reviews the “Agenda 21” and that lawsuit against its application to the San Francisco nine-county Bay Area (Northern California), and gets into the actual Edward Charles Foundation (“ECF”) and at Freedom Advocates tax returns, and uncovers a different name used by the latter for the IRS filing than at the State level, as well as that Freedom Advocates only filed in 2006 and 2008, that I can see. ECF is how I found out about the Whitaker Peace and Development Initiative, Inc. (“WPDI”) in part looking for ECJ’s contributions to “Peace Foundation” business entity, not found; meanwhile, the original incarnation (name) for the Whitaker Institute showed a website “peacearth.org” (no longer valid), while a Form 990-N, which has a blank for “website” in 2012 showed “none.”
Odd, for an organization talking about the media campaigns it is running overseas and as part of original articles of incorporation statement of intended activities, to not have a website up and running.
After seeing similar disconcerting FISCAL behavior by several inter-related organizations, mostly with a UNESCO connection, I think this subterranean fact should be exposed when it comes to the “Sustainable Development” /Healthy Communities / Conflict Resolution / Violence Prevention and particularly “PEACE and DEVELOPMENT” rhetoric coming at us from all angles, these days.
Again, what’s “peaceful” or “just” about setting up alternate forms of government via nonprofits, and then those nonprofits not even behaving properly under (See last post!) basic business laws of the USA?
I discovered pretty quickly in using the NY/NY Port Authority as an example, that (a) the coordinated tax-exempt foundations (the big ones) and (b) UNESCO “name it and claim it” policy is moving in on the US, one case involving the recently bankrupt (?) and devastated City of Detroit.
This connects to the family court and domestic violence networks, as they themselves are working the UN goals already. Working those goals requires the participation of NGOs and the tax-exempt sector. Somehow what no one wants to have significant conversation about is what the tax-exempt sector is doing to the peace, justice, sustainability, gender equity, children’s rights, etc. goals (along with climate change) that seem to be the justification for world-transformation at the global (NOT politically-represented by local elected officials WITHIN each country) level.
IN CASE YOU’RE WONDERING WHY TWO SMALLER OR THREE RECENT, AND SMALLISH 501©3s are WORTH THIS ATTENTION, IN ADDITION TO THE UNESCO SPOKESPERSON/ACTOR ASSOCIATED WITH AT LEAST TWO OF THEM (PLUS OTHERS MAYBE NOT SO NOT-FOR-PROFIT):
In the larger picture, we are looking about how US residents and citizens are regarded in the global world transformation and development planning process… this is about taxation and tax-exempt entities as a means to cloud accountability, accelerate the transformation — and discourage LOCAL, informed debate or consent on the transformation itself. Along the lines of overcoming national sovereignty by simply out-flanking it, or out-sourcing its activities.
(As evidenced in the system of financial statements (CAFRs) regulated by a US-Canada Government Finance Officers Association?). What’s philanthropic about government as a for-profit operation using the population as its line of credit, and lecturing them about debt, while hiding the revenue-producing assets in other parts of the CAFRs, and multiplying forms of inter-jurisdictional governments and JPAs for infrastructures where the citizens have no say — but which they must pay to utilize after also being saddled with the debt to finance…). Separate topics, but for reference, a well-known one, the Port Authority of NY/NJ formed in 1921, and among its more famous infrastructures were (the ones that collapsed on 9/11/2001 AND the replacement ones) is the World Trade Center.
Not that I’m agreeing or disagreeing with the next Bloomberg summary but it provides a summary of what the Port District and this Authority encompasses:
Do you think governmental control and authority of this scope of assets “just might” affect politics, let alone business, some? Again, HOW many people died on 9/11 and how was the country further restructured after and because of it, blaming this (of course) on the planes — and nothing else — as the cause of collapse, and dismissing the concept of a planned demolition (clients — leasing office space — and those unfortunate enough to be doing business with them on that day — inside).
Now here it is, all broken down and destroyed, and the above article (which is not talking about how the towers went down at all) again referencing the role of the Port Authority in rebuilding it and how this “incidentally” also killed one executive director OF that Port Authority….
There’s been plenty of reporting on what to do about the corruption involved in compiling control of this huge, and critical infrastructure in an Authority, as regards governors of both state and their high-level political appointees or public servants. Among the scandals over this one I see already at least one former attorney general and transportation commissioner, and (if you’re following the news) this summer at one point, Governor Christie of NJ was being considered by Donald Trump as a potential Vice President.
But you’d need to read my post on this to make the connection with the CAFRs, and THAT connection through the major tax-exempt foundations involved to another UNESCO program (endorsed by said foundations), now it’s not called “Strong Cities Network” but “Design Cities” and guess which one is first on the map in the USA? — The recently devastated and bankrupt (allegedly), Detroit. What is really going on here, in the UNESCO-takeover of US Public Institutions, whether Cities, or the Family Courts (i.e., as run by internationally-oriented, subject-matter focused trade associations, as I believe THIS blog, at least, has convincingly shown over several years)? Curiosity helps understanding. I was curious about the Port Authority, made a mental note, did a search, started reading. Go see that other post (active when published!) — no room for it on this one. This post currently titled:

The overall theme (see top left square in graphic) is ‘TRANSFORMING OUR WORLD” and for transformation, of course new forms of power and infrastructures (i.e., government) must be found and the old ones fade in importance, relevance, and of course, subject matter jurisdiction.

