The World’s Largest Owner of Global Infrastructure is Broke Like Me, which must Explain the Lousy Data Entry ….
Sort of a fun post. Only the material isn’t really that funny because it’s real money — well, real US$$ — involved.
But as I’ve pointed out before, the “Bentley 500” does indeed state that the USA IS the world’s largest owner of global infrastructure,
Bentley Systems has compiled the Bentley Infrastructure 500 to help global constituents appreciate and explore the magnitude of investment in infrastructure and the potential to continually increase the return on that investment. which would seem obvious — it’s the world’s largest per-capita jailor, right? and housing them requires a little real estate and infrastructure, right? — but how does this fit with also being hugely in debt if we own (well, the US owns) all that STUFF (dams, public projects real estate, utilities, etc.)….
And how can I explain for such a major investor, the not very intelligent infrastructure of the HHS database, TAGGS? Can’t they afford proofreaders or spellcheck software? Or maybe whoever does data entry needs regular lunch breaks. Or maybe things like this happen right after a too-long, too-liquid lunch break…. a LOT….

By the way, here is another grant award, same recipient, and these are the ONLY two direct HHS grants showing here for this recipient. Both had grant title mis-spelled.. TAGGS database goes back, FYI, to 1995. The National Fatherhood Initiative was formed in 1994 in part with (news says) an HHS grant steered towards it by then-HHS employee, Wade Horn, and the website at least at one time boasted it was formed by “A Few Prominent Thinkers;” to this day it has Congressional Task Force members (as in, U.S. Congress)….

Here’s a spinoff? group with grants which bear the word “replication” and “evaluation” in them, but over an eight-year period, never got a DUNS# entered. {{That’s a Bible reference, and I’m going to make a wild-guesstimate that WHICH parent is supposed to take charge of “THEIR” homes and families. Given what means many religious Dads employ to “take charge” of their families, it’s good they have also “Domestic Violence Intervention,” even though in this context it’s an oxymoron. Also, in context, this was what the Lord said He’d do, not a social program! But since when have men & women ever refrained from taking “the Lord’s work” into their own hands, i.e., playing God with others?}} Found at “ROMROS“. (hover cursor over URL for description)
This organization (address matches TAGGS grant, on Jay Street, WDC) actually managed to file a tax return for EIN# 521867708 — ONCE, in 2002. and shows — $2.9 million government grants (and about 1/10th that amount, public support), it showed assets of “land and buildings” for $289K, and depreciated almost all of it, to value $37K (!!) and Management expenses were $350K. With all this government help, it STILL managed to operate at a $84K DEFICIT. There is almost no detail on the $2.8 million “program expenses” of “Assisting fathers to become loving, nurturing, productive fathers of children and members of society,” . .which includes “OTHER SALARIES & WAGES of $1.6 million, and taking out a $75K mortgage note… . but:
The Board of three were paid salaries totaling IT SAYS in one part $161K, but in the record of compensation for officers, $127,719 + $121,540 + $73,809, all three with addresses of 9500 Arena Drive #400, Largo, Maryland. (Do the math and see if that comes up to about $161K.) And I cannot express how disappointed I am to note that these magnificent salaries and this tax return, bears the Directorship of some of the founders of Fatherhood, USA, Today: CHARLES BALLARD, FRANCES BALLARD (his wife, presently associated with WIFI, Women In Fatherhood, Inc. — which ALSO gets HHS grants or did) — and an Emmanuel K. Idowu (CPA?).

The Mid-Atlantic region of the African Methodist Episcopal Zion Church is a significant part of the historical development of this country. WELL, to look at this, it goes from politics to religion. Sorry, folks, but since G. W. Bush became President in 2000, they’re not really separate anyhow, so might as well deal with the real… Don’t let it derail from the point — HHS doesn’t give a crap about the accuracy in its grants database…. and some of the pattern of inaccuracies looks less than accidental. Language — like math — has an inherent logic system. If both are dismantled and those wielding the power structures (where rhetoric meets large$$e), there is no logic in a system, and that system shouldn’t be endorsed. By us.
Again: the board of the single-filing 2002 990 above, shows an address matching the AMEZ Mid-Atlantic District, above, led by Bishop Warren M. Brown. My looking up that name led to the church below, and considering the ramifications of this type of mentality in receiving federal grants… and setting FAMILY policies…
Is this where the same nonprofit with no DUNS# and one very strange tax return, has its offices? And is Charles Ballard Connected with Bishop Warren M. Brown, of the “Clinton AME Zion Church” of Rockville, Maryland (where the latter is presiding Bishop) and of course, Trinitarian — which obviously presents no conflict with the call to “One God.” If so, running a nonprofit with government support at an $80K deficit, no DUNS#, and nice fat salaries (probably not the only salaries received by the couple, at least) would also be no conflict in logic; look at this logic, the intergenerational transmission of guilt from both parents, and the dissociative nature of the key ingredients of belief…as mainstream as these are, it’s still a very dissociative reading of the Bible. How about the reading of laws, or numbers, when it comes to the IRS, from the same minds, assembled?…

