” and also “Community Action Program.”  “Demonstration” means, if this one passes someone’s muster, it will be duplicated, probably nationwide.

This search is NOT exhaustive, and covers 1995-2009.

would entail taking with a grain of salt, complaints that fathers, as a group, are being taken to the cleaners financially and morally by our government, moreso than, say, mothers.  It seems to me that within one year of the formation of the “National Fatherhood Initiative” (1994?), the concept was being taken quite seriously at a federal level.

Without researching all of these, I hope that the image of this table should also be kept in mind with the next news release on how we need more fatherhood initiatives.  And there are more upcoming, believe me.

I have had some trouble adjusting column widths below.  If this doesn’t read well, best advice I have is to go do your own search.

(I searched by # only.  This produces interactive list by recipient, with zip codes.  Which group is local to your area?

I would want to know, for example, why a group called “Trinity Church, Inc.” out of Miami, is getting grants.  I would be curious about why one particular group, “Public Strategies, Inc.” received in the same 3- year period, over $11,000,000, whereas the average 2006-2008 grant ran from very minimum $400,000 (on average) through $1,500,000 or even $2,000,000 (average seems to be pretty much around 1 milion).

Also from the huge range of TYPES of recipients, it seems quite a few groups are getting in on the cash flow.  How come, however, when I went as a working woman, and called High and Low, all kinds of agencies, nonprofits, and government entitities, I was unable to get help (1) enforcing child support (arrears) (2) help establishing or enforcing a restraining order to make a safety zone for me, as a single mother, to work in, when family of origin had been turned away by my ex-batterer, and churches are pretty much a washout when it comes to acknowledging domestic violence within their ranks  (being instead a source of the problem, not a solution to it!).  Many of the entitites I called for help, it seems, already knew about these programs.  And why is it that our schools are suddenly underfunded and struggling, while we have funds for these activities.  Moreover, in the past year (2008) I was also searching high and low for a group that would simply provide help with phone service (cell phones), in the context of stalking — and found none; ones that existed before had been shut down.  

There are many questions that SHOULD BE ASKED by the general public as well as specific individuals, when this amount of funding is routine, and increasing year after year.

The letters “ACF” stand for one (and ONLY one) “OPDIV” (operating Division) of the HHS.  The words mean “Administration for Children and Families.”

Every single grant below, I believe, came under the “ACF” so I omitted that column.

 The CFDA # 93647 can be looked up on the site also.  My point is to show the scope of the programs, and encourage people to investigate.

Responsible Stewardship includes knowing where your taxes are going.  I have just given you at least one tool, but I can only lead horses, not make them drink.  If you are a little tired of pulling the plows down the road of life without insight into what rows are being tilled, and what plants being seeded, this is one way to find out.


In my next post, I will talk about recent issues with databases reporting on the media — watchdog groups on foundations funding the mainstream media.  One of my recent, faithful sources of PRIVATE (foundation) funding of some of the same individuals pushing this Fatherhood and Healthy Marriage agenda (which, again — is affecting outcomes in litigation, when it shouldn’t!), while reporting on the millions and sometimes billions, and tracking who paid whom for what — went belly-up.  Now, what to do is the question, in STUDYING WHO IS FUNDING THE GOVERNMENT INITIATIVES.

That is, if WordPress can support all the links and graphics (it’s been laboring recently, having as much trouble delivering an intact page as our nation has been producing responsible fathers, let alone Congresspeople, let alone women and children – – perhaps we ought to review the metaphor of “Health and Human Services” in light of the metaphors of the founding documents of this country).

 

As every mother knows, the delivery process, environment, and her attitudes and beliefs about pregnancy and labor (which will affect emotions) are likely to have an impact on the baby.  I had some very distressing factors (called assault & battery, some of it very severe, all of it unwarranted) on me during one pregnancy, but my faith in the natural process and in understanding that the pain would have an end I know helped mitigate it.  And despite being older, both children were quite healthy, as well as both deliveries.

I’m speaking metaphorically in saying, it’s time for the Federal Government to treat people as they adults they are — with choice and the ability to process information, if given fair and complete access to it — and stop unproven behavioral intervention programs conducted without informed public consent.  That’s exactly what these grants provide, in too many cases.  We have faith-based programs around the court systems, and fatherhood-motivated agenda driving both the welfare and the child support programs, EACH of which has huge influence in the well-being of children.  Moreover, (while I’m at it), this worldview is full of FUNDAMENTAL logical inconsistencies.  Talking about the best interests of the children, and need to bond with both parents (which is typically true), they ignore the factors of where such bonding is inadvisable — and those are issues of character and behavior — and try to pay extra to compensate.  SOME of this you can see in the grants above.  In other words, biological primacy pre-empts track record.  It just makes so little sense (to me) in the larger picture.  Moreover, oversight is inconsistent and fragmentary, which is coming out through GAO reports on some of these initiatives.  However, the GAO reports showing lack of oversight are not producing action to fix the problems.  And so forth.

Again, Let’s Study what Government is Funding.

(1) About My (FamilyCourtMatters) Blog, Topic-Switching.

I see it as “Alternating Threads of Thought.”  There IS a tapestry involved, imperfect and news-sensitive though it is.  

Readers will find that I may skip from topic to topic among my posts.  One day, it may be recent news of family annihilations (in the context of divorce and custody).  Another, it may be my reaction to administrative non-reaction to this.  A third day, it may be a bit of history on the courts, or the next day, I post an article from the 1990s.  Yesterday, I tacked on a database (that has been lurking link-side for a long time here), about the US Federal Government, where your $$ went, and how to find out.

(On the $$, I am also working up a separate site . . . . sarcastically entitled “Administering Families, Serving Humanity.”  (“http://hhs-acf-ocse-et-al.blogspot.com/“).  So far, it’s not yet populated with a post.