So, for “People, Planet and Prosperity,” here’s (some of) the lofty, and vague language that clicking on the “Transforming Our World” Icon led to. Notice however sustainable it is to be, the purpose — and main noun here — is still “DEVELOPMENT.”

Re: those two circular, colorful logos, and speaking of lofty, international language, this is from 2014 and still on the DAIP (DuluthModel) site, whose policy demands “Coordinated Community Response” which all seem to like — get them communities “coordinated” (under centralized, systems-model trainings) — have the US Taxpayers fund it of course (DAIP is primarily and has for the most part, been mostly government-financed, both HHS and DOJ/OVW apparently). “THE DULUTH MODEL”: COORDINATED COMMUNITY RESPONSE (CCR) WINS PRESTIGIOUS INTERNATIONAL PRIZE FOR BEST POLICY WORLDWIDE”
Duluth, MN – On Tuesday, October 14, [2014] the Duluth Model’s “Coordinated Community Response to Domestic Violence,” a partnership between Domestic Abuse Intervention Programs (DAIP), and criminal justice agencies of the City of Duluth and St. Louis County, was named world’s best policy. Out of 25 international nominations, the “Duluth Model” was the only policy to be awarded the 2014 Future Policy Award for Ending Violence against Women and Girls, or Gold Award. The Future Policy Award is the only international award which recognizes policies rather than people, and the “Duluth Model” is the first humanitarian policy to be honored in the history of the award.
Emphases (color, bolding, italics) mine, not in the press release. They did not emphasize that is, the PUBLIC/PRIVATE nature of the coordination — which is key to privatizing government and crossing jurisdictions set up for orderly administration of government where the general idea is that government represents the will of the people as expressed through their ELECTED representatives.
Presented by World Future Council, the Inter-Parliamentary Union (IPU) and UN Women, Representative Michael Paymar, co-founder of the “Duluth Model,” accepted the prestigious 2014 Future Policy Award for Ending Violence against Women and Girls in Geneva today.

Born in Minneapolis, Minnesota, Pence earned her BA from the College of St Scholastica in Duluth and a PhD from the University of Toronto. Her mother inspired her to be an activist and, as a young woman, Pence became involved in anti-war, civil rights and homelessness issues. In 1975 she joined the feminist movement against domestic violence, and five years later she moved to Duluth, where, with a group of friends, she came up with the Duluth model.
Pence was a regular visitor to the UK, speaking at conferences and leading training sessions for police, policymakers and refuge workers…
During the past three decades, she published numerous papers and book chapters on institutional responses to the issue of violence against women, and co-authored two books – Education Groups for Men Who Batter: The Duluth Model (with Michael Paymar) in 1993 and Co-ordinating Community Response to Domestic Violence: Lessons from Duluth and Beyond (with Melanie Shepard) in 1999.
Until late 2011, Pence was the executive director of the organisation Praxis International, which she founded in 1998 and is dedicated to the elimination of violence against women
How horrible that she died, and at age 63 for a woman, I’d have to call that prematurely, from breast cancer.
Here’s “PRAXIS INTERNATIONAL” 990s — and a quick look at the latest one shows its dependent on contributions and that those over $2M of contributions are 100% “government grants.” While it earns a modest $117K in training others (Program service revenues) it’s clear from statement of program purpose that its main focus is “Technical Assistance and Training” of OTHER grantees — i.e., likely public civil servants are included, and likely USDOJ/OVW grantees.

Odd that its executive director (Cynthia Cook) works a 40 hour week for only $16K, while two others, though paid, aren’t paid much (well under $100K). They show 20 employees (no volunteers, no independent contractors (Part VIIB is blank), a Duluth address (but also a St. Paul office per the website) and — just take a look at the financials — and, comparing Summary, Part I to Statement of Expenses, Part IX (which details what’s summarized, obviously), this I think it’s all-woman-led (Part VIIA), and asking yourself what, exactly and by category are they doing?
- Taking in government grants — only contributions are government grants, NO private, fund-raising, or federated campaigns (see Statement of Revenues, Part VIII).
- Expending this just under half on “Salaries” ($915K for year in question) and just over half on “Other Expenses” ($1.1M for year in question).
- Under those Total “Other Expenses of $1.1M,” Part IX shows the breakout on Line 11g includes a high amount is “Other” under the category “Other” (consultants, fees for services, non-employees) — nearly half ~ pushing 1/2 million ~ at $489K.
- Schedule O, detailing line 11g, as should be done when it’s more than 10% of total Program Expenses (again, it’s pushing 50% of those expenses) — shows it all ($489K) going to “Program Consultants & Trainer (singular).” In fact, at the very last paragraph of the tax return, a single line-item referring to “Part IX, Line 11g” reads ”