There are two (2) classes of Membership in ZION:

We believe that this same Jesus, Whom we call Christ, did rise from the dead {{Bible declares in Acts 2, critical beginning of the “church” on the day of Pentecost, that God raised Jesus (not “Christ”) from the dead — a little technically complex if the then-dead Jesus is God, but hey,***}}, in bodily form, on the third day after His death. This same Jesus ascended into heaven, where He lives eternally with, and in, The Father {{again, Acts 2 states it, . At the end of time, as we know time, He shall return to judge all humankind.
even in the “touchy-feely” NIV (New International Version), this is a little hard to miss grammatically:
“Men of Israel, listen to this: Jesus of Nazareth was a man accredited by God to you by miracles, wonders and signs, which God did among you through him, as you yourselves know. 23This man was handed over to you by God’s set purpose and foreknowledge; and you, with the help of wicked men,did put him to death by nailing him to the cross. 24But God raised him from the dead, freeing him from the agony [huh?] of death, because it was impossible for death to keep its hold on him.” and (a few verses later, not that the early Bibles had verses…)
“ 32 God has raised this Jesus to life, and we are all witnesses of the fact. 33Exalted to the right hand of God, he has received from the Father the promised Holy Spirit and has poured out what you now see and hear. 34For David did not ascend to heaven, and yet he said,
“‘The Lord said to my Lord:
“Sit at my right hand…”
God raised Jesus, Jesus rose; what’s the diff? Sit at my right hand, but that really means “eternally with and in,” what’s the diff? Well depending on what kind of throne is involved, it could be rather messy if more than one “persona” was sitting on it.
Let’s put it this way — if I issue you a paycheck, and I delete a few zeroes, or move the decimal point, is that good enough? I mean, aren’t we all the children of God anyhow? And so what, if HHS accidentally, or on purpose mis-spells grants to key fatherhood or marriage organizations meaning they’re unsearchable, or gives money (or says it gives money) to organizations that operate at a deficit and don’t file tax returns — but the ones that are filed show they can’t balance the books and have a very well-paid board, reputable in the “fatherhood” industry?
Or suppose, I keep the zeroes in the same place, but deflate the value of the currency, having power to do so, or set up court systems that impoverish people, causing them to have to foreclose on their mortgages, and those mortgage debts are bundled and sold to my buddies, and/or simply invested in other countries, while taking this one down? WHAT DIFFEREnCE DOES IT MAKE?
I’m only bringing this up, because if it’s the products of our labor, and the wage-withholdings of our paychecks, which are going to nonprofit movements and religious leaders of charities which won’t read their own Book right (and who, over various centuries, sometimes tortured and killed their own prophets — and later, those who translated the book into a language that real people, in the current century, actually spoke (which is true of the Bible, incidentally) — that’s about how much accuracy is going to go into abiding by any other laws, or standards, or telling the truth in general. And, we’re screwed. Which, incidentally, goes with many of the girls and boys who show up at some of these houses of worship. After all, it’s all in “The Family” right? What’s the difference — no boundaries between God and his Son, what about personal boundaries between fathers and daughters & sons???
Guilt is a powerful motivator; that’s why one major religion centered in Rome has confessionals…if people are kept constantly guilty, they can be SOLD a lot of things.
Hebrews 10, whenever it was written (probably pre-Constantine, 300+AD,Council of Nicea, etc.) speaking of Jesus Christ as the high priest (priests stand before God, they aren’t “God,” right?) expressed it this way: Somehow, that grammar is saying God is one, and “this man” is another.. But hey, whatever butters your toast….
11And every priest standeth daily ministering and offering oftentimes the same sacrifices, which can never take away sins: 12But this man, after he had offered one sacrifice for sins for ever, sat down on the right hand of God; 13From henceforth expecting till his enemies be made his footstool. 14For by one offering he hath perfected for ever them that are sanctified.
If atheists think this doesn’t matter, you’re asleep at the switch; at a minimum since 1996 (welfare reform, block grants to states) and REALLY since 2001 Executive Orders (Divine Right of Presidents?) strengthening this type of faith-based reasoning (and reporting) in the “let’s get some grants” world, it’s time perhaps to reconsider whether tolerating this level of dishonesty and blurred boundaries throughout government is a good idea — or a very bad idea! Perhaps income tax withholding is a very bad idea. I tend to think it is, and have said why — it creates a class system.. It was a very good idea if you’re one of the major wealth-holding foundations that came up with it and are running the place now! (Rockefeller, Ford, MacArthur, Carnegie, Pew, Annie E. Casey/Casey Families; Coors, Koch, etc. — how did these groups retain control of their wealth, HUH?)
Here (summarizing) are only the “NEW” grants for this one status-revoked organization. Notice that in 1999, Charles Ballard (who shows as board of directors in 2002) was Principal Investigator of a $180K project to evaluate the institute he himself was probably running at the time, being paid over $100K to do so.. Also notice how inconsistent use of Middle Initial (or none), period after middle initial (or none) and of course handing off the investigation to his wife at one point.
Oh well, so what!!

