Sometimes I stray into the movie theater to break the monotony of dealing every single day with how to break off abusive relationships without losing either my life, or literally everything, after already having lost the centrality of my work life and purpose in life when it comes to parenting or raising my kids — or demonstrating by example that “There is no excuse for abuse” when in truth, there is every excuse under the book for it, politically and in the courts and in federal policy.
The bottom line in this country is that it’s all under pressure and as such, the bottom of the social heap are under attack, as well as those attempting to get out of that bottom sector by doing something politically incorrect.
I have yet to find someone able AND willing to stick up for THEIR rights to know the truth about the past, and for my ability to finish getting the people who committed crimes (un-prosecuted) against my kids, me, and their grandma away from me or vice versa.

LOS ANGELES — A Municipal Court judge on Wednesday allowed a taxpayer lawsuit against the Los Angeles County district attorney’s child support unit to proceed.

Judge S. Patricia Spear did not grant the demurrer sought by county attorneys, which would have ended the lawsuit that seeks to compel the office to release child support money it has collected but says it cannot distribute.

The office has held as much as $25 million in an interest-bearing account, sometimes in violation of state law. But county officials say the amount has been reduced to about $10 million and that they are trying to distribute the funds. The lawsuit, by taxpayer attorney Richard Fine, alleges that the office has no right to hold the money and should return it.

County lawyers were successful in getting an earlier version of the suit dismissed on technical grounds, but Fine amended it to meet the county’s objections and refiled.

He was definitely one persistent attorney, right up unto being disbarred and tossed in solitary coercive confinement, and after that too.  This is a message to taxpayers of what our government entitities think of them, and why the cities need to make sure to keep great counsel on board to help dismiss the inevitable host of lawsuits against them.
It’s also a note to us that about the first step in any lawsuit where one is the defendant is to make the plaintiff work harder, by getting the thing dismissed if at all possible. IT’s where the County apparently started…
It’s election year, and while I’m still barely hanging on through years in this piece of crap Family Court System (so-called) — at which point normal life ceases because reality sets in about this country — and someone just commented on an older post, using the words “bullet” and “headline” in the context of a solution, on my post showing the OCSE grants spent on enforcement.  This person appears to know about the level of fraud (i.e., billing the feds for fake or closed cases) and filed AND won a lawsuit over the matter.
I just found some of the casework he’s talking about — and this appears to date to a divorce or child support case settled back in 1985!   It’s not very often you can read the words “Fucked Up” in a court pleading, but as the pleading is 2007 and the matter dated back to pre-welfare times, I can hardly fault someone for using it.   Except it has more capitals (the main writes all sentences in all capitals), a segment reads like this:
“This case and the related suits generated from it are a case text book history of a federal court’s (?) going off the rails and how the US Congress (fucked up) in abdicating its over cite (oversight) duties, in making judges the police of other judges, directly leading to misconduct councils being in outcome only judicial criminal cover-up councils, and citizens have no venue to relief and justice from the Criminal government’s and the crimes of federal court judges.
Other cases. I can’t understand it all, but some of the issues he’s bringing up are keeping cases alive which aren’t legally alive, going after a father in Alaska for a child that never lived in Alaska and which eh claims isn’t his, forged signatures (on some of the earlier parts of the case), and in general dealing out hell on wheels.  He has run smack up against the fact that the house always wins:

The issue of — it’s true — we have no recourse where there are Judges Policing Judges:  Center for Judicial Accountability (CJA) Roy Branson talks about this, another group “FIJA” (Fully Informed Jury Association) also does.  If I had the energy, the time — and were fully self-supporting as we speak — I WOULD do a series on how (state by state) the states removed grand juries by citizens to judge matters of fact and law, as to when judges commit crimes and replaced them with “Judicial Complaint Boards” meaning “Sandbagging Operations.”

OCSE: Child Support Enforcement/Federal Grants to States: Let’s Look at the “TAGGS” HHS Charts (CFDAs 93.563 & 93.564)

(Publ. July 26, 2011, accessible via my “Archives’ (select on that month), or this link. It has an even larger (I think) TAGGS.HHS.gov chart, and discusses history of Kentucky Family Court System, also some in Tuscaloosa, Alabama.  So far, I’m not cleaning it up for formatting, though. //LGH Aug. 5, 2022 comment).

 That post is over a year old; I know more now — but the closer you look, the more disturbing it gets.  NO ONE can bear the weight of this information alone, or should have to.  This is a matter for people NOT on the federal grants take and NOT working in the various programs to get a grip on.
Please read the person’s comment (I asked for the case information) — and meanwhile, decided to post on this matter.
For both those categories (So far — only partway through 2012, and this is only a fragment of the grants distributed that actually relate to Child Support Enforcement.  For example, diversions to fatherhood would not be included, nor access/visitation grants, etc.  PLEASE NOTE it’s $3.0 billion.