As this, noticeably, conceals how many program consultants (or WHICH single, I notice Trainer) and fails to list any entity or individual subcontractor paid over $100K, I think it’s fair to characterize the organization as taking in $2.1M of government grants and, as far as the IRS form is concerned, effectively concealing TO WHOM almost 1/4,, or almost 0.5M of that, went. Could it be someone else in the DV Cartel?
If this were a California organization, it would be required to file a statement, with contact numbers, of from which government entities it took the grants, every single year.
Meanwhile, the graphics of Praxis (the word simply means “practice” and refers to, in opposition to theory, I suppose) International show its overall purpose is as a systems change catalyst:
Exploration of “Praxis” colorful and Graphics/Icon-heavy website show that it has four basic programs (corresponding to the four colorful slides showing on the home page) with earth-tones (orange/rust-colored frame, purple, green, red, etc.), one of them being Pence’s “Institutional Analysis” that she picked up from her time studying this at Toronto. It also admits that it’s rooted in sociology and that page, at least references the number of a supporting USDOJ grant:

The website is simple and clean in organization. You can see through the labeling that the “institutional analysis” does not include the institution of the family courts — as any labeled entity. They are talking about police and 911 responses, i.e., primarily the criminal system. There is of course no reference to the existence of any such beast as “PRWORA” (welfare reform as a U.S. Act of Congress the same year the group was founded, “coincidentally.”)
REGARDING TRYING TO TRACK A USDOJ GRANT (by its # and who were the grantees of that particular number) somewhere on the USDOJ website — forget it. They have no such database. A sense of where it might be going would be better found piecemeal by a Google search, unfortunately. Which is itself a statement on how little it matters (to the USDOJ administrators) whether or not the public can track its grants. I have an upcoming post on this, but wanted to show just two results for that particular (exact) grants #, and reference also that Battered Women’s Justice Project website acknowledges that a similar grant # (ending K058) was involved in its web page….among others:

With apologies to my reader, I’m posting the “History” page of this one; the organization is apparently “Center for Domestic Peace” but the website features the “TRANSFORM” and CAPACITY-BUILDING” as well as their program name which relates to the TCAT process.
I remember running across this information as a battered single mother BEFORE my kids were stolen, and scouring the internet for sources of help; realizing this was “technical assistance and training” and not a source of help, that is, after the organizations they’d also been training, had failed to — because the situation was in the family court now…
The website reflects some of the many funders (see link) also it has been calling upon. Too bad individuals can’t call directly (again for post-separation help with ONGOING DV issues) on many of those funders, either. Somehow all are more interested in capacity-building, training, and things that can be done through webinars or downloadable curricula.

Founded by the Center for Domestic Peace in 1997, Transforming Communities: Technical Assistance, Training, and Resource Center (TC-TAT), initially established to document and disseminate the best practices of its local prevention work and other successful community mobilization campaigns. TC-TAT has since delivered multi-cultural TAT to more than 6,000 individuals and 229 teams of practitioners nationally within the violence against women field. Using a public health approach, gender-role analysis, and social movement theory to address the root causes of violence against women and girls, TC-TAT helps to build the capacity of violence against women organizations, allied organizations, and communities to do prevention work, strengthens, expands and mobilizes the prevention movement, and informs and influences policy and funding for prevention.
TC-TAT’s unique integration of theory and practice supports TC-TAT to be a leader in facilitating dialogue, advancing learning, generating new thinking and disseminating best practices.
TC-TAT’s capacity is reflected via its accomplishments:
- Delivered statewide TAT in California on VAW prevention through 18 major contracts with state and federal agencies (2002-2014), with a focus on underserved populations (communities with disabilities, of faith, geographically-isolated/rural, and monolingual immigrants);
- Currently providing TAT on organizational capacity building to grantees funded by the Office on Violence Against Women (2012-14);

(dba Marin Abused Women’s Services in San Rafael, CA). I see what’s going on there, but not commenting much on it here — they combine actually running a shelter (and programs for violent men, women, and youth, etc.) with the training program. The “$8M” assets above are gross assets; they are holding about $5M (depreciated) land and equipment, and $2.4 in “Other investments” — seems well balanced (as described in Schedule A, I think it is) — and donated $48K only in grants to “Client services.” NO subcontractors. Most of the money is going to their 48 employees. The board and officers are all women; however only 3 officers are actually paid.
THE WORLD FUTURE COUNCIL, and COUNCILLORS:
World Future Council is, notably, NOT based in the United States of America, but like many that are, has a grandiose claim about who it’s representing, globally:

I see they have 9 program areas, represented by large circles each with a photo and title, as opposed to the 17 SDGs. However read the language of self-description and why the name “Future” — they wish to COUNCIL on DECISION-MAKING. Globally. Period. They are the “change-makers” or transformers of the globe (self-contained as a council called together by its originator “Jakob von Uexkull” founder of the “Alternative Nobel Prize“, only in about 2007, as it would appear). Interesting — right before that major mortgage-based meltdown in 2008 in the USA involving MERS and causing a major recession, followed by a version of the US PRWORA (Budget) Act of Congress, short title “American Recovery and Reinvesment Act” AKA, “ARRA”
Did someone have advance knowledge of that impending melt-down, timed approximately to the last year of President George W. Bush’s post-9/11 second term? ??
Decisions we make today will have consequences for many generations to come. The World Future Council (WFC) consists of 50 eminent global change-makers from governments, parliaments, civil society, academia, the arts and business who have already successfully created change.
We make politicians aware that they have an ethical responsibility to assess every decision-making process on the basis of how it will affect future generations. In close collaboration with civil society groups, members of parliament, governments, businesses and international organisations we research future just policies and legislation.
Their’ market niche” then is “Politicians,” presumably without regard to in which countries. Without specification, that means “globally.” We are talking, influencing governments.
We then advise political decision-makers, offer them tried and tested courses of action and support them in the concrete implementation of new policies with the goal of ensuring that their decisions are always made in accordance with sustainability and intergenerational fairness.
There’s that “Sustainability” again. This world council seeks to set the standards by which to judge the actions of government — and it only meets once a year, and in between, through their “expert commissions.”
The WFC Councillors meet once a year to decide on a work programme and to form expert commissions and working groups. The organisation was launched in 2007 by Jakob von Uexkull, Founder of the ‘Alternative Nobel Prize’.

I wanted to demonstrate (click “Councillors” link to see) that they are NOT identifying country with the thumbnails + person (including title which would refer to their field of practice, at least somewhat — Judge, Professor, Dr. ….).
However, as I understand the American (meaning, USA) system, the focus is NOT to be on the personality of the leadership (current Presidential election campaign aside for now — I’m talking, constitutionally). When the President is Sworn in by the Chief Justice, you may note that these are representing the Executive and Judicial branches of government, but why isn’t a PERSON, such as the leadership of House of Representatives and the Senate, part of that swearing in process?
Is it not because it is to be the rule of law — is not to be controlled by dictator, tyrants, monarchs, or others, but as in its written form — equally important? THIS style, however, focuses on personalities and expertise.
I clicked on one of the many councillors whose name sounded familiar: “Dr. David Krieger.” He is an attorney and since 1982 — not too surprising — has been President of a tax-exempt organization (foundation) representing his major interest — Nuclear Disarmament. The doctorate is in political science — and the bio blurb while I think it’s probably USA, STILL doesn’t say so, and doesn’t identify from which institution he got his doctorate, or where he practices law.
Wow (see next image and link below) — another case of the “grabs your domain temporarily and reformats according to ITS instructions” web, such as I noticed in “Strong Cities Network”.

This sounds like it might be a 501©4, however the same paragraph describes an “independent nonprofit organization” also references Ellsberg’s position at the filing organization in Santa Barbara, Nuclear Peace Age. Huh?

The Council of INES consists of its members, however who is “Executive Council” (with bottom of website reading “co. 2013”) is interesting. Co-Chairs are a Climate-Change professor from Hamburg University and a Research Associate from MIT with specialty in South Asia. The Treasurer is from Finland. Only 3 otherm ember sof this committee are listed: One from USA (Dr. David Krieger, citing to NAPF.org and being a Councillor at “World Future Council,” a Professor from Russia, and another member (the only woman) from Germany. CV’s are shown, which should make that a very interesting link.
Odd, several (not just one or two) of the C.V. links on the INES “Executive COuncil” link above, including to one of the two co-chairs — are absent (no C.V.) or no longer current (for the co-chairs).
The German Co-Chair Professor Dr. Jurgen Scheffren (minus a few “umlauts”), both links still active. After his physics PhD at Marburg University he worked in the Interdisciplinary Research Group Science, Technology and Security (IANUS) of Technical University of Darmstadt, at the Potsdam Institute for Climate Impact Research (PIK), and as Visiting Professor at the University of Paris (Sorbonne). Before he came to Hamburg in August 2009 he spent five years at the University of Illinois at Urbana-Champaign where he held positions at the Departments of Political Science and Atmospheric Sciences, the Program in Arms Control, Disarmament and International Security (ACDIS) and the Center for Advanced BioEnergy Research (CABER).
His research and teaching interests include: energy security, climate change and sustainability science; arms control, technology assessment and international security; complex systems analysis and mathematical modelling. Claus Montonen reveals disturbing evidence of shortcuts, overspending and commercial infighting during the construction of Olkiluoto 3 – the first of a planned new generation of nuclear power stations in Europe….
During the debates, it struck me that one of the major reasons for the success of the nuclear lobby in a small country like Finland is the narrow base of experts (in this case, nuclear engineers). The small numbers (just a few dozen) of them that we have frequently change employer, from power utility to the government’s Ministry of Employment and Economy, and then to the safety authority STUK, and to the State Technical Research Center VTT, which is the first to be called when the administration needs advice on matters related to technology. The result is that both the watchdogs and those being watched speak with one voice, making it hard for genuinely independent opinions to be heard. (At times STUK has made critical comments, but only after mounting public pressure following disclosures of malpractice.) Ideally, the politicians should form their own opinions based on more general considerations, but in practice they seem to be intimidated by the unanimous opinions of the ’experts’.
Last month I employed a carpenter for repairs on our house. It turned out he had also been working on the Olkiluoto 3 reactor. Based on what he had seen and on what he had been told by his workmates, he said that when the reactor starts up, he intends to be as far away from Olkiluoto as possible.