Well, possibly that comes from having been a musician, and part of this time, a conductor.  Expect different dynamics, melodies, and energy levels.  It’s not just about a single tune (“Father’s Rights.  Mother’s Rights.  Best Interests of Children.  Feminism is anti-God.  God is anti-woman.  Domestic Violence.  Child Abuse, or “false allegations” thereof.  Parental Alienation vs. Post-divorce pedophiliac behavior.  Parental KIDNAPPING.  Due Process Lost.  Law and (dis)order. in the Courts.  Forensic Psychology vs. fact-finding when it comes to child abuse (or for that matter, IPV).  “Healthy Marriage” promotion vs. a single citizen’s right to protect herself/himself and her or his children.  (Boy, i bet THAT order of genders caught your attention!) … Sob stories, Statistics, suicides, femicides, homicides, familycides, or – – – – is it REALLY all just about the money?  Or is it social engineering from on high…))   

Clamoring melodies trying to drown each other out, true.  But on this blog (although I’m sure you detect to what tune my theme is generally pitched) the idea is to examine many threads, and pick up on the energy level, dynamics, and the cumulative expression.  IF the cumulative expression is diminishment of CIVIL rights and due process, we have a problem, folks!  If you come to this conclusion, then I have plenty of links for you to do some homework, or search terms to think about to validate / invalidate your conclusions ideas.

IF justice is being bought and sold at the federal mandate (or initiative) level, and the bottom end of the food chain, those with the most to lose in the matter of injustice, then we have a moral / spiritual / serious constitutional issue (which I think we do).  

OR, is it just about the heirarchy of studiers (and funding for the studies) vs. studied (the population to be tested, randomly sampled, and have the techniques re-adjusted to achieve a desired result — a GOVERNMENT desired result that was not subject to popular vote or poll) then we have a problem.  And that “we” is all of us but those who do not need a country to protect their assets, their families, or their livelihoods.  

So Subject Switching here is to be expected.  Pick your melody and follow it — or, just float along, feel the tilt and roll of the boat.  If  you have leisure for the “float along” blog-read, I presume you are not IN the system, because IN the system many of us (without personal connections, or personal resources, or a professional guide — or a professional guide TO the professional guides, who prey on novices) are water-skiers with one ski and a frayed rope, we need to pay close attention to the wake (of the motorboat) and find ways to maintain our stamina on the fly.  As such, we will be skiing faster and farther afield, and more dangerously so, than those in the motorboat.  If this is you, you might enjoy the thrill of it, or, having had enough, try to let go, slowly sink, and hope shore is within swimming distance.  Or, that the boat circling back to see where you were, lets you on board, and doesn’t force more of the same.

After all, a trip through the family law (and child support, psycho-jargon) system, or through the wide-cast trawling nets that reel squiggling, flapping, or stunned catch from the bottom of the ocean (or food chain, as it were), is going to change one’s major relationships:  With children, spouse, employment, possibly former social acquaintances, concepts of “liberty and justice for all” and a few more items.  

Therefore, it’s my blog, and it’s broad in scope.  If you are overwhelmed, welcome to it.  It succeeded in communicating — because that’s how families are.  If you as a bystander don’t LIKE supporting families (societies) trashed by this, then please come back later and chew off some more data and digest it, or chew it (but don’t inhale — former President Clinton says he didn’t, neither should you.  Take time out, but DO come back.)  And don’t spit anything dark and nasty at me, either, please!  Spittoons ARE available in comments, which I moderate.

Speaking of visitors, this blog is getting viewers from many countries, including a few whose names I don’t even recognize.   Please make yourselves known in a comment or two — I get a little nervous when India, Egypt, Pakistan and Saudi Arabia show up shortly after I’ve posted something with the word “honor killing” in it, or something about a brave 12 year old that said, give me the law, not your version of it — to her parents, when it came to marrying too early.  Then again, maybe it’s someone else taking heart, which would be wonderful.  I do wonder what West Finland, Sweden, and Scotland are doing here, and Washington, D.C., I’m citing your data and commenting on it, so “deal with it,” OK?  Los Angeles, if you’re the Courthouse, ditto!  

(2) Today’s topic, and how I got to it:

Intro:

How many angels can dance on the head of a pin?  Or, how many “awareness” days can you pile into one little month, APRIL, when at least in the U-S-A, many are most sensitively aware to the I-R-S?  I believe April was:  Sexual Assault Awareness month, Child Abuse Awareness Month, and in a few states, governors were persuaded to tack on “Parental Alienation Awareness DAY.”  After all, one needs to even the score every now and then, which PA is intended to do, and in some arenas, has more than.  The thing to become aware of as to “PAS,” however,  is its author, its origins, its prophets & priests, and the varying (and they do vary — radically) responses of various areas of professional expertise (and grants/salaries) Pro or Con.  

Well, I can now scope out the  “He Said / She Said // WE (the experts) say” sites, fairly quickly,  They tend to have more limited vocabularies, and the themes are fairly simple to follow.  This gets boring, and sometimes I like to check one of the regular news an commentary, and just search on a hot term:  “domestic violence” or (any of the above).  Say, “truthout,” or CS Monitor, or Washington Post, or, today, Salon.com caught my eye.  