All $10,000,000 of the (small, but still influential) for “Access and Visitation” grants to the states (CFDA 93.597) has been distributed for 2012 — and as a quick look will show (see bottom of post) it’s going often straight to the courts, or to departments of public welfare, or justice — to a single state-level agency in every state.  THEN parents go before family courts which feel the influence of this grants, but rarely get to appeal up to the federal level in what’s supposedly a “state” matter — divorce and custody proceedings. Such a deal for the Feds (near-zero accountability).

Does it ever matter when federal policy is getting average people, (men, women & children) killed, and that’s not including the wars?   This is entirely out of control — and the people are so hooked into the system that it would take a consecutive re-read of 1984, Brave New World, The Wrinkle in Time (in which children confront the centralized Brain by maintaining other thought-live), Women & Madness (ca. 1972), Four Arguments for the Elimination of TV, for a wake-up call.  We are heading into slavery and genocide for most, and enjoying what’s left of the planet for those who consider themselves the elite and more worthy of enjoying it.  Slave labor will be categorized by professional districts (as opposed to the “District 1, District 2, etc. of the recent movie, ‘HUNGER GAMES”) with the professionals devising the technology and means of controlling those lower on the totem pole.
No one will be educated above his or her designated, and pre-planned life circumstance, etc.
EVERYONE is seriously compromised by tolerating this systemic corruption of their own work life, and by failure to care enough about where their own taxes are being spent.  The pressure is higher on certain people than others.
People I hear from (or support empathetically as they run the gauntlets necessary to see their children occasionally, if that) are some of them looking up real estate records, and finding their — or their spouse’s –names in suprising places, like fraudulently so. While the public has heard of “medicaid fraud” because it’s publicized, “Child Support” fraud — by the system, I’m not talking by this parent or the other parent — is under-reported.
Someone tell me why I should be hungry  — when a child support worker is among the higher paid ones around — and I couldn’t get straight (or consistent) answers out of any of the ones on my case either, when I was owed thousands, too:

Interesting that Public Accountant pays more than General Accountant — looks like close to $20K more.  I wonder why.   OR, near ANCHORAGE, ALASKA — compare the bars to other professions:

A BRIEF CHECK OF SOME CLASSIC CFDA’s from TAGGS SHOWS MONEY IS BEING MOVED OUT OF SOME PROJECTS (ALL TO ELIMINATE POVERTY AND HELP KIDS, OF COURSE) SUCH AS “ABSTINENCE EDUCATION” (including some grants direct to Catholic Charities or groups run by various Dioceses) AND APPARENTLY AWAY FROM WELFARE RESEARCH AND DEMONSTRATION GRANTS:

Bottom line, almost any project can be characterized as an attempt to help children and eradicate or reduce poverty.  I don’t believe any more that most of them do – they mostly help build the programs and professionals running those programs, who then are almost immune to public feedback (by the time the public figures out that the programs even exist and are changing (like, a sea change) the climate of the courts):**this grant was since 2006 and total expenditures were: $2,032,760.

The seminary also got (besides Child Welfare Training awards) one other — ca. $800K (almost).  “Microsocial?”  and what are “EHS families?”

ACCESS VISITATION GRANTS TOTAL, 2012, PER TAGGS.  These total exactly $10,000,000 because what each state gets is based on population percentage of certain kinds of cases etc.  For how they’re actually screwing up reporting on child support funds (not just these funds), go visit the HHS Office of Inspector General Office of Audit Services…

Now ask yourself a question (after scanning your grantees):

In many states, it goes right to the courts.  So, if this money is bringing income to the courts in exchange for INCREASING noncustodial parenting time (trough programs they set up and give sub-grants to – like KIDS TURN, KIDS FIRST, CHILDREN IN ThE MIDDLE, SUPERVISED VISITATION (and etc.) — which the same judges get to administrate, and in which there is a very well organized network (Supervised visitation Network)  and the bonus for getting a MOM (not a DAD) onto supervised visitation (PAS helps with this) includes being able to retain the case in a certain category(like, OPEN, meaning the state gets to hold some interest-bearing funds longer before full distribution….?) — or through any number of relabeling of the same case year after year (like, switch custody, put the nonviolent parent on supervised visitation, and then get extra credit for “increasing” her visitation time as a noncustodial parent — from the base of zero — who knows what all the permutations would be, and loopholes?

Keep also in mind that once programs are indeed up and running, it should not be necessary to set up new programs every single year — but the funding continues.  There’s money in training and there’s potential for double-billing.  Without leverage to know where this is going and where it is hidden, no parent can be assured of a fair hearing in ANY of these [family] courts.  EVER.