Looking at the largest assets year (2010), I see their first program accomplishment is in essence, psycho-educational counseling for youth who have been violent towards their partners. This is good for a future in attending “Batterers Intervention Programs,” which is another booming, grants-based, court-affiliated program — probably because it doesn’t actually work, and domestic violence isn’t a crime, it’s a malady needing treatment — unlikely to run out of customers. For those batterers who do end up in prison for that, or other “crimes,” when it actually IS a crime, there are fatherhood and child-welfare-father-involvement movements to reconnect them with their victims or victim’s families, I guess. ((??)) Here’s the language:

On Part IX “Functional Expenses” we see that Salaries was $4.397 million (+another $0.943mil [$943K] for benefits & payroll taxes), not including executive/key employees compensation, $0.219 mil [$219K: ex-director Susan McDowell, $105K; CFO, Jay Scheumack, $79K, and a host of unpaid directors on the board also]. OK, having found (Youth Alliance’s) the EIN, and being a little @nal-retentive anyhow, by nature, I went back to TAGGS and keyed in the EIN# to the TAGGS “Search by DUNS or EINS#) and look what popped up — an extra $350,000 — isn’t that interesting? If 2005 was “year 3” then 2003 — the year “lifeworks enterprises, LLC” became a nonprofit, was formed — would be Year 1. So we have, perhaps, an organization by one EIN# which doesn’t have to file a return with the IRS because it’s not earning something, and a nonprofit with about $11 million of assets (by year 2010) which — under another EIN#, and with staff (Jeff Scheumack) in common — getting an unmarked (by DUNS# address, etc.) $350K grant. This is public funding. I’m no forensic accountant, but sometimes I wish more of the general public (NOT employed by the government) would — and could figure these discrepancies out! Well, I probably have the wrong Texan Scheumack, there are several (sorry!):
ANYHOW, Click on the APHPA006025 (Adolscent Family Life) award there, and give me your best speculation on why the first year, it was given to a correctly spelled grantee, after which it was switched to the older, mis-spelled one. I need a little help with why…
This same group YOUTH ALLAIANCE was alphabetically at the bottom of a simple CFDA 93086 search, beginning with the letter “Y” for “Youth.” So, they also had a “Young Fathers” award, 90FK0002. So I did a search on (no year specified) on grant “90FK” (i.e., incomplete grant number to find the other ’90FK” awards. There are only 25 such actions so far — and it only started in — either 2011 (some say budget year “2”) or possibly even 2012.
But if you look at the results carefully, see the “negative” award amounts — it seems that on a single date, 03/23/2012 — someone suddenly discovered that the WRONG RECIPIENT must have gotten the grant, so several amounts were made “negative” (coincidentally just a few weeks before April 15th, tax day?) and later reinserted elsewhere. Or, in one case (Tarrant county texas) right back into the same grantee. Perhaps they needed to delete the money just long enough for tax returns to be filed, after which everyone could relax again — who knows? (I also see that there is a Principal Recipient with some odd numbers in her name):
Again, I attribute this to the Department of HHS, like the rest of U.S. simply being broke and unable to sort, label, and categorize things right the first time… Strangely, this does seem to happen right before tax time, April 15th… after which it’s rectified.
When you see a negative number on the right, scan leftward and notice the grantee change ….

Or, in a certain year (like 2011), there appeared to be a lot of trouble entering a Principal Investigator’s last name in. This printout (I searched grant “90F” only; this is a partial printout) the ‘SUZIE-SUZIE” entries appeared to have $0 award amounts, but this isn’t how I remembered it at the time. A database is a wonderfully changing marvel (except certain mis-spellings of grantee names), it appears….
Looking with some care, it appears that a certain grant or tow took multiple attempts to get that last name in place?? (The grants column begins “90F”. The CFDA 93086 is responsible fatherhood/marriage; I forget what 93093 is — possibly guardianship assistance (it can be looked up at taggs.hhs.gov): Notice the “Action” dates,5th column from right (the only date column)….

How “appropriate” to issue this press release at the beginning of “Domestic Violence Awareness Month.” I realize Fiscal Year Ends are involved, but it does remind me of another time President Obama did a major preparatory announcement for “Father’s Day” – right around Mother’s Day Weekend (I think it was 2008).

Welcome to ACF’s Grants page! ACF offers funding for a variety of competitive and mandatory grant programs serving families, children, individuals and communities.
In Fiscal Year 2013, ACF hopes to award around $16 billion in competitive, discretionary grants designed to promote the economic and social well-being of families, children, individuals, and communities. Though we do not provide personal financial assistance, we have a variety of funding opportunities available to support social service programs at the state, local and tribal levels. Our grantees include both non-profit and for-profit organizations as well as government, educational, and public housing groups. Initiatives & Priorities
African American Healthy Marriage Initiative
The African American Healthy Marriage Initiative is a component of the ACF Healthy Marriage Initiative. Specifically, this initiative promotes culturally competent strategies for:
- Fostering healthy marriage and responsible fatherhood
- Improving child well-being
- Strengthening families
These targeted strategies empower families within the African American Community to maintain strong family units.