In between other interests which kind of make up for, I suppose the years when the general tenor of the marital conversation was half a Bible version on gender roles (if you’ve been there, you know which one I mean), or reproof for not living up to my 9 /10ths of the imaginary marriage vows (as opposed to the one I said out loud, before witnesses), or reminding the holder of the 1/10th that if he was the boss and I was the hired hand, where was my pay?, and if working conditions didn’t improve, someone just might be short a hired (oops, “conscripted” hand) for the assigned tasks.  Or, recovering from the somewhat predictable response to such protests (see, eventual DV restraining order actually was granted, based on declaration, and in the company of a support organization which had been helping me survive emotionally, learning a few legal rights on the way, until this event) — part of my compensation is an extra prolific range of reading, on-line and off.  And, I talk to lots of people about their situation.  I am a personal data net.  It helps me navigate…and is entertaining at times, too.

So, I searched “Open Salon” on “Domestic Violence” (Parental alienation didn’t yield a single relevant result, which also tells me that this is a specialized vocabulary to this (Alice in Wonder)land, and, that (as in mirrors) normal words read forwards, but only make sense if you understand they are interpreted backwards..

October is Domestic Violence Awareness Month. 

The one time when all people are supposed to remember this problem, and perhaps think about it.  In my group, it is the month to get preachers to preach about the unacceptability of domestic violence.  A lot won’t though, because it “encourages” divorce.

I know it is a difficult topic. It is a difficult thing to live through and then admit that you lived through it.  It is extremely difficult to deal with on a regular basis in trying to help.  It’s a soul-sucking, terrible, situation to deal with these  women and their children trying to escape this violence.  But it is so much worse to BE  them, of course.

 But it is always, always, a lesson in the great courage of women.  The women who escape these situations with nothing but the clothes on their back are awe-inspiring – but they don’t know that.  They are simply terrified women  doing whatever they need to do to protect themselves, and more often, their children.

True, I agree, and Thank you, Ms. Larson. “Soul-sucking” is a great, and accurate description.
Thus, your soul has to just dig down deeper, sprouting roots & new leaves. The trouble is, without
adequate safety / separation, the abuser, seeing these new roots and new leaves, tends to escalate, point for point,
to stay on top (sometimes literally) of the power balance.  This is where it gets dangerous, and the individual has to 
face the reality that STRENGTH for the victim (or support) is perceived as CHALLENGE for the batterer/dominator.  Should she keep a LOW profile, or a STRONG profile?  She has to assess risks, while in the court system, she is BEING assessed as to how compliant and submissive she is to these new authorities, with a totally different paradigm, motives, and operating procedures.  For her personal integrity, and safety, she must CONTINUE to say the strong NO, and be backed up in this by the institution that delivered the restraining order!  Institutions also need to realize that abuse runs in families and that  not all families stick by the victim.  Their statements have to be fact-checked and sniffed for bias.
Therefore, She (he) faces a Catch-22, a paradox.  Society respects those who strenghthen themselves, and overcome.
But that abuser, if not repentant, reformed, or restrained, perceives this as throwing down the gauntlet, or as an emasculation (if the DV was rooted in that gender dynamic).  
(it’s a personal pruning as well). It discovers what it’s made out of.
I have experienced this escalation, and it frightened me, severely, to hear authorities trivializing what my instinct knew to be red flags.  I felt like the person at the end of the race cars, wildly waving the flag, but the cars simply didn’t stop.  Crashes later happened, which were then blamed, and clean-up duty was assigned.  (Sorry, that was personal commentary there)…

“Today, I join all Americans in observing Domestic Violence Awareness Month.  At a time when one in four women will experience domestic violence in her lifetime, it’s more important than ever that we dedicate ourselves to working on behalf of the thousands of women who suffer in silence.  {{We WHO?  Some have been all along…}}{{I resent the characterization of “suffering in silence.”  Rather, the silence is deafening to those of us who actually do reach out, and report.  That silence after reporting is ALSO heard by our abusers, and may result in silence the NEXT time. So it’s often a matter of tuning the community’s ears – – not just to reporting, but to tthe laws, the edifices in place to help (and their shortcomings and conflicts of interest), and to the broader definition of DV than broken bones and blood.  And to its effect on children.    Leave it to a man to say we suffer in silence as a whole, although it’s clear many do…}}

Too often, victims of domestic violence don’t know where to turn, or have no one to turn to.  And too often, a victim could be someone you love.  That’s why, as a State Senator, I led the fight in Illinois to pass one of the strongest employment protection laws in the nation, ensuring that victims of domestic violence could seek shelter or treatment without losing their jobs.   {{Shelter/Treatment?  how about Justice/Law enforcement prosecution Help?  I don’t want to underestimate this, but I personally wasn’t showing up with broken bones, but still lost work through trauma, harassments, and direct orders.  Shelter is a first step only and these shelters have their own issues, too.}} That’s why I introduced legislation in the U.S. Senate to provide $25 million a year to domestic violence prevention and victim support efforts That’s why I co-sponsored and helped reauthorize the Violence Against Women Act. And today, I am so proud to have Senator Joe Biden, the man who wrote that groundbreaking legislation that gave so many women a second chance at life, as my running mate in this campaign. {{Well, I am thankful for that legislation too.  Now, are you aware of the groundswell of retaliation against it, or not? }}