Dr. Krieger served as Panel Chair of the Citizens’ Hearing on the Legality of U.S. Actions in Iraq, held in Tacoma, Washington in 2007, and as a member of the Jury of Conscience of the World Tribunal on Iraq, held in Istanbul in 2005.
In his early career he was an Assistant Professor at the University of Hawaii and San Francisco State University. He worked at the Center for the Study of Democratic Institutions on issues of international law, ocean governance, nuclear terrorism and disarmament; and at the Foundation for Reshaping the International Order (RIO Foundation) in the Netherlands on the effects of dual-purpose technologies on disarmament, development and the environment.
He is a graduate of Occidental College, and holds MA and Ph.D. degrees in political science from the University of Hawaii as well as a J.D. from the Santa Barbara College of Law. Dr. Krieger served for 20 years as a judge pro tem for the Santa Barbara Superior Court.
He is married and has three children. His interests include tennis, hiking and poetry.

Regarding those Tax Returns, BRIEFLY, for NUCLEAR AGE PEACE FOUNDATION , page 1 immediately shows a big gap between its “Gross Receipts” ($7.9M, header information) and its actual (Part I, Summary) Total Program Revenues (contributions, earnings, the total), which is only $1.5M. Usually — and in this case too — a large gap like that means some assets or securities were sold, and the difference is the cost. So, they sold $6.9M of securities for a profit of around $600K only.
The organization is small — 18 board of directors, and several officers — but it has only ONE officer working FT (50hours/week) or paid anything, and that’s the President, Daniel Krieger — who is paid $185K (with benefits). NO other officer works full-time or even part-time, or volunteers more than 2 hrs/week. There is no “Executive Director.” Basically, this nonprofit is his working platform, with general operating revenues drawn, it says, from about 5% of the endowment’s earnings.
There are only 12 employees, and no independent subcontractors. $11K grants went to Sweden and Germany, and $10K grant went to a “fellowship” of 1 individual which, appears to be Daniel Ellsburg as “Senior Fellow” to the organization.
From their website, which at least does post the EIN# (if no financials and apparently no obvious mailing address showing location), an April 27, 2016 one-page letter from the D. Krieger, partial excerpt quoted only. I also note on the website footer testimonials from His Holiness the Dali Lama, and Daniel Ellsburg:

The street address in Santa Barbara to which this nonprofit is registered, per Redfin, shows as a property sold for under $500K in 1990 and which has more than tripled in value since, but is only paying $23 in taxes (1622 Anacapa Street), with the organization depreciating land, buildings and equipment (DNK if this home, but possibly). If this is Dr. Krieger’s home, then good work — he’s managed to all but avoid property taxes while on a salary of close to $200K/year, maintained mostly by the endowment funds. Details show that the organization’s revenues were highest in 2008 at $4M+, declined since (except the last year shown, when they were again above $1M), while the assets remained fairly regular at $4M.

A Schedule L (“interested persons”) notes that one of the directors is also their investment broker, and paid by that broker. Pardon me, but I’m burnt out for this post anyhow, on posting more images and explanations. Anyone can look at a tax return and look up charitable details, read them, and start to make some sense of them.

