State of Ohio’s CAFR cover. CAFR covers should look (wording) something like this regardless of the reporting entity. It’s over 200 pp, but has a nice table of contents, transmittal letter, “MD&A” (Management Discussion and Analysis), over 100 pp of “Notes” which SHOULD be read (including notes telling what are the reporting entities), and often and especially helpful (usually up front) diagrams/flow-chart-style of exactly how government is organized. Major source of valuable information EVERY time. Get familiar with the concept! (Note: It has to be reported to an international nonprofit association, “GFOA” — so who, really, is in control?)