{{$25 million sounds like a huge amount.  Spread throughout the country, and compared to funding already in place to WEAKEN the effects of VAWA (let alone a system that tends to do this, probably not accidentally) it has a different ring.  More, below  Thank God for it.  BUT, I have a question.  When I went looking — HARD — for pro bono help to support my 2nd application for a restraining order, or my FIRST contempt of the multiple thousands of $$ child support arrears, I found nothing effective.  Where was that part of the $25million.  HOW’S COME every time I faced my ex in Family Court (and someone coached him to get the case there, too), I see indications that he was getting financial support for legal help, and expert coaching on how to railroad my civil rights?  HOW’S COME when the ABA Commission on DV (or toolkit, you can look it up) advises clearly, along with Family Violence Prevention Fund (or “endabuse.org”)’s “toolkit to end domestic violence –which very fine toolkit, one now has to hunt for on their site) — when that highlights the IMPORTANCE of enforcing child support orders after DV, instead I found an agency intent on NOT enforcing it til custody was switched from me to the batterer, for the first time since we separated?  HOW’S COME when I went to a mediator, he did abide by the rules, and categorically ignored domestic violence, which was an issue all 3 times?  HOW’S COME there is practically no accountability (a “complaint form,” after one’s life was just upended) for quality control in this mediation — yet I see the whole system is adamant about mediation as THE formula, whereas organizations that do research say, it is NOT workable in cases where domestic violence exists?  So, the system makes a token nod — and in a way that eradicates due process (right to answer the charges one is accused of in open forum) by “separate — but unequal — meetings with a court-appointed mediator.  HOW’S COME that mediator “recommends,” but this should not happen in true mediation?  And many, many more “How’s Come’s?” come to my brain.  Especially as I began to review Federal budgets, emanating from the White House, some of which you will see below, shortly.

HOW’s COME?  with all the effort  ~ specifically coming up on a decade’s worth ~ ~ I put into getting free from abuse, with my eyes on alert, my mouth open, and my rudder set straight, it so far has failed, 10 years post-restraining order  Are we only doing triage and then throwing the flapping women up on the shore?  Or, are organizations focused on their own}}

  • As President, I’ll make these efforts a national priority.  {{OUT OF HOW MANY HIGHER RANKING NATIONAL PRIORIOTIES< SOME OF THE CONTRADICTORY TO THIS ONE??}} This month, and every month, we must fight to bring domestic violence out of the darkness of isolation ** and into the light of justice, especially for minority and immigrant women, and women in every community where it goes unreported far too often.  We’ll stop treating this as just a woman’s issue, {{WE WHO?  CLAUDINE DOMBROWSKI, KAREN ANDERSON AND OTHERS HAVE ALREADY BROUGHT IT TO THE INTERNATIONAL / UN LEVEL, FAILING TO FIND HELP IN THE U.S. ON IT? WE ARE ALREADY CALLING IT A CIVIL RIGHTS AND HUMAN RIGHTS ISSUE.}} and start recognizing that when a woman is attacked, that abuse scars not only the victim, but [“also” is grammatically correct] her loved ones, sending currents of violence that ripple across our society.  
  • {{On this one, the word “scars,” though effective is weakened.  It is already in the headlines, unchecked, it can and often does not just scar, but also KILL the victim and/or her loved ones.

  • Re:  “loved ones” — Future First Lady Obama, Michelle, help us here.  You should understand.  “loved ones” includes KIDS.  Why no mention here of the overlap between domestic violence, and traumatized kids.  OR, of DV and child abuse?  It’s not exactly rocket science on this, at this point, 2008!    I find “loved ones” too vague.  I love my KIDS.  I separated from their father, who was abusive.  He saw them, but he lost his privilege to LIVE with us.  In this, I, their mother, sought to make a point of what is and is not acceptable treatment of young ladies.  Or older ones.}}
  • We need all hands on deck to address this – [1] neighbors willing to report suspected crimes,{2] families willing to help loved ones seek treatment{{{Batterers’ Programs being proved efffective somewhere that I’m unaware of yet?}} and {3} community leaders {{DOES OR DOES NOT THIS INCLUDE “COMMUNITIES OF FAITH?? INCLUDING SOME OF THOSE ON YOUR ADVISORY BOARD??}} willing to candidly discuss this issue in public and break the stigma that stops so many women from coming forward.
  • {{Sir, with respect, all hands LOCALLY are already taking the brunt of this — nonprofits are overstressed, police officers responsding to DV calls sometimes lose their lives, too.  A woman (this is VAWA, hence the gender) traumatized, in shock, or in the hospital leaves a blank — an expensive one — in someone’s life; either her kids, or her businesses’ (suppose she’s a teacher?  Or in a place in front of many people?  Or a pastor?  Or a lawyer?  Or a DV advocated herself?  Or a woman caring for an elderly parent?  Many of us get attacked for being too “uppity” in our professions, and if we have managed to somehow overcome that, this is a professional disaster, which becomes a financial disaster all too soon”   So, WHICH “WE” DO YOU MEAN HERE?  HOW ABOUT POLICYMAKERS?}}

 

FINALLY, IN 2008, PRESIDENT-ELECT OBAMA SAID, PER THIS OPEN SALON BLOG:

“Together, we’ll make it clear that no woman ever struggles alone.”  (I hope so, I’m reserving applause, though).  I just reviewed the “We’s” versus the “I’s” (Pres. elect Obama).  I heard ONLY one “I,” only one promise.  And that was in the opening statement.  “AS PRESIDENT, I”LL MAKE THESE EFFORTS A NATIONAL PRIORITY.”  

{{HOW??  Tell us NOW what you — not all of us — plan to do.  After all, you want the vote, right?  What’s your commitment, in DETAIL.}}. . .  As it played out, I have looked already — this same remarkable “lack of detail” is in the White House Agenda.  I have already posted on it, and one of my top links to the above right is a 4-page summary of just how much of a “priority” DV is in the big pictture.  It is LAST on the agenda, and mentioned in appropriate token vagueness:

The subtitle (page header) reads “NEW ERA OF RESPONSIBILITY”

The Department of Health and Human Services (HHS) is the Federal Government’s principal 

agency for protecting the health of all Americans 

and for providing essential human services {{LIKE<, STAYING ALIVE??}}

This (FY2010) Budget provides $768 billion in support of HHS’ 

mission that will bring down costs and expand coverage 


The reserve is funded half by new revenue and half by savings proposals that promote efficiency

and accountability, align incentives toward quality, and encourage shared responsibility (etc. etc.)