That’s interesting, because people (women and children, AND at times men) are still getting killed out here. Next three (or so) paragraphs = my sarcastic commentary on reading this claim again:
And in Minnesota, around this time, a mother of five Sandra Grazzini-Rucki, was thrown out of her home, made instantly without assets, and in this condition, forced into more litigation against an ex-abuser, and the father of those children. Later, as we know (see this blog 2016 and more at Red Herring Alert, under that tag — before that blog was shut down through intimidation by THIS PARTICULAR FATHER’S hired LAW FIRM (as I recall, but double-check), CarverCounty Corruption by Leah Dannewitz. News is also being updated, I believe at justiceforgrazzinirucki.com or similar title (DNR exact domain name). Meanwhile, the high-profile Holly Collins case, many years ago, had Holly fleeing the country with her children.
Incidentally, in the Grazzini-Rucki family, BOTH sides, there had been trusts and wealth for the courts to pursue. So “why not” turn that case into a hell-hole, in the home state, Minnesota, of a well-known “raising awareness of domestic abuse” organization such as DAIP (with its UN ties), while the family courts get to do the usual “abuse? What abuse? We just want to them to focus on co-parenting..and whoever disagrees, needs a psychological (custody) evaluation, for which we have JUST the cronies excuse me, colleagues, excuse me — court-appointed &/or court-connected mental health professionals** for the job….
(**Often, AFCC members, as has been identified in that case already, and other high-profile ones where custody of the children was switched, somewhere after separation, to the ex-batterer or molester father” — which I would like to point out ,I do NOT believe is the AVERAGE father or man in this country. I don’t think most fathers engage in this behavior. But we do know that sometimes they do — and sometimes includes both the “rich and powerful / entitled” and the poor and “I may not have respect in the competitive world of men, but I’m damn sure going to get it from my woman!!” — because, as these same organizations say, it’s not restricted by socioeconomic class.)
No wonder these nonprofit organizations (a) need government grants for continuation; (b) need to develop international connections (word is gradually getting out locally about their behavior, no thanks to the “Coordinated Community Response” as expressed in the “Statewide Coalitions Against Domestic Violence” which are also sustained (somewhat) by the HHS payroll, and below them, if it indeed trickles down, some actual battered women’s shelters. etc.
The “Duluth Model” won the Gold Award for prioritizing the safety and autonomy of survivors while holding perpetrators accountable through community-wide coordinated response, including a unique partnership between non-profit and government agencies. This approach to tackling violence against women has inspired violence protection law implementation and the creation of batterer intervention programs in the United States and around the world, including in countries such as Austria, Germany, the United Kingdom, Romania, and Australia.
“What I love about this award is that it celebrates our policy and model to end violence against women. By giving the recognition to the policy we hope that it will be replicated worldwide,” said DAIP executive director (also executive director of Advocates for Family Peace (AFFP)), Melissa Scaia. “While DAIP continues to lead this work it couldn’t happen without the commitment of local leaders and their staff.”
On November 25, 2014, the International Day for the Elimination of Violence against Women, the World Future Council and its partners, UN Women and the IPU, will host an interactive panel discussion on the preconditions of successful policy-making and implementation at UN Headquarters in New York. Policy-makers from Austria, Burkina Faso, the Council of Europe, and Minnesota, including Melissa Scaia, Executive Director of DAIP (and AFFP) and Rep. Michael Paymar, will participate.

I’m posting part of what I found some years ago, and which came up in a current context of regionalization and shadow government (government/business (“public/private”) power alliances in which citizens, literally, have NO legal rights and are not members) and just how tricky and hidden these can be.
“Agenda 21″/ABAG Complaints in Northern California
I looked at this when exploring the website earlier (at recommendation of a friend), two entities are mentioned as suing “ABAG” which I end up discussing (an offshoot of discussing the San Francisco Foundation, which I’ll explain on that post, why the topic came up (it was in relationship to size of assets — a local N. California City is again possibly being pushed — a second time — into bankruptcy, and by CalPERS rule changes. An accounting rule change cut its “net assets” by half, which seems more than deliberate — why change the rules at this time when the city was just coming out of a previous bankruptcy after the 2008 recession? In that context, I went looking to see if the community foundation’s net assets were comparable to a major city’s in the same area. Turns out they were more than double — $1 BILLION, where as the city, whose assets had been approaching ½ Billion Dollars, got halved in Year 2014 to about ¼ billion (i.e., ca. $250M — and that’s for a CITY).
There’s a common term on the media “Agenda 21” regarding regionalization and planning agencies. I’m aware of it, but I don’t like the branding when my point is that we should be paying attention and looking at the financials and the forms of government authorities forming alliances with each other, and with the private sector in such a way that citizens have NO rights under those agreements.
I’m not sure how much what I’m saying does, or does not, line up with protests of “Agenda 21,” and will leave any comparisons to someone else. I’m not on mailing lists or following the topic regularly. You don’t need to have been alerted by groups protesting this Agenda to see it in operation.

Have you wondered where these terms ‘sustainability’ and ‘smart growth’ and ‘high density urban mixed use development’ came from? Doesn’t it seem like about 10 years ago you’d never heard of them and now everything seems to include these concepts? Is that just a coincidence? That every town and county and state and nation in the world would be changing their land use/planning codes and government policies to align themselves with…what?
** I don’t disagree that this is “the action plan” and have been seeing multiple forms of it, as I look at grantors, grant purposes, and grantees across the nation, from my initial and still primary concern about the HMRF funds being pushed through the (rigged) family courts, which then refer people to forced-consumption of classes and even professions run if not conceived of by those helping set up the family courts in the first place. I noticed that where there’s Parent Education there’s also frequently “Child Abuse Prevention” roughly translating to running more curricula — and instituting home visitation for everyone.
Separately, sort of, there is a statewide push for Pre-K, universal education for all (“forGET” the average person NOT participating in a compulsory-education program from as early as possible) and pushing for registration of “putative fathers” let alone hospital outreach. I couldn’t put into ONE paragraph the collective, coordinated push to centralize control of geographies, that is, COMMUNITIES, starting with major, metropolitan cities, especially port cities or those with access to major waterways (i.e., Chicago) . … and the public/private alliances in these cities having pre-set favorited programming seeking to unify the various federal agency purposes (Health, Education, WELFARE, Housing, Labor, Justice when it comes to Prisoner Re-entry) in “application” for “what (they say) works.”
In order to continue persuading and placating the communities that this is all for their own good, all’s well, and that these are actually Philanthropic innovations, and LOCAL representation was involved in choosing them …. [see references to local Community Foundations, which, as I have been showing, are moving the money overseas anyhow — how “local” is that?] major amounts of Public Relations is necessary and is being employed.
Anyhow — see that word “Inventory?” On my sidebar, scroll down to a Vital Link on Minnesota and its “HHS/ACF” grants actually going to an entity called “ISIS” — and there was one real name, one fake name found in the TAGGS.hhs.gov database, with the monster share going to the fake organization name (!!) under HHS/ACF programming…