 

Let’s compare $25 Million (whether this be 2009 or 2010, the above promise is an indicator): If your high school math is in place, $25,000,000 / $768,000,000 = $25 / $768,000 = or 0.00325% (alternately, 0.0000325). National priority.  Now, I know that the USDOJ administers VAWA, but I am unsure whether its funding actually comes from HHS.  (I will find out, though!)

ANOTHER “QUICK LOOK” WAY IS TO SEE WHERE DOES THIS VAWA COME UNDER THE DEPT. HHS FY 2010 DESCRIPTION.  FOR EXAMPLE:  DOES IT MAKE “FUNDAMENTAL HIGHLIGHTS?”  Look and see (the answer is No).

Does it as such rate its own heading (no).  It shows up LAST, not bolded, in 4 pages of elaborate agenda with details of amount of funding:  The heading on alternate pages reads “NEW ERA OF RESPONSIBILITY” and addressing violence against women, or intimate partner violence (which overlaps with child abuse, can lead to homelessness and death, and does, etc., and has been tagged as potential cause of substance abuse and other troubles under http://www.acestudy.org (Adverse Childhood Experiences — see my link to right) — this does not make the “CHANGE.gov”‘s administrations honor roll, even.

 Domestic Violence comes under “Other Presidential Initiatives” like this:

 

Provides Support for Other Presidential

The Budget includes funding to reduce domestic violence and enhance emergency 

care systems It also expands the treatment ca- 

pacity of drug courts including services to protect 

methamphetamine’s youngest victims Substance

The sum total level of description, herein, are the words “reduce domestic violence.”  There is plenty more detail in almost any of the other 17 plans.  Each merits its own paragraph.  REDUCING DOMESTIC VIOLENCE COMES IN #18.5 of 18.

Hardly a “priority,” eh?  ???

Let’s check back at whitehouse.gov — maybe they did better for 2009: (I have also already posted on this):

FAMILY:

Ten days after taking office, the President established a White House Task Force on Middle Class Working Families, led by Vice President Biden. The Task Force is focused on raising the living standards of middle-class, working families across America.

The President’s American Recovery and Reinvestment Act provided needed support to families enduring difficult times.

ALREADY I see I’m not on the map.  We were a middle class (lower) working family plagued by (my husband’s) domestic violence, which has resulted in him, basically dropping off the map economically since separation (FYI, part of the economic abuse, ongoing) and me being forced out of it back onto welfare.  So out of the gitgo, many families, being in this situation, are not on the map economically as to being rescued.  HOWEVER, let’s look.  Under the “FAMILY” is this statement above, that this AMERICAN RECOVERY & REINVESTMENT ACT is to help “families enduring difficult times.”

Domestic violence is long-term difficult times, until it is stopped, or the perpetrator is separated from his victim, and held accountable.  However, a problem arises (among them, jails are full).  ANother problem is the alternate white house agenda of putting fathers (ALL fathers, apparently) back in their kids lives.  I am wondering whether a female-designed program might just have accounted for the concept that under the all-inclusive category of “WOMEN” (in VAWA) are many MOTHERS.  We are approximately half the population, or 51% I heard?  Most of the other half came from some of us.  If the 1 in 4 abuse figure (25% of the 51%) is appropriate, then I think this is a significant enough percentage to merit a mention under “family” in our white house agenda.

Under “Families” are 7 bullets, none of which refers to violence within the families.

Under helping Working Families, it’s not mentioned either.

Under STRENGTHEN FAMILIES, do battered Moms (or women) (or children) make a mention?

Strengthen Families

President Obama was raised by a single parent and knows the difficulties that young people face when their fathers are absent. {{ DESPITE MY RAILING ON THESE SITES< I FEEL HE TURNED OUT ALL RIGHT.  DON”T YOU?  HE BECAME PRESIDENT. I VOTED FOR HIM IN PART HOPING HE MIGHT ALSO UNDERSTAND THE SINGLE MOM TAKE ON LIFE.}}  

He is committed to responsible fatherhood, (1) by supporting fathers who stand by their families and encouraging young men to work towards good jobs in promising career pathways. The President has also proposed an historic investment in providing home visits to low-income, first-time parents by trained professionals. (2) The President and First Lady are also committed to ensuring that children have nutritious meals to eat at home and at school, so that they grow up healthy and strong.

A commitment to stopping domestic violence, which is primarily targeted at women when it comes to fatalities, would most certainly help ensure that the children at least get to grow up, period!!

(1) “responsible fatherhood” is a code word for the uninformed, and boy is IT well funded.  By “encouraging young MEN to work towards good jobs in promising career pathways” I would like to note, WHAT ABOUT THE WOMEN??  It’s already abundantly clear it is desirable that the Moms put their kids in earlier and earlier Head Start.   The purpose of this is that we go to work.  So why do young MEN get our President’s and his wife’s special encouragement, while the young women, some of who are giving birth, don’t even get a mention when it comes to  “promising career pathways.”  What is expected?  Does he want us at home with our kids (but not homeschooling, which is anti-patriotic, I heard), or in the workforce?  Does he want to perpetuate the WAGE gap while attempting to narrow the health care gap?  What’ gives?

And, I would also like to ask, where is the respect here for some of the older women, who have raised children somehow with or without the benefit of VAWA, and are working also?  If we happen to be divorced and NOT playing 2nd string Mom to some children that were Healthily replaced into Marriages that the Federal Government approves of, what are we expected to to do?  Take up the slack in the VAWA funding as encouraged to do in the Oct. 08 speech above?

Now, while I see under “Women” this is mentioned, I just wish to point out that when discussing “families” it takes a woman to make one.

The Violence Against Women Act of 1994 (VAWA) is a United States federal law. It was passed as Title IV, sec. 40001-40703 of the Violent Crime Control and Law Enforcement Act of 1994 HR 3355 and signed as Public Law 103-322 by President Bill Clinton on September 131994. It provided $1.6 billion to enhance investigation and prosecution of the violent crime perpetrated against women, increased pre-trial detention of the accused, imposed automatic and mandatory restitution on those convicted, and allowed civil redress in cases prosecutors chose to leave unprosecuted.

VAWA was drafted by Senator Joe Biden’s office with support from a number of advocacy organizations including Legal Momentum and The National Organization for Women, which described the bill as “the greatest breakthrough in civil rights for women in nearly two decades.”

VAWA was reauthorized by Congress in 2000, and again in December 2005. The bill was signed into law by President George W. Bush on January 52006 

Criticisms of VAWA legislation

Various persons and groups, including Marc H. RudovGlenn SacksRespecting Accuracy in Domestic Abuse Reporting (RADAR), and African-Americans for VAWA Reform (AAVR), have voiced concerns that VAWA violates due process, equal protection, and other civil rights. {{ALL OF WHICH DOMESTIC VIOLENCE ITSELF DOES….}}  None of these groups oppose laws protecting victims of domestic violence. They oppose laws that discriminate exclusively against specific social groups and deny these groups equal protections.

PICTURE ME IN THE AUDIENCE, EAGERLY RAISING MY HAND, AS IN A CLASSROOM, JUMPING UP & DOWN FOR ATTENTION.. ..  “Sir, Sir?   SIR??  I have a question”

Given that many “women” are “mothers,” and the Bush and Clinton administrations are avidly promoting “Healthy Marriages” (meaning, 2-parent households preferred, all others, go to the back of the line, when it comes to custody) “Promoting Responsible Fatherhood,” how are you going to reconcile the domestic violence restraining orders, obtained through the VAWA fundings, with the inevitable trip through the family law system, where another paradigm reigns?  

How are you going to reconcile “Promoting Responsible Fatherhood” {{=child support waivers (lowered obligations) in exchange for increased access (to children that may have witnessed Dad beating Mom to the point the law had to intervene)}} with the above claim.  As I am sure you know, those movements “rule” in the family law system, and are vastly outfunded compared to this $25million, though we do appreciate it?

Would it not be simpler to de-fang the the policies that are specificall directed AGAINST VAWA and AGAINST the right of a woman to NOT remarry after leaving an abuser, without losing the children that she removed from that volatile environment?

Or, I have another idea.  If the “communities of faith” continue (as they have) to operate as a law unto themselves (as they do) in the matter of domestic violence, being as clergy at least, many of them mandated reporters of DV & child abuse, how’s about you remove the tax-exempt status unless they PUBLICALLY post the laws stating that domestic violence, spiritual or moral problem that it is too, IS in this country a felony or misdemeanor crime??

I have another question:  It has been shown and reported well (see “The Batterer as Parent,” by Lundy Bancroft) that one of THE most important ways to help children recovver from the trauma of seeing a caretaker abused is to be supported in their relationship with the nonabusive spouse.   Are you or are you not aware that when a protective parent comes into the family law system, she is likely too get stripped of, in either order, her kids (and access to them), or her finances.  How are you going to reconcile the competing members of your supporters in this matter?  Are you willing to lose the support of some of the prior administration in order to protect women and children, and reduce taxpayer waste in these matters?
May I speak to your wife on these matters?  
Are you aware that the mere presence of a woman in a high-ranking policy post does not mean she isn’t sexist, still?  
ARE YOU COMMITTED to upholding the U.S. Constitution even if it affects your constituencies?
These are things I as a woman AND mother whose case was badly mishandled from the outset, right out the door of the domestic violence kickout order, and I believe SOLELY because I had children.
A picture is worth a thousand words.  You have conjured images above that don’t resemble the reality, the ugly reality of these matters.  You have called to a “we” but “we” who already have become “we’s” in this matter have questions about some “You’s.”  Are you willing to confront some of the “father’s rights” policies that have impoverished and put a risk women, mothers, coming out of domestic violence.  ??
I will look at the overall picture of funding, and not just a single, impressive figure, in assessing whether as President you have put our money (not yours, but OURS, as citizens) where your mouth was on this month.
WHERE I WAS IN OCTOBER 2008:  Unemployed due to unchecked DV.  NOT the economy (in this particular situation).  Disgusted with the previous entire year’s re-run through the nonprofits that don’t acknowledge that domestic violence affects job stability, and credit, with my inability to get EDD, but time wasted in the process, and with the lack of charity access to some very, VERY basics such as:  cell phone (for safety, and to receive callbacks from potential clients or employers), and bus passes, once my car went down for the count (again).  Without car, consistent cell phone (and yes, I called ALL that I could find of the supposed organizations to providei them), and without income to provide food even, my health went down and trauma level (exposure) went up.  I was also stalked this year, and mocked for reporting it to my family, but managed to squeak out a single police report.  
For some of us, domestic violence is not just a monthly awareness.
Add to this, my increasing awareness that all of this was avoidable if ONE sector had done it’s assigned job honestly and ethically.  I knew which ones, and I sought it.  I was rebuffed, and my kids are still living with their batters, as are many, many mothers with whom I associate.  
Where else I was in october 2008 was, losing heart.  But as I say above, we women have ways of sprouting roots and new shoots.  The cycle of jobs and relationships, though, is getting “old.”

INTRO:  Follow the Money

 

Of all the discussions I’ve read concerning father’s rights, mother’s rights, and family court reform, even when such discussion discuss the issue of kickbacks or payoffs (which is an issue in these arenas), few blogs or pages on-line discuss the relationship between:  Welfare (reform), Child Support issues (“OCSE”) and this “Fatherhood” thing which has compromised justice in the courts, turned them into behavioral modification centers, and jumpstarted a host of new professions, trailing conferences, publications, pronouncements (PAS anyone?) and professional certifications throughout the nation.  