Considering its policies are woven into all the General Plans of the cities and counties, it’s important for people to know where these policies are coming from. While many people support the United Nations for its ‘peacemaking’ efforts, hardly anyone knows that they have very specific land use policies that they would like to see implemented in every city, county, state and nation. The specific plan is called United Nations Agenda 21 Sustainable Development, which has its basis in Communitarianism. By now, most Americans have heard of sustainable development but are largely unaware of Agenda 21.
In a nutshell, the plan calls for governments to take control of all land use and not leave any of the decision making in the hands of private property owners. It is assumed that people are not good stewards of their land and the government will do a better job if they are in control. Individual rights in general are to give way to the needs of communities as determined by the governing body. Moreover, people should be rounded up off the land and packed into human settlements, or islands of human habitation, close to employment centers and transportation. Another program, called the Wildlands Project spells out how most of the land is to be set aside for non-humans.
U.N. Agenda 21 cites the affluence of Americans as being a major problem which needs to be corrected. It calls for lowering the standard of living for Americans so that the people in poorer countries will have more, a redistribution of wealth. Although people around the world aspire to achieve the levels of prosperity we have in our country, and will risk their lives to get here, Americans are cast in a very negative light and need to be taken down to a condition closer to average in the world. Only then, they say, will there be social justice which is a cornerstone of the U.N. Agenda 21 plan
Can’t say I disagree with any of that, or even any individual sentence of that. I think she’s telling the truth. Does seem to be in operation, accelerating within my own time here in this Bay Area (I had and raised children who are now young adults, if that’s an indicator for about how long I’ve been living here….).
However, I differ in what to do about it, and I particularly believe that becoming aware not just of the regional planning areas and how citizens do NOT have rights under them — to read it in print does tend to drive it home! — people should become aware of how wealth is stockpiled FROM the people to keep the pressure on them, and that many programs we believe, or are led to believe, are beneficial ESPECIALLY in the HHS and family values realm, are in fact fluid systems that facilitate money-laundering to keep up the appearances of service “throughout the land.”
There are a lot of dirty tactics in play, and it’s those tactics which we have a basis for and should object to, where possible. All objections have to have some basis in existing rights or relationships of consent or contract; the most direct complaint which might stand water has to be to the extent that taxes continue to be collected when and where they are not needed, which is simply a form of oppression, and a violation of basic concepts of government which most THINK they are still under.
Again, to see it in detail, repeatedly, I believe is more convincing than hearing others talk about it, or even experiencing the symptoms that “SOMETHING just ain’t RIGHT!” in the courts, alone. Or, in the law enforcement sector, alone. Or, in any sector alone.
What is the unifying principle around which any discussion could be held, if not taxation // tax-exemption? Throughout, this is in good part a question of math and logic (which numbers, cooked or not, re-labeled or not, still is). Also, the cooking of books (or tax returns), or switching labels around at will has to be shown and discussed at some point.
That’s why you find me posting on organizations such as “Georgia Center for Opportunity” formerly Georgia Education and Family Research Council” (or similar title), dba “Georgia Family Council” — and they can’t fill out a tax return right, have conflicts of interest, and if I remember my own post right either this one, or “More Than Conquerors, Inc.” (also in Georgia) put in a wrong tax number, wasn’t current, and one of them, or a related one, was operating for many years under the auspices of a multi-state hospital within Georgia. No, I do NOT have a photographic or completely reliable memory on EVERY post I’ve written. I have a pretty good general recall, including of where to go to check the facts. In this case, re-read the posts on Georgia if you’re curious — my point is, IN this nonprofit sector, time and again, organizations dependent on fatherhood and/or abstinence (and other) grants simply are not evidencing the ABILITY to read the IRS Form right and complete it telling a + from a – on Page 2, when in reference to grants.
Others, who I’m sure do have the literacy (I’m going to assume that the big one in New Haven, home of Yale University, is not an illiterate community foundation hiring illiterate employees) appear to just not give a damn — in simply not providing the public, VOLUNTARILY, with lists of who is getting those grants, on Schedule I.
To assume that any philanthropy, because it’s famous, because it’s large, because it’s been around a very long time, is somehow credible AND ethical, would be a mistake. That is simply not necessarily true!
Again, another feature of “grown-ups” is making sound decisions about who they do business with.
By collecting such wealth and redistributing it (that which isn’t stockpiled, as discussed above, and more, in other posts), that decision to do business or NOT do business with such entities as are exploiting the relationship has been taken away from most adults in the USA via the income tax, established by Amendment to the Constitution in 1913.
It’s collected up front, first, universally, nationwide and even if people live outside the US and earn money there, they are supposed to pay taxes to “the homeland” – – – something other developed countries, I’m told, don’t do. Then it is redistributed through what seems like continually expanding set of federal agencies and programs under those agencies, HHS being one of the largest, if not the largest.
What about the choice where people want to live, and I do mean, in which country if the current one cannot protect, or does not respect, civil rights, human rights, or even its own legal rights and has a government which can be trusted.
When it comes to where those taxes are appropriated each year by Congress, and distributed — whether HMRF funding or others, under HHS, under USDOJ, under USDOL or USDOE (the latter two, less of my focus on this blog), or through the “CNCS” (Corporation for National and Community Service” — see June 8, 2016 post, top section) — we should keep something of a general awareness on the basic programming and procedures, and be curious enough to explore things in detail — consistently.
RE: Agenda 21 Lawsuit by two Bay Area groups:

I will explain this as quickly as possible, after quoting the appeal for funds for this lawsuit, which names the groups involved; again, toning down the print size and boldness from the original page. Notice that two individuals (Rosa Koire and Michael Shaw) have filed and appealed against a lawsuit against ABAG. Each person’s name is associated with two links: Rosa’s with the Post Sustainability Institute (which I learned seems to be a mirror of one promoting Agenda 21) and “Democrats Against U.N. Agenda 21” which is basically — as I recall — herself as a nonprofit selling her book “The Green Mask,” with Ms. Koire also being a lawyer; and Mr. Shaw with “Freedom Advocates.ORG” and GlobalizationofCalifornia.COM” (which by website suffix would appear to be maybe one for-profit, one not-for profit, until further lookups show more facts; neither is identified as an organization until shown to be an organization by SOS, IRS, or other registration showing the entity exists under this name, or owns the phrase on the website as a d/b/a.. (Doing Business As)…
It’s on the “FreedomAdvocates.org” that the cause shows threadbare as to credibility. But first, read the appeal:
Appeal in One Bay Area Lawsuit Filed!
Rosa Koire of The Post Sustainability Institute and Democrats Against U.N. Agenda 21 and Michael Shaw of FreedomAdvocates.org and GlobalizationofCalifornia.com (the “Plaintiffs and Appellants”) filed the Opening Brief in the Appeal in their state court case against the Association of Bay Area Governments (ABAG). The lawsuit seeks the negation of ABAG’s One Bay Area(OBA) $300 billion dollar plan to remake the San Francisco Bay Area. The One Bay Area/Plan Bay Area program is the prototype Agenda 21 restructure of local government to change how Americans are expected to live. The necessary funds were raised thanks to many participants who contributed or pledged donations. Those contributions, plus last minute funds from an anonymous major contributor have enabled this litigation to continue. Well done all!
As the battle continues, be forewarned that additional funds will be necessary, as the case will need to proceed beyond the California Appellate Court. Certainly the case will be presented to the State and/or Federal Supreme Court by the losing party, and we must be ready! Being me, I then went and looked up that fiscal agent foundation and found them absolutely supporting “Agenda 21” regionalism-type activities, and more than.
A Local Wiki has blanks for the EIN# for this organization, not filled in.
A Form 990 search shows that Michael Shaw was on a “Freedom Advocates” organization whose last tax return shown is about five years ago, and with this purpose. I also see “Freedom Advocates” nonprofits in Minnesota and another state or two, which may or may not be related in leadership or goals:

FTB = Franchise Tax Board. The organization somehow didn’t dot its “i’s” and cross its “t’s” such that the FTB said, “you’re out!!” I wonder what the IRS has said, to date:
Exempt Organization Select Check (I’ll use that EIN#). The link, as you’ll see, has three buttons, and I typically check all three. Button 1, IS eligible to receive tax-deductible contributions — NO RESULTS.
Button (search) #2 is “Was Automatically Revoked” in which we find that this same EIN# associated with a slightly different organization name (at the same address) was revoked in 2012, which was announced in 2013. It has not been re-instated, either.

At the California SOS label, I see no “Freedom 21 Santa Cruz” organization at all (possibly because “Freedom Advocates” while it didn’t bother to keep filing tax returns (and/or failed to raise any significant revenues for its lawsuit or otherwise), may have undergone a namechange. Old Organization names (unless the result of a merger) do not show on this database.
I went to the California Charitable Registry Search (Verification) page (and “Verified” that “Freedom Advocates” (I searched that name) did not register:

CONTENT of LAST KNOWN TAX “FREEDOM ADVOCATES” RETURN:
The tax return of “Freedom Advocates” labeled Year 2008 (Form 990-EZ) shows three officers at an address “32 Seascape Village, Aptos California,” — Lisa Smith, Brent Duncan, and Michael Shaw, all showing the same address. The tax preparers were “Deich Smith & Trundle CPAs” at 30 Seascape Village Suite D in Aptos.
The organization shows it received almost $20K in 2006, nothing in 2007, and almost $50K in 2008 (see “Schedule A”).