And what this blog is about, particularly as these things, these days, are leading to body counts and a consistent degradation of the average household mental health, barring those who are mentally asleep, solid in their faith (in an afterlife, or miraculous provisions in this one), or in the upper 4% or so of society.  . . .. OR, who are making a solid living studying the rest of us, or managing us.  As some people do not take kindly to being so managed, this also requires significant prison and police help.

On that matter, a WSJ blog article Wednesday declared:  

Recession Watch: Calif. County Won’t Prosecute Petty Thieves (By Amir Efrati)

Contra Costa County


Law-breakers in northern California’s Contra Costa County, population 1 million, stand to benefit from the county’s budget gap. On Tuesday District Attorney Robert Kochly told his county’s police chiefs that beginning in May, his office will no longer prosecute a host of misdemeanors because he has to lay off 20% of his staff, or about 18 prosecutors.

Which infractions won’t be prosecuted? The list includes non-DUI traffic offenses such as driving with a suspended license and reckless driving, simple assault and battery, lewd conduct, trespassing and shoplifting. Here are stories from the SFChron and ABC News.

Even some felony drug cases involving smaller amounts of narcotics won’t end up in court. That means anyone caught with less than a gram of methamphetamine or cocaine, less than 0.5 grams of heroin and fewer than five pills of ecstasy, OxyContin or Vicodin won’t be charged, according to the Chron story.

But bad boys (and girls) shouldn’t get too cocky: “Core” misdemeanors offenses involving domestic violence, drunken driving, firearms and vehicular manslaughter will still be prosecuted. And the Mercury News reports that the police department says it will still make arrests for all misdemeanors, meaning suspects could spend time in jail, even if they aren’t punished by prosecutors.

Since The Golden State can no longer, at least in this county, afford to prosecute its less nefarious residents, we the people should be policing where the money went.  Right???  Or, each other (not from afar, or from ivory towers), but perhaps in our own communities and homes.  Oh, I forgot, we aren’t IN those homes, we are out working, our kids are in child care, or their Moms are on welfare while the government (finally noticing this) declared — back in 1995 at least, you’ll see — that many of those Dads in prison (possibly for assaulting Mom — or someone else, see 1994) — should be fetched out, re-educated (what happened the first time around?  See budget..) and persuaded, if their child support arrearages are reduced, or if they can spend more time with their kids (and pretty please, this time, promise not to molest or assault, and get a job:  we trust you, since we just re-educated you in batterers programs and by court-appointed parent educators, etc.) — and replaced in front of their offspring.  This is called “Healthy Families.”  Meanwhile, a different policy is sending nurses INTo the homes and taking little kids out of them, earlier, for more Head Start.  

 

In short, few follow the money trail.  Some do, and I say more should.

Few connect the money with the rhetoric.  Many connect sexual misbehavior (or criminal behavior.  Or, natural behavior, if you’re Richard Gardner of “PAS” fame) with the rhetoric, but in the long run, it’s about the money.  The ship of state is rowed with money.  Without  money, who would pay the psychiatrists (including those at institutes, not those just analyzing why one parent is so distraught, or child, at contact with the other one, by looking at them, rather than looking at the CASE file, and searching for facts, not assertions).  

In short, this nationwide attempt, purportedly to get deadbeat FATHERS back to work, has actually been great business for the analysts.  And, say some, child-molesters and woman-beaters.

Both fathers’ groups and mothers’ groups complain about violation of due process in the family courts, just not towards whom it is biased.  Well WHAT type of incentive would get a whole institution to violate due process as a matter of general practice?  

We need to talk about the money.  To do this, we should look at the Executive Branch of Goverment’s statements that helped turn over the ignition in driving the programs that are using it.  (Yes, I know I just switched analogies.  I do not have cartoon capacity, otherwise, I’d post a few illustrations).  Let’s look at the Head of State (historically), and who turned HIS (maybe in the next decade or so, I will have to write “His or Her.”  Sorry, Secretary of State Ms. Hillary, but not this time.  Moreover, I’m going to talk today about what your husband wrote, turning the ship of state, almost 14 years ago.

(a) Government rising concern about WELFARE (costs),

(b) Government’s then “aha!” moment that the deadbeat Dads should help reduce these costs, and

(c) Government’s suddenly “aha!” that Dads are People Too.  

(Perhaps if it had interviewed a few of the struggling Moms, it might have come to this conclusion sooner — that their children were growing up in poverty in a female-headed household) (Another thing it might, perhaps, have asked is why are Moms leaving Dads, or Dads leaving Moms?  In this regard, I refer to the 1994 V.A.W.A. act, up for re-funding, please contact your Senator, if you’re not a libertarian, or a Dad who believes you were wrongfully thrown out of your house, and she was asking for it, to vote YES to refund).

Again, this is the problem:

 (a)  single mothers needing welfare because they are not staying with the fathers, and said fathers are not supporting the kids; (b) to fix this, child support was started, or upped.  However, because said collection sucks, we will now: (c) divert money from directly (government dole) supporting single mothers to re-engaging single fathers, including those that have been in prison for, either nonpayment, or other serious crimes, such as assault and battery, or worse (worse? well, see yesterday’s post).   This is supposed to help all involved — the Dads, the kids, and the public deficit.  

OK, I think I just flogged Balaam’s ass long enough on this point.  Here’s the hard data, the angel in the road with drawn sword, as it were.  (FYI, for the uninitiated, Balaam was a crooked prophet.  He prophesied for pay and went panting after it.  His bad behavior in the Bible’s Old Testament makes mention in the New (as an example of prophesying for pay).

I hadn’t intended the comparison to our family law system’s paraprofessionals, but I’ll let the serendipity resemblance sit.


Are they working, these policies?

(Also, related, is our current President changing THOSE policies?)

Well, I looked yesterday at a site called “USAspending.gov” and saw that, in order, the top three 2008 expenditures of the Federal government are, in order:  Dept. of Health and Human Services (HHS), Dept of Education, Dept. of Transportation. (see interactive map) Together in one year these comprised respectively  54%, 18% and 9%–rounded.  Do your mental math (if you did NOT come up through the US public school system in recent decades, chances are better that you can do this.  Or, if you’re poor, and are must stretch pennies to eat, stay housed, and get to and from work, assuming you have work).  This is about 81% or MOST of the pie.

 Considering 2000-2009 overall, the top three federal department expenditures were:

Dept. of HHS (30.5%), Homeland Security (26.4%), and SSA (25.0%).  To get the impact, also click on the “switch to dollars” link above.  Please review this! (skip the rest of the post, if need be!)  Overall (2000-2009) the Dept. of Ed. is suffering, at a merely 3.68% or $532. 188.  Did I say, Billion dollars?

It seems clear to me that we (this IS still government of the people, by the people, and for the people, right? (I may have even got the prepositions wrong, but at least I know what a preposition is, as well as preposterous PROpositions, and I don’t mean the stranger that has been trying to talk to me for three days here, failing to get my nonverbal “buzz off” and  my verbal “I don’t want to talk to you” messages to date.)  . . . 

It seems clear to me that “we” are dedicating 30 cents out of every dollar to studying ourselves, another 26 cents spying on ourselves, in part to answer why we let hijackers fly planes into the Twin Towers, demolishing both of them and killing thousands — and into the Dept. of Defense headquarters, taking a chunk out of it also (9/11/2001), and another 25 cents financially supporting adults who can’t or don’t support themselves & kids in poor households.  (note these are not 100% female-headed households, FYI), perhaps because?  the 3 cents we spent educating them, resulting in some of the dads being in prison or unable to work, or uninvolved with the family.  

Or possibly?, because of prior social engineering in the schools that kept kids so under-engaged in creative activities that sex was the best they could come up with, and violence.  When this happens, of course it’s still not the government’s fault from prior generations (of schooling or social engineering), but the parents.  This is the direct consequence of unmonitored government Of, BY, and FOR “the people,” a perceptual divide where WE (the people) farm out most of our vital force and dollars, trusting THEM (the elite, informed specialists) to steward OUR (or our parents’) money wisely, without OUR oversight.  Well, that’s bright, and perhaps a value system we learned under the 3cents worth.   Thats my two bits’ worth.  (FYI, that’s $0.025, and not $0.02).

I am a subject of some of these socially re-tooling society programs, and as such shouldn’t really have a voice.  Plus, I didnt’ graduate in a School of Behavioral Health, nor am I a Harvard psychiatrist.  However, my two-bit thinking thinks that if the Dept. of Education with its 30% had done its job right,  could teach the kids, while they’re growing up, about how to stay together as a family, at least as well they have been taught about how NOT to have one, or how to unburden one’s womb of an unwanted pregnancy (possibly gotten from some of the healthy-marriage-promoting relationships one developed while at school, and Mom at work).  

Perhaps the school environment could have itself modeled a healthy family environment — not the kind with 26 children, close in age to each other, and a rapidly changing assortment of parental figures (some of them molesting kids, others superb, some of them last-minute substitutes who don’t really know the children, for when the main teacher got stressed out or sick, or quit) going in and out of a kids’ lives and trying to keep them all entertained and engaged in learning. 

I mean, come to think of it, if we are going to teach kids how to have healthy marriages and families, if No Child is to be Left Behind, then perhaps the one-room schoolhouse with the teachers actually living with the families served, even rotating from house to house (what a commitment!) might be a slightly better model, than being taught by strangers.

(Could we safely say that apart from immigration as adults or halfway through K-12, and private, parochial or other religious, and homeschooling educational scenarios, MOST of the U.S. populace has come through this system, created in the late 1800s).  Now what has happened in “family law” is that another department, the Justice Dept. — which funding is far lower (see USAspending.gov) has become a remedial, therapeutic, educational institutional form of jurisprudence (see my post on this).  Perhaps, sooner or later, the entire US populace can receive employment, paid by taxes it pays itself, in studying itself.  Believe me, I have considered this alternate form of employment, once I learned who is being paid what to study what under the HHS / ACF department responding promptly and expensively to the Presidential Directive below.

Given the current economic situation and tenor of the news, how would you say this government by the people, of the people, and for the people is doing?  

 

I’ll let that question hang over the shadow of the last set of family wipeouts, or the little girl found in a suitcase at the bottom of an irrigation pond, last month.  I am today going to apply for Food Stamps for the first time in 9 years, and only second time in my life.  THe only reason I would do so is that attempts to enforce child support, create a safety zone (from prior violent husband) in which to safely and non-traumatizedly work, and to raise children while fighting constantly in the family court arena, AFTER  my non-welfare-receiving family was just about solvent and, apart from the thunderstorm brewing (because I was doing things that supposedly single mothers couldn’t do — and was told as much, in writing, by someone who didn’t notice, I guess, what I did while living in an intact household with an abuser).  Bus lines are being cut (my car is gone, as well as kids, as well as prior profession), and as much as I hate to go one more round with the government THIS decade, it seems a better use of my days to spend one applying for a little piece of plastic that will produce food, than hoofing it around on the buses to bring it back again.  That routine (as well as my body) is getting old.
